DEL MAR (CNS) - The California Coastal Commission unanimously approved several modifications to the Del Mar Bluffs stabilization project Friday, which will allow the San Diego Association of Governments to continue with work in stage four of the project.Modifications include an increase of three feet to the height of an existing retaining wall at the base of the bluffs near 12th Street, installation of four additional support columns along the upper bluffs near 12th Street and the repair of a small upper bluff failure near Seventh Street.The newly approved work will further stabilize the Del Mar bluffs, which is a critical segment of the 351-mile Los Angeles-San Luis Obispo-San Diego rail corridor. SANDAG and North County Transit District are working together on the project. Phase 4 stabilization efforts cost approximately .8 million and are funded through a combination of federal, state and local sources."The California Coastal Commission's decision today will help ensure continued reliability for our county's major rail corridor, which is crucial for goods movement, commuters and supporting our nation's military," said SANDAG Chair and Poway Mayor Steve Vaus. "It is critical that we continue to reinforce this section of track in Del Mar, while exploring alternatives to move the tracks completely off the bluffs."Phase four work is currently underway to install support columns to stabilize localized areas and seawalls, construct a drainage channel on top of the bluffs and repair concrete channels and storm drain outfalls. Construction on this phase began in spring and is expected to be complete later this year.After a series of bluff erosion episodes in 2019, California State Transportation Agency Secretary David Kim established a coalition of stakeholders to address the short-term stabilization efforts, a long-term vision to move the tracks entirely off the bluffs and ways to improve the capacity, speed and safety of the San Diego coastal rail corridor. The working group is composed of local, state and federal leaders."The city of Del Mar recognizes the stabilization efforts are necessary and looks forward to working with SANDAG and all project partners on a future relocation of rail off of the bluffs," said Del Mar Mayor Ellie Haviland. DENVER – Coloradans who don’t identify as simply male or female will soon be able to choose a third sex option on their driver’s license or identification card.The Colorado Department of Revenue announced that residents will have three options – M (male), F (female) and X – starting this month.The change in policy is to bring the state into better compliance following two court rulings at the state and federal level, the Division of Motor Vehicles’ Executive Director Michael Hartman told the Denver Post.“This is an important step for the state of Colorado that the state documents reflect our values,” Hartman told the Post. “People are people no matter their sex identification.”Hartman said the change will be a simple one and won’t cost taxpayers any money.In order to choose “X” for their sex on a driver’s license, a person will need to provide either a change of sex designation form signed by a licensed medical or behavioral health care provider or a birth certificate with an “X” sex designation. The change cannot be made online.California, Oregon, Minnesota, Maine and Washington, DC already offer a non-binary sex designation on driver’s licenses and ID cards. Licenses from those states with an “X” designation can be converted directly to a Colorado license with the “X” sex marker.The state said a license or ID card with the "X" designation will be compliant with the federal REAL ID standards.The state also is proposing allowing a third sex option on birth certificates following the settlement of a lawsuit that aimed to declare the state’s birth certificate policy unconstitutional because of its requirement that a person’s sex be surgically changed in order to alter the sex designation on a certificate.The new driver’s license and ID card policy goes into effect under an emergency rule on Nov. 30. We just got a notification today about a Black-owned business in Ireland,” said Mariam Kazadi, the co-founder of the BBLK app.The app uses GPS to find Black-owned businesses near you. Or you can search through businesses that allow you to order online. It is organized by the type of service.As communities push for racial justice, there has been growing momentum to support Black-owned businesses. Yelp saw searches for “Black-owned business” spike 6,000% between June and August.Companies rarely identify themselves through Google searches as being minority-owned, which can make it difficult for consumers to find them.“Black-owned businesses not only don’t get visibility, but they don’t get funding. So, we want to put the Black dollar back into the community so those economies and communities can grow,” Kazadi said.The BBLK app is free for users and businesses. Defense Secretary James Mattis is expected to sign deployment orders as soon as Thursday that could send 800 or more troops to the border with Mexico to help border patrol authorities stop a caravan of migrants from Central America moving through Mexico to enter the US, according to three administration officials.The officials tell CNN final details are being worked out including where the troops will come from and their specific tasks.The troops will not engage in lethal operations to stop the migrants. Instead they are expected to provide fencing, wall materials and other technical support at several key points along the border where it is believed the migrants may try to cross.The troops will also provide tents and medical care for border authorities in those areas.
