SAN DIEGO (KGTV) - When President Trump visited San Diego in September, he made a special trip down to the border to tout the wall and its technological advances. The president has made border security a major part of his term, even calling for the addition of 5,000 border patrol agents.A new study from San Diego State University says the increased emphasis on stopping illegal crossings and drug smuggling could make those very agents the targets of corruption and bribe offers. "When one door is closed, they try to find another one which is open," said David Janscisc, the public affairs professor at SDSU who authored the study. Janscisc says the harder it gets for smugglers to get people or drugs into the U.S., the more likely they are to seek help from agents at ports of entry. "You can clear a car full of drugs just by not inspecting it," he said. Janscisc isn't saying Customs and Border Protection is corrupt, but wanted to study how corruption occurs. He based his study off of 160 cases of CBP corruption over 10 years, noting the agency has 60,000 employees. Janscisc found the employees with less than five years of experience were more likely to be involved in drug-related corruption. However, those who were there longer were more likely to commit immigration-related offenses, such as falsifying paperwork to help get someone into the country. In a statement, Customs and Border Protection said applicants go through a strict hiring process that could include polygraph tests. "After the hiring process, CBP applies proactive measures in the form of training, rules geared to ensure workplace integrity and oversight and management of frontline officers and agents by CBP leadership at every level," the statement said. SAN DIEGO (KGTV) - San Diego Sheriffs deputies detained a man in Lemon Grove this afternoon, who may be connected to an early morning carjacking.It was supposed to be a routine check-up. A 76-year-old woman was going in for a 7 a.m. eye appointment at a medical office on the 3900 block of Fourth Avenue in Hillcrest.But she never made it.“The man with the gun pointed it at the woman, so I guess it was just taking place, and she scrammed out of there and called 911," a woman named Nancy said. She said her friend witnessed the carjacking happen from across the parking structure.San Diego Police detectives said a shorter, thin, Hispanic man with short hair approached the grandmother, pointed a gun at her face, stole her purse, and drove off in her gray Mazda 3.Officers notified all nearby agencies to search for that car.Then at 9:45 a.m., the car was found on Lemon Grove Way in Lemon Grove. But it was in bad condition. “A few hours later, the Diego Sheriffs Department responded to a hit-and-run that involved that very vehicle, the victim’s vehicle," Lt. Andrew Hoffman of the San Diego Police Department said. Witnesses said the driver of the Mazda 3 hit a parked red Honda Civic, veered into a pole, then ran away.For two hours, investigators set up a perimeter of the area and used a helicopter to look for the car-jacking and hit-and-run suspect. But they came up empty.Then at 2 p.m., detectives did a secondary search of the apartment complex.That is when one of the deputies recognized a wanted man and arrested him. “I guess the guy walked out of the apartment, the other officer saw him from the back of the cop car, must have recognized him," witness Floyd Bloom said. "So that’s when they yanked him out of the car. But he reached for the officer’s taser and his gun. And so they tased him.”San Diego sheriffs deputies said the man they detained is a tall, thin Caucasian man, who was possibly wearing a disguise.Detectives said a curly, black-haired wig fell off of the man during his struggle with police. They also found a rifle and ammunition in the back of his trunk.San Diego County Sheriffs deputies detained the man, then handed him over to the San Diego Police department. SAN DIEGO (KGTV)- A splash of color brings life back to Bay Park Elementary. Over the weekend, parents and volunteers joined together to give the school a facelift. The beautification project now has kids excited to come to school. “They were just blown away,” says Emily Auer. “Their face just lit up. They actually touched the walls.”Bay Park Elementary is approaching it’s the 80th anniversary. The school’s beautification team brought together almost 80 volunteers. The project started Friday night until late Sunday afternoon. Volunteers painted the walls and wooden backpack holders. Parents tell 10News one family donated a bunch of small desks with chairs that now sit in the halls. Behr gave the paint for the project. “Such a wonderful group of kids, so positive,” says parent Erica Krystek. “We really wanted that positivity reflected in the hallways.”The Bay Park Elementary Beautification Team plans to do more upgrades in the future. They hope to paint and add new carpet to the school’s auditorium. 1022

"It took a village of all of us in San Diego to make that happen."There are already many different types of COVID-19 tests on the market.But the scientists and engineers at Illumina came up with a test that reveals a lot more."Our test not only gives you a yes or no answer for the presence of the virus, but it also gives you the genetic sequence of the virus," Tousi said.On Tuesday, the FDA approved the Emergency use of the world's first COVID-19 test that also shows the biological makeup of the virus.The results can help researchers track and trace the virus and study different mutations over time and in different regions."Knowing this is really critical, not only to the development of effective vaccines but also for us to detect its presence, recurrence, and whether there is a mutated form that we need to be prepared for," Tousi said.The sample is collected via nose or throat swab and sent to the lab.A sequencing machine can run up 43,000 samples a week. From swab to results, it takes only 24 hours."This was the culmination of an incredible amount of work. And I'm confident we're going to make a big difference in the fight against COVID," Tousi said. "The understanding of this virus at the genetic level is going to make all of the difference in the world in fighting this and future disease."The company has already started to ship its tests to large labs across the world. 1904
