SAN DIEGO (CNS) - The San Diego County Department of Environmental Health posted a beach closure notice today at the Tijuana Slough National Wildlife Refuge and Border Field State Park due to water contamination.County officials said sewage-contaminated water flowing from the Tijuana River into U.S. waters represents a health hazard. Closure signs will remain posted in the affected areas until testing shows it's safe to go back into the water from Seacoast Drive to the U.S. Mexico Border. Access to Friendship Park at Border Field should also be avoided, officials say, as the park may also be affected by contaminated runoff.Residents seeking more information on beach and water contact closures can visit the county's website, sdbeachinfo.com, or call the county's 24-hour hotline at (619) 338-2073. 814

SAN DIEGO (CNS) - San Diego City Attorney Mara Elliott announced today that the city will use a 5,850 grant to fund a team of specialized prosecutors to handle cases involving drug-impaired drivers. The City Attorney's Office will use the renewed Drug DUI Prosecution Grant to handle cases of both drug-impaired and drug/alcohol-impaired driving, from arrest through conviction and sentencing. The state Office of Traffic Safety administers the grant from the National Highway Traffic Safety Administration."Driving under the influence of drugs can have devastating effects on San Diego drivers and their families," Elliott said. "Our city continues to see DUI cases involving the misuse of prescription drugs, marijuana and illegal drugs, often in combination with alcohol. This grant allows our highly specialized prosecution team to work closely with law enforcement to hold accountable those who endanger our community."Specialized prosecutors working under the previous grant from Oct. 1, 2017, to Sept. 30 of this year filed 228 misdemeanor cases of drug-impaired and drug/alcohol-impaired driving while the City Attorney's Office filed a total of 3,110 impaired driving cases during that time. The office has received grant funding for drug DUI prosecutions since the fall of 2014.Officials warn that use of prescription drugs and/or marijuana, especially in conjunction with alcohol use, can lead to a DUI arrest and conviction. San Diego County saw a total of 90 deaths and 2,364 serious injuries due to DUI crashes in 2015."Driving under the influence is a crime that will not be tolerated," said Office of Traffic Safety Director Rhonda Craft. "Funding the prosecution of individuals who put lives at risk is one of many ways we are working to educate the public on the dangers and consequences of driving under the influence." 1848

SAN DIEGO (CNS) - Recent rainfall has led to an influx of seabirds washing ashore and becoming beached along San Diego's coast, the San Diego Humane Society said Friday. The organization's Project Wildlife program, which focuses on animal rehabilitation and conservation, has recently cared for multiple seabirds, including loons, western grebes and a blue-footed booby who became beached during periods of high surf and stormy weather.Seabird diets are also affected by rainfall as vacillating ocean temperatures cause their food sources to dive deeper than normal. Consequently, the birds are often too weak to get past strong coastal waves into the open ocean. Humane Society animal care staff recently transferred their rescued birds to SeaWorld for further rehabilitative care.Residents are advised to contact a lifeguard, the Humane Society's Humane Law Enforcement division at 619-299-7012, ext. 1, or SeaWorld at 800-541- 7325 if they see a beached or struggling seabird. Birds that are in immediate danger can also be wrapped in a towel and brought to Project Wildlife, located at 5433 Gaines St. 1112

SAN DIEGO (CNS) - Some San Diego city council members and employees present at a city council meeting this week were informed Wednesday that an employee at the meeting has tested positive for coronavirus. The positive patient attended Tuesday's meeting and a request was made of affected individuals to schedule a COVID-19 test and self-quarantine for the next two weeks, according to a spokesman for Mayor Kevin Faulconer.Anyone entering a city facility is subject to temperature checks and must adhere to social distancing protocols and employees must wear face masks.Council members Chris Cate, Monica Montgomery, Vivian Moreno and Scott Sherman were present for the meeting. Faulconer was not at the Tuesday meeting. 727

SAN DIEGO (CNS) - Reversing a vote from last week, the San Diego County Board of Supervisors Monday approved four satellite voting offices ahead of the March primary election, over the fierce objections of one member. The vote was 3-1. Supervisors Greg Cox, Nathan Fletcher and Dianne Jacob were in favor, while Supervisor Jim Desmond was opposed. Supervisor Kristin Gaspar left the chamber before the board voted, after saying she was ``being asked to revisit a vote that we have already made, to overturn the will of this board.'' She also said that this morning's special meeting was planned by three members of the board, and that neither she nor Desmond were asked to attend. Jacob, who chairs the board and requested the special meeting, did not offer a formal response to Gaspar's allegation. The satellite voting office proposal stemmed in part from state legislation, recently signed by Gov. Gavin Newsom, that allows Californians to register to vote on election day at local polling places and voting centers. The cost of the four satellite offices was estimated at nearly million: 0,000 for salaries and benefits, and 0,000 for services and supplies. According to county documents, federal and state monies will provide a partial reimbursement. Before today's vote, Jacob said the county will pursue reimbursement from state for 5,000 costs. She added that the county has recovered 4 million in unfunded state mandates in the past. ``Merits of this proposal should not be judged by the funding source,'' Jacob said. ``It should be judged by our obligation to follow the law.'' 1610
