South Floridians breathed a collective sigh of relief on Sunday as Tropical Storm Isaias made a minimal impact as it traveled up the state's east coast.Once a hurricane, Isaias weakened into a tropical storm as it made landfall over the Bahamas on Saturday. And while the storm brought heavy rain, wind and storm surge to the Sunshine State, it never officially made landfall.Scripps station WPTV in Palm Beach reports that Tropical Storm Isaias caused some power outages in the area and caused rip tides off area beaches, but spared the region of major damage. Now, Isaias has its sights set on the Carolinas. In a 5 a.m. update on Monday, the National Hurricane Center said that the storm is expected to regain hurricane strength before reaching the Carolina coast early Tuesday morning. The agency said coastal areas near the North and South Carolina border could see "life-threatening storm surge."Isaias is also expected to bring flash-flood-causing rains to the Carolinas and the mid-Atlantic through the early part of this week. The National Hurricane Center urges anyone in those areas to heed the advice of local officials. 1139

Some city and state governments across the country have made wearing masks in public mandatory. Now, businesses are finding they also need to develop policies for face coverings."No pun intended but there’s no one size fits all here. Employers need to be looking at the state and local laws to determine whether masks are mandatory. I know that several states have mandatory mask requirements in public spaces, so of course they’ll want to look at those laws to make sure they're complying with them," says Amber Clayton, Knowledge Center Director for the Society for Human Resources Management.Clayton says employers will also need to consider employees who may not be able to wear a mask, whether it be for medical or other reasons."Employers may have to potentially provide a reasonable accommodation in those situations. That might look like allowing the person to work from home, taking leave or modifying their workspaces where they're working within an area that is maybe not as much public facing," says Clayton. For medical reasons, employers could require a doctor's note. Whether it's an employee handbook or company-wide email, employers should have some type of documentation so employees and any customers coming into the office are aware of expectations when it comes to wearing face coverings. Valerie Keels, who heads up her HR department at Gavi in Washington, DC, has developed a mask-wearing policy for her office."The building has imposed those restrictions, as well, in the common areas so when people come into the building they have to wear a mask. When they go into the elevator they have to wear a mask. So it's just consistent with what's going in the building," says Keels.Keels has what they call a "Code Red" which means people can come into the office if they register online. It helps them keep track of the number of people in the office space. Once they get to the office, their temperature is taken and they're given a mask to wear for when it's needed. When you're in an enclosed office space, you can take off your mask. "And even when you're at your own work space because we're also respecting social distancing," says Keels. As for enforcing a mask policy, some businesses could come across people who disagree with a face covering policy."Employers have the responsibility to keep the workplaces safe for their employees and if this is something that's required and the employee refused to wear it, then there needs to be something in place to address that - whether it's sending the employee home or providing leave, or making modifications to the worksite," says Clayton. It's important for employers to work with people and their individual situations before resorting to reprimands. Keeping the lines of communication open so everyone's working environment is safe. 2814

SOLANA BEACH, Calif. (KGTV) -- A city of Solana Beach plan to redevelop part of the City Hall parking lot into affordable housing didn't generate any interest from developers. The city says not one builder responded to the request for proposals it issued last spring to build 19 affordable units on the City Hall property, which is across the street from its exclusive coastal bluffs. Solana Beach Mayor David Zito said it's hard to pinpoint why no developers were interested since none applied. "Projects that include affordable units can be more challenging to deal with due to potential local resistance," Zito said. "This provides an initial barrier that simply needs to be overcome. Developers would typically want the possibility of a greater return in order to take on additional risk and these types of projects typically provide less return."Zito added another issue was the requirement to keep the public parking at City Hall, which raised costs. Solana Beach, with a rent that averages more than ,000 a month, currently has zero affordable housing units. The coastal city approved a 10-unit complex down the block from City Hall in 2014. It survived a lengthy legal challenge but still has not broken ground largely due to funding. That has left many workers who have jobs in the city's restaurants, hotels and quaint shops to commute from far away, or to live in groups nearby."In my complex there's like four people living in a condo," said Mary Lou Bottino, who has lived in Solana Beach for more than 20 years. Solana Beach is now turning its attention to its 117-space Distillery Parking lot across from Fletcher Cove. The City Council could vote Wednesday to send out a new request for proposals to turn that lot into a 20-unit complex. This time, the city may not require the developer keep the public parking available, a staff report says. 1870

Senate Minority Leader Chuck Schumer said Wednesday that Democrats will boycott the committee vote of Supreme Court nominee Amy Coney Barrett. The Senate Judiciary Committee is slated to meet on Thursday to send Barrett’s confirmation to the full Senate. Schumer said Democrats will prevent the committee from having a quorum.Barrett's confirmation is expected to pass through the committee and full Senate with just enough Republican support. Barrett is slated to replace Justice Ruth Bader Ginsburg, who died last month.“Democrats will boycott the illegitimate markup tomorrow of Judge Barrett’s nomination in Judiciary and not provide the quorum required Health care is at stake,” Schumer tweeted.” Rights are at stake. But the GOP's showing they're concerned only with raw political power We will not stop fighting”The boycott would force committee chair Lindsey Graham, who is in a tough re-election campaign, to alter the committee’s rules to allow for a quorum.“Judge Barrett is one of the most prepared people to have ever been nominated for the Supreme Court. America will be fortunate to have her as a member of the highest court in the land,” Graham said on Wednesday. “As to my Democratic colleagues’ refusal to attend the markup, that is a choice they are making. I believe it does a disservice to Judge Barrett who deserves a vote, up or down.” 1365

Social media dominated the top apps of the year.On Tuesday, Apple unveiled its list of the most downloaded iPhone apps of 2018. Topping the list is YouTube, followed by Instagram, Snapchat, Messenger and Facebook, respectively.Bitmoji — a Snapchat-owned app that lets users create an emoji that looks like them — dropped to sixth place on the list. It was the most downloaded app last year. It's been a challenging year for some social media companies, such as Facebook, which has faced criticism over privacy issues, data misuse, misinformation and election meddling on its platform. Nevertheless, Facebook's flagship app and two others owned by the company (Instagram and Messenger) made the top five on the most downloaded list.Snapchat also faced challenges this year, including navigating a controversial redesign that was widely panned by users, and heightened competition from Instagram — which has copied many of its popular features.Once again, the most popular paid app was selfie-editing tool Facetune (.99). Kirakira+ (<云转化_句子>.99), which lets you add cool effects to videos and photos, took second place.Apple declined to say how many times the apps have been downloaded. In gaming, it was no surprise that the immensely popular Fortnite topped the charts. The number two spot went to Helix Jump, a game in which players navigate a falling ball through a maze. That was followed by Rise Up, a game that lets players protect a balloon from obstacles.The-CNN-Wire? & ? 2018 Cable News Network, Inc., a Time Warner Company. All rights reserved. 1560
