San Diego (KGTV) - A San Diego doctor convicted and deported due to child pornography charges is back working in the medical field.In 2006, Dr. Jacques Lemire pled guilty to possessing child pornography.More than a decade after he was stripped of his medical license in California, the Toronto Star discovered Lemire was able to get a new license in Canada."I'm not working with patients; I think it shouldn't be disclosed,” said Lemire.He explained in a phone interview with a Toronto Star reporter that he doesn't think the disciplinary actions he was dealt in the United States should be listed on his current license in Quebec.“The fact that I’m doing administrative, I’m not working with patients. I think it shouldn’t be disclosed,” he said. “I’m not even close to any patient.”In the late 90s, Lemire was at the top of his medical game in San Diego.He specialized in pediatric kidney transplants and 10 News even featured him in a 2001 story. But, in January 2004 that rising career came crashing down.Lemire was arrested for possessing child pornography. Investigators were tipped off when Lemire took his laptop in for repairs. A technician found images of children engaged in sexual acts.Lemire pled guilty to possessing child pornography in 2006. Also, his medical license was revoked, according to records Team 10 obtained from the Medical Board of California.In sentencing transcripts, the court noted that although Lemire is guilty of possession of child pornography, examining professionals did not determine him to be a pedophile.Lemire spent about year behind bars and was deported to Canada around 2008.A decade later, reporters for the Toronto Star found Lemire working in a medical setting. They discovered he now “reviews medical files for Quebec's public health insurance program.”The publication's series, “Bad Doctors who Cross the Border can Hide Their Dirty Secrets” reveals how doctors crisscross the Canada-U.S. border while a broken system keeps the records of their crimes, malpractice and disciplinary rulings secret.The Toronto Star discovered, “A year after the U.S. government deported Lemire, Quebec's physicians' college granted him a license." According to their investigation, “From 2010 to 2014, Lemire was permitted to practice only in Quebec ‘institutions,’ and he spent three years at an old-age home for retired nuns. He was not explicitly restricted from treating children, and the institutions category includes child and youth protection centres.”On its website the Quebec College lists Lemire as having an active status, but his practice is limited to administrative tasks without clinical activity.What's not listed in his profile is any disciplinary action taken against Lemire by the California Medical Board or U.S. courts. It lists a phone number to call for more information.Team 10 asked the Medical Board of California to comment on Lemire’s current situation in Canada.In a statement a spokesperson said, “The Medical Board of California (Board) is committed to consumer protection, transparency, and notifying consumers and out-of-state jurisdictions when a physician has been disciplined in California. The Board posts disciplinary actions on its website and sends subscriber alerts whenever a doctor has been disciplined. In addition, the Board regularly posts updates on its Twitter and Facebook pages whenever a doctor is disciplined. The Board works with the Federation of State Medical Boards and National Practitioner Data Bank to notify jurisdictions outside of California when doctors have been disciplined here.”Team 10 investigator Adam Racusin asked how situations are handled if a doctor is disciplined in another country, then applies for a license in California? The spokesperson said, “Whenever a doctor who is disciplined in a jurisdiction outside of California and applies for a license in California, the Board reviews the discipline as part of the licensure process.”In his interview with the Toronto Star, Lemire said officials with the medical college were presented with all the information and they agreed that he would get his license back. He believes he served his time and should be allowed to keep being productive.In response to 10News questions and the Toronto Star investigation a spokesperson for the Collège des médecins said they always check the disciplinary and criminal backgrounds before accepting and licensing a doctor. In a statement, they wrote 4492

San Diego (KGTV)- A music teacher at Grossmont High School reached out to the community after students were in need of guitars for the upcoming school year. The students will be practicing distance learning.Music teacher Jeremy Cook says the support has been overwhelming.“The response from the community has been absolutely amazing. I’ve met so many people. I’ve driven across the county picking up the guitars,” says Cooke.Cooke has received 117 guitars for students to practice.“Last year we had upwards of 120 guitar students total,” says Cooke. “There’s a hope to be able to offer guitars to students who aren’t able to take the class.”A couple of weeks ago, Cooke went to pick up a donation from a woman named Pam Anderson in Mission Hills.“I took it back to my car and popped it open. I was flabbergasted at what was inside. It was a 1969 Fender Telecaster.”These guitars range from ,000 to ,000. Cooke says he had to let Anderson know its value.“She said that she appreciated the honesty, and she still wanted to donate the guitar to the school,” says Cooke. “It was her husband’s who passed away. She said she knew he would want the same thing.”The guitar will be used for student performances and in the newly renovated music room when students are allowed back on campus.Cooke says he appreciates all of the donations. As a thank you to Anderson, the teacher has set up a GoFund Me page to help her during the pandemic.Cooke says there is still a need for guitars for the upcoming school year. SAN DIEGO (KGTV) — Toni Beery and her husband Jonathon have their hands full trying to get Old Town’s Hungry’s Kitchen and Tap back up to speed.“There’s just not a lot of foot traffic, still, during the week especially,” Toni says. “We’re just trying to take it day by dayThey're trying to bring employees back and working to survive amid social distancing requirements. One new task on their plate is employee temperature checks and monitoring.New technology, however, is doing that for them. It’s called the GoSafe, a stand-alone tablet two San Diego companies developed. Using Qualcomm's chips, San Diego-based OneScreen built a device that takes temperatures and uses facial recognition to allow or deny access to different workplaces and schools.Additionally, the GoSafe can assist health investigators in contact tracing. If someone shows an elevated temperature, it will have a record of who else scanned in around the same time.“It is not only a race against the vaccine, it is a race to go back to normalcy,” said Sanjeet Pandit, Qualcomm’s director of smart cities.San Diego’s Fluid Sound is now working to install the devices at businesses around our region.It recently did so as a test at Hungry’s, and demonstrated how it can reject access for people without masks. The device’s MSRP is ,995.“If you think about the labor cost associated with implementing a health screening process for any business, big or small, it's a significant labor cost,” said Dennis Pappenfus, CEO of Fluid Sound. “This is more of a one-time cost and you've got a pretty good process off to the races."Nationwide, 2,000 of the devices have already sold.In addition to Hungry’s, a spokesman for Fluid Sound says the devices are installed, or could soon be, at places such as Qualcomm headquarters, The Port of San Diego, and the University of San Diego.In a statement from USD, a spokesperson says GoSafe is one device they've considered in their reopening plans."As the University of San Diego prepares for the re-opening of our campus in August, the Return to Work Task Force is looking at a variety of devices and safety procedures to keep our students and employees safe as they return to the office and the classrooms. While GoSafe is one device we have been presented with, it is not the only temperature device we are currently assessing and demoing, no purchases have been made yet. SAN DIEGO (KGTV) - When President Trump visited San Diego in September, he made a special trip down to the border to tout the wall and its technological advances. The president has made border security a major part of his term, even calling for the addition of 5,000 border patrol agents.A new study from San Diego State University says the increased emphasis on stopping illegal crossings and drug smuggling could make those very agents the targets of corruption and bribe offers. "When one door is closed, they try to find another one which is open," said David Janscisc, the public affairs professor at SDSU who authored the study. Janscisc says the harder it gets for smugglers to get people or drugs into the U.S., the more likely they are to seek help from agents at ports of entry. "You can clear a car full of drugs just by not inspecting it," he said. Janscisc isn't saying Customs and Border Protection is corrupt, but wanted to study how corruption occurs. He based his study off of 160 cases of CBP corruption over 10 years, noting the agency has 60,000 employees. Janscisc found the employees with less than five years of experience were more likely to be involved in drug-related corruption. However, those who were there longer were more likely to commit immigration-related offenses, such as falsifying paperwork to help get someone into the country. In a statement, Customs and Border Protection said applicants go through a strict hiring process that could include polygraph tests. "After the hiring process, CBP applies proactive measures in the form of training, rules geared to ensure workplace integrity and oversight and management of frontline officers and agents by CBP leadership at every level," the statement said. Janscisc said it took two years to complete his study, relying largely on court documents and investigative news reports. 1873
