SAN DIEGO (KGTV) - Eighteen-year-old Joseph Preissman is getting ready for his very first day as a college student. But a mistake he made last December is dragging down his final days of summer."It'd be really great to just figure out why we're getting charged so much for something so little, and something that was, like, an accident," he said. The accident happened near Idyllwild. Preissman and a friend were returning from a hiking trip, when he said it hailed. Preissman was coming around a bend and lost control of his car, running into a freeway directional sign and splitting its wooden post. Nobody was hurt, so Preissman thought the accident was ancient history. That is, until July 31, when the Preissman family got a bill from Caltrans to replace the sign - totaling 7.95. All but about of that bill was for labor. "I could even understand half that cost, but I can't understand how it could possibly take three people, let's say from 8 in the morning to 12 in the afternoon, to repair that sign," said Daniel Preissman, Joseph's father. Caltrans spokeswoman Emily Leinen stood behind the bill. She said about 0 of it went to administrative fees. Much of the rest reimbursed the crews for going out to the area and replacing the 16-foot-tall post. They had to make sure it had the proper breaking points for driver safety. Leinen added one crew member had to keep watch for other cars coming around the bend."It's rocky road terrain out there, it’s a mountain, so unfortunately they had to do everything by hand on a blind corner," Leinen said. SAN DIEGO (KGTV) - Families across the San Diego region are continuing to battle record high home prices and rents.But there are now several plans in the works to boost supply - and hopefully bring prices down."There's no magic bullet, no magic wand," said Rick Gentry, who heads the San Diego Housing Commission. "I don't see there's one solution. There are a host of solutions that we can bring to bear that over time will reduce the problem."Jimmy Ayala, who heads Pardee Homes of San Diego, says the biggest change that could lower prices is reducing the time it takes to get permits. SAN DIEGO (KGTV) -- Derek Swenningsen isn't the typical for trainer for puppies who go to become service animals but right now, volunteers like him are all Tender Loving Canines had. "We're making arrangements and trying to recruit new volunteers to take those puppies until volunteer programs inside prisons can pick back up again," said Victoria Cavaliere with TLC. TLC's 8-week-old puppies started out in prisons where inmates train them before they went to helping those in need. "We teach incarcerated individuals who are in the program how to train dogs to become service dogs using only positive reinforcement."But since COVID-19, they had to switch gears. "We’re looking for someone who is just passionate about the mission and has the time to open up their homes to having a puppy in their home," allowing those like Swenningsen to take their place as trainers."I feel obligated to do my best and make sure Fiji gets the best he can to make it through the program and help a fellow veteran out."Veterans and those who have disabilities or other medical conditions relied on service animals, putting TLC's dogs in demand, even amid a pandemic."To take a dog from a little puppy and mold it into what you want it to be which is this amazing superhero for someone with a disability and help give them independence and get them out of their homes and be part of the world."TLC partnered with Guide Dogs of America and has been in service for 20 years.
