CHULA VISTA (KGTV) – Chula Vista police are investigating an overnight carjacking and kidnapping involving perpetrators disguised as law enforcement.The incident was reported just before midnight Tuesday in the Rancho Del Rey III neighborhood in East Chula Vista.Police said a group of men, armed with guns and wearing bullet proof vests, were driving in two white Ford Expedition SUV’s, which appeared to look like squad vehicles. Two people wearing vests with the word 'police' on the front ordered him to get out of his Renault Koleos SUV. Police said the victim believed the suspects had a gun. He got into one of their SUVs and was driven to Paseo Del Rey Park, located between Telegraph Canyon Road and East J Street. The suspects released the victim unharmed at the park, according to police.The victim walked 40 minutes to a residence on J Street to call 9-1-1, police said. He was not hurt in the incident, police said.The suspect vehicles and the stolen SUV are still outstanding, according to police. CHICANO PARK (KGTV) -- A man was rushed to the hospital after being shot near Chicano Park Friday night, San Diego police said.A caller reported the man shot near Chicano Park on National Avenue and Dewey Street at 9:49 p.m. San Diego Police say officers arrived to find a large group gathered in a parking lot and a silver sedan trying to leave.The group fled, including the occupants of the silver sedan. Officers discovered a 15-year-old Hispanic male in the vehicle suffering from a gunshot wound to the torso.Officers started CPR on the teen before first responders arrived to take him to a nearby hospital. The teen died at the hospital, police said.Police say the teen has been identified but his name was not being released.San Diego police said the incident is being investigated as a homicide. Malacas, 45, passed away on July 11, leaving behind a wife, a grown son, and a 13-year-old daughter the couple adopted in December."He was my soulmate ... really said for me and my kids," said Wil.Wil's life is hardly the only one impacted. A Los Angeles Times headline recently noted that Filipinos are dying of COVID-19 at an "alarming rate." According to the report, data compiled reveals Filipino Americans account for more than 35% of COVID-19 deaths in the state's Asian population. Filipino Americans account for about a quarter of Asian Americans in the state.As for their mortality rate, that registered at a staggering 40% in Southern California, although the sample size is only about 50 cases and 19 deaths.JoAnn Fields, who co-chairs a local Filipino COVID-19 task force, points to possible factors: many Filipinos live in larger households, work in the health care profession and have health-related issues."Filipinos have a higher rate for some underlying conditions, like diabetes and high blood pressure," said Fields.Fields is calling for outreach programs similar to a county program appealing to the Latino community. CHULA VISTA, Calif (KGTV) -- As Chula Vista continues to grow, so does the need for police officers in the city. Last June, voters approved a half cent sales tax increase, giving Chula Vista the highest sales tax in San Diego County. The money goes into the general fund, but os designated for hiring more police and firefighters. Despite the new sales tax, some business owners say they are still having issues with the department's response times. A bakery owner on Third Avenue tells 10News she sometimes has to call police multiple times a week to report a crime, but that sometimes police don't show up or shows up hours after the crime. Captain Phil Collum says the department has hired nine of the 12 officers currently allowed by Measure A. According to SANDAG, crime in Chula Vista is actually down 3 percent in 2019, including property and violent crimes. "Sometimes the perception that crime is on the rise or perception that things feel less safe than they were, in fact all of the data suggests otherwise," said Collum. In a recent survey, 91 percent of Chula Vistans said they are "very satisfied" with the department, despite not meeting response times for priority one and priority two calls. Collum said those response times are slowly improving. The police department says additional positions will be filled through the Measure A sales tax, meaning 31 additional officers by 2023.
