SAN DIEGO (KGTV) — The 19th annual True Blue Luncheon celebrated the bravery shown by three officers who shared their experience in the Rolando shooting almost a year later.The very shield that protected Officers Francisco Roman and Dan Bihum was at the luncheon, helping SD Police Foundation donors understand what their money is going toward. The shield is hefty, with a steel plate inside, according to Officer Trevor Philip.Bihum said he saw two bright flashes, "two of the rounds struck me." "He literally fell right in front of me it was probably one of the hardest moments of my life," Roman said.RELATED: Body camera video shows San Diego Police shooting in RolandoThat night, June 23, 2018, the distress call from a neighbor concerned about Joe Darwish turned into a gunfight injuring two officers and ultimately ending with Darwish's death.The shield was handed to Roman and Bihum while they were trapped in the hallway."As soon as Francisco got the shield in front of them he took another volley of gunfire and two of the rounds hit the shield," a SWAT Officer said."Just a great feeling because we had some form of protection," Roman said. Both officers struggled to share, as they relived the moments on that day."The shield absolutely saved our life," Roman said tearing up. He looked away, clenched his jaw and continued, "it definitely saved us for sure."Thursday, they shared their story with a room full of donors in the Harbor Island Sheraton. Their goal is in sharing their trauma, they hoped to inspire San Diegans to open their wallets and help them buy 758 more shields so that their brothers and sisters in blue are protected. The money raised by the luncheon goes to the San Diego Police Foundation, who helps buy whatever the department needs. In 2018, the luncheon raised 0,000. This year they hope to raise 5,000.The 19-year tradition has a new name and has been filling the gap between city funds and SDPD's needs. 1957

SAN DIEGO (KGTV) -- The California Highway Patrol is investigating following a crash involving a military Humvee Thursday night.The crash happened on eastbound Interstate 8 just west of Dunbar Lane. Five vehicles were involved in the crash.As a result of the incident, traffic was backed up on the interstate for miles. SAN DIEGO (KGTV) -- The City of San Diego says it is working to earn back the public's trust after thousands of families got hit with erroneously high water bills this year. But the problems appear to be persisting. Ed Kitrosser and his wife just got a bill for 3, more than double the usual for their home in Pacific Beach."We're on automatic sprinklers. Nothing has changed, the setting has not been changed for several years," said Kitrosser. RELATED: Inside San Diego: Audit shows City sent thousands of faulty water billsKitrosser is one of about a dozen residents in the P.B. and La Jolla area complaining about outrageously high water bills they received in September. Their concerns come after a city audit found that about 3,000 San Diegans got erroneous water bills, largely due to human error. Shawn Tobias, of La Jolla, is questioning a bill he received for more than ,800."You call the city and say 'I'm pretty sure you made a mistake on this' and they say 'no, no, this is what you used,' and then your heart drops," Tobias said. RELATED: San Diego man furious with city over ,000 water billThe city, meanwhile, says it is making progress on installing a series of reforms after the audit. SAN DIEGO (KGTV) - The County of San Diego is changing who can get a COVID-19 test at county sites.Officials said Monday that going forward, the county is focusing coronavirus testing efforts for priority groups, including those with symptoms."For new appointments being made, those will be focused on individuals who are symptomatic or individuals who are asymptomatic that fit into some of our priority groups like healthcare workers, first responders, those with chronic or underlying health conditions and those living in long-term care facilities," said County of San Diego Supervisor Nathan Fletcher.Fletcher said the county has more sick people and more positive cases, which means there's a greater demand on the testing system.He explained that challenge is being compounded by a global supply chain shortage with testing supplies and components."By taking this approach to reprioritize our focus on symptomatic folks and asymptomatic folks who are in the settings I just described we might see a reduction in the number of tests being done, but we do hope to see an increase in the speed in which we're able to turn around those tests," Fletcher said.Testing supply issues are not just a local problem. On Monday, California Gov. Gavin Newsom was asked about supply issues and test result turnaround times."It's unacceptable in this nation and in this state that we are not in a position to be doing even larger scale testing that all of us have been very, very aggressively promoting and trying to manifest," Newsom said, adding that the state is also starting to see delays in testing results.Harvard researchers have said the timing of testing results is crucial."If it takes over a week for the result to come back, mathematically it becomes challenging for testing and contract tracing alone to be adequate," Dr. Thomas Tsai, assistant professor in the Department of Health Policy and Management at Harvard T.H. Chan School of Public Health and a surgeon at Brigham and Women's Hospital.Harvard researchers found most states still fall short when it comes to testing.Here in California, the state Department of Public Health reports more than 5 million tests have been conducted across the state.On a call with reporters last week, Tsai said California is testing a very high number of people, but relative to its population, it's falling short of its target for suppressing COVID-19."What happened in California is, as the cases have increased, the testing has increased in proportion but hasn't increased to a level where testing has outpaced the growth of cases and the ability to contact trace has actually gotten ahead of the infection and gotten control of it," he said.On Monday, San Diego County officials announced a partnership with local company Helix to provide up to 2,000 tests a day.County officials say they've received 7,500 tests and those are already being used at two sites.Another 10,000 will be sent tomorrow and they expect within a week that every site will be using them.That will ease some of the burden, but won’t cure the overall problem. 3089
