HAIKOU, Aug. 10 (Xinhua) -- The bodies of two people were retrieved in south China's island province of Hainan on Monday, bringing the death toll from the tropical storm Goni to five, local officials said.     The fourth was a fisherman who was killed when the fishing boat "Qiongdanzhou 00301" was wrecked at the Yangpu Port, while the fifth one, a fisherwoman, died after "Qiongdanzhou 52153" sank near Danzhou City, officials said.     Another two fishermen on "Qiongdanzhou 00301" and "Qiongdanzhou 00878", as well as four crew members on a Cambodian vessel are still missing, said an official with the Hainan marine search and rescue center.     The difficulty of rescue has increased as the provincial meteorologic center warned of continuous thunderstorms in northwestern Hainan in the following 24 hours, he said.     More than 1.6 million people in Hainan Province were affected by Goni, which forced local authorities to relocate 92,000, officials said.     It toppled more than 575 houses and damaged 2,311, as well as inundated 68,000 hectares of cropland, he said.     Goni landed in Hainan Wednesday and left China at 5 p.m. Sunday.

BEIJING, Sept. 1 (Xinhua) -- Chinese Premier Wen Jiabao said here Tuesday China would not change the orientation of its stimulating economic policy as the country is at a critical stage in the recovery of the economy. Wen said, when meeting with World Bank President Robert Zoellick, that China's government would continue to pursue proactive fiscal and moderately easy monetary policies.     "We will not change the orientation of our policy," Wen said.     Wen said China would fully implement and continue to enhance and perfect policy in response to the international financial crisis to achieve the goals of economic and social development. The Ministry of Commerce predicts China's exports will slow their decline or even grow on a monthly basis.     "The macro-economic policy and measures that China adopted in response to the international financial crisis have been proved inconformity with reality, prompt, forceful and effective," Wen said.     Wen said the world economy was now showing signs of stabilizing, but an all-round recovery would be a slow, difficult and complicated process. It would require long-term, concerted efforts by every country in the world in strengthening dialogue, coordinating policy and deepening cooperation.     Wen said imbalances in the global economy were rooted in disparity in development. He urged the international community to pay special attention to difficulties faced by developing countries, especially the least developed ones. He said the gap should be lessened by increasing aid, writing off debts, opening markets and transferring technology.     Wen said China was ready to strengthen cooperation with the World Bank and make new contributions to achieving the UN Millennium Goals and sustainable development of the world.     This is the third time Zoellick has visited China since becoming World Bank President. Following his arrival Monday afternoon, Zoellick exchanged views on the major topics of his agenda in Beijing, the international financial crisis and climate change, with Chinese officials. Besides Beijing, Zoellick will visit Anhui province in east China.     Zoellick said the World Bank was willing to develop cooperation with China in areas such as international development aid, reform of international financial organizations and climate change.

BEIJING, Sep. 10 (Xinhua) -- Chinese President Hu Jintao put forward four proposals for improving ties with Central Africa when meeting with his counterpart Francois Bozize Yangouvonda Thursday.     "China attaches great importance to the friendship with Central Africa, and we are willing to work with Central Africa to create a new era for our bilateral ties." Hu stressed.     Hu made four proposals for the enhancement of bilateral ties during the meeting.     First, Hu said, the two countries should cement the political foundation of bilateral ties and strengthen communication and coordination on major issues and important affairs. Chinese President Hu Jintao, who met with Putin on Wednesday, the last day of his visit, spoke highly of the development of the China-Russia strategic partnership of coordination and the results of the 14th regular meeting between Putin and his Chinese counterpart.     Hu said China was willing to exert joint efforts with Russia and take the opportunities to further enhance political mutual trust, deepen pragmatic cooperation, especially cooperation on energy, high technology and culture, to elevate the China-Russia strategic partnership of coordination to a new high. The two countries clinched an array of cooperation documents, including agreements and memorandums on natural gas, oil, an express railway, the space industry and nuclear energy.     Although the bilateral trade volume shrank, both sides' position in each other's foreign trade ties became more prominent and the trade structure is improving gradually. Progress has been made on investment cooperation and more joint projects such as lumber processing, resource exploitation and infrastructure construction have been carried out on Russian territories.     In particular, the two countries are pushing forward large-scale oil and gas projects in a steady manner. The launch of the China-Russia oil pipeline project marked a new stage of long-term and strategic cooperation in the oil sector. The two sides will also advance gas cooperation in accordance with a memorandum of understanding on gas cooperation reached in June.     Meanwhile, the two states are fulfilling an outline of regional cooperation between Northeast China and the Russian Far East Area and Eastern Siberia, which envisions prosperous cooperation between border regions.     The economies of China and Russia are mutually complementary and in a critical phase in development. As long as they plan from a long-term perspective, display their strengths and cooperate closely, they will overcome the current difficulties and realize a win-win situation.     BEEFED UP CULTURAL COOPERATION     On Tuesday, Putin and Wen attended an evening gala to mark the 60th anniversary of bilateral diplomatic ties at the Great Hall of the People in Beijing. They also celebrated the success of the Year of Russian Language in China. Putin said that Year of Chinese Language in Russia would see a series of activities that would interest the young, experts and scholars, and fans of the Chinese culture.     During Putin's visit, the two countries also signed a deal on forming culture centers reciprocally, and agreed to further exchanges between students, youth and education circles, as well as stepping up cooperation on tourism, health and care, sports, media and the film industry.     There is reason to believe that, with the efforts by both sides, China-Russia cultural cooperation will yield more fruitful results and lay a solid foundation for the Sino-Russian strategic partnership of coordination.
