DEL MAR, Calif. (KGTV)- After the recent horse deaths at the Del Mar Racetrack, a small group of animal activists is proposing a ban on horse racing. Local supporters of the track are saying "no." Animal rights activists were set to speak at the California Horse Racing Board meeting Thursday morning when things got heated between both sides before the session started. "We are trying to initiate a ban on horse racing, not just in California but in this country," says animal rights activist Ellen Ericksen. Ericksen says she's concerned about the safety of the animals who spend most of their time racing. "Horses are dying left and right."Supporters of the horse racing industry say the animals are being taken care of. "We take every precaution we can with these horses because we love them," says Jockey Aaron Gryder. Gryder has been a jockey at the Del Mar Racetrack for the past 32 years. "It's not our job; it's our passion."This past summer, the Del Mar Racetrack implemented new protocols to ensure horse safety, like having veterinarians on the track during every workout. "We want to make sure when the horses step out on the racetrack they are 100% in great condition," says Gryder.Supporters also say doing away with horse racing could leave a lot of people without a job. "They have plenty of time to start looking for other employment," says Ericksen. "They have plenty of time to get re-trained."A statement sent to 10News from the Del Mar Thoroughbred Club says: "Del Mar has implemented an unprecedented series of safety and welfare measures over the last several years and, while we always will strive to do better, these reforms are working. In addition, the horse racing industry in California supports 18,000 jobs and has a .6 billion economic impact in the state. Racing at Del Mar is a longstanding tradition enjoyed by hundreds of thousands of Californians."The labor union, which represents all employees, owners, and jockeys, was present at the California Horse Racing Board meeting. Public comment was allowed during Thursday's session, but no changes have been made. 2108

(KGTV) - Images of an extra-large mystery cat have opened a lot of eyes in East San Diego County community of Descanso.Off Viejas Grade Road, a wildlife camera on the land of Allen Walker's neighbor captured the video one evening last week.  It shows a large cat walking along a trail not far from homes.  Bobcats are routinely filmed by the camera, but Walker says this one appeared twice as big as the typical one."Little afraid for my corgis, because it would be breakfast or lunch ... I was pretty shocked about its size.  It's the biggest cat I've seen out here that's not a mountain lion," said Walker.We sent the image to SDSU research scientist Megan Jennings, who has studied the local bobcat population.  She confirmed the cat is in fact a bobcat - and a near-doubling in size would be highly unusual.  She says any extra-large bobcat is likely a male who has stumbled onto a steady food source. Walker knows what that source is: a huge presence of rabbits in the area. 1034

DEL MAR — The coronavirus eliminated the 2020 San Diego County fair, and racing season went on with no fans. Now, the state-owned fairgrounds has laid off more than half of its staff and has asked Sacramento for million in bailout money."They need a new vision for the future and they need it desperately to solve their financial problems," said Del Mar Councilman Dwight Worden.Worden said affordable housing is an ideal solution. The city wants to team up with the fairgrounds to build upwards of 51 affordable homes on the property. On Monday, the council could approve a formal memo to submit to the fairgrounds on its vision.As it stands, Del Mar has no affordable housing and as such faces steep state penalties - including fines, lawsuits, and even loss of development control."In a place like Del Mar, where the ground costs a million dollars an inch, anything where we have to buy land is immediately not affordable," Worden said.The idea to put housing has been talked about for years. Most recently, in June, a Los Angeles-based developer proposed to put modular homes on the property to temporarily shelter the homeless during the outbreak, but pulled the project after community opposition."That was a hornet's nest," Worden said. "We've been telling them 'look, let's work on this long term affordable housing, where we get credit and we know how to help you do that successfully.'"Worden said this would be different, because it would give people such as fairgrounds workers, emergency medical technicians, teachers, and restaurant servers to permanently live close to where they work.Worden says the city has picked out five locations on the fairgrounds, mostly around the perimeter.The cost is still not clear, but Del Mar may ask Solana Beach the city of San Diego to participate, and see if they can get partial credit for their housing requirements.Del Mar must built 163 new housing units by 2029. Of those, 113 must be income restricted.The fairgrounds did not immediately respond to a request for comment. 2040

  

Days after President Donald Trump announced he was cutting off negotiations for a new COVID-19 relief bill until after the 2020 election, Trump said Friday morning that negotiations for a new bill "are moving along" and that he wanted to "go Big!"In addition, The Washington Post reports that White House economic adviser Larry Kudlow has "approved a revised package" to present to House Democrats. Kudlow told reporters that "developments are positive" for more stimulus.However, moments after Trump's tweet, The Associated Press reported that Senate Majority Leader Mitch McConnell thought it was "unlikely" a new stimulus bill would be passed before the election. According to the AP, McConnell said negotiation participants were "elbowing for political advantage.Friday's announcement is a direct about-face from earlier in the week. On Tuesday, Trump tweeted that he had instructed Senate Republicans to cut off negotiations for further COVID-19 stimulus and instead focus full-time on confirming his Supreme Court nominee.At the time, Trump blamed House Speaker Nancy Pelosi for seeking too much relief, saying that Democrats' offer including funds that were "in no way related to COVID-19" and would be used to " bailout poorly run, high crime, Democrat States." 1277
