SAN DIEGO (KGTV) — Consumer spending in San Diego was down nearly .3 billion between February and April 2020, showing just how badly the COVID-19 pandemic crippled the local economy.Since stay-at-home orders began in March, SANDAG says taxable sales in the region dropped from an average of .3 billion to billion in April.The largest losses in the region were seen at apparel stores (an 83% decrease in sales) and restaurants (down 67%).On the other side, big-box retailers like Costco, Target, and Walmart have fared well, SANDAG says. Grocery stores and pharmacy, though, were actually down 10% in taxable sales. Home improvement sales were also up, likely due to stimulus checks, SANDAG adds."It is interesting to learn that grocery stores and pharmacy sales are actually down by 10%, while home improvement sales have spiked," said SANDAG Chief Economist Ray Major. "We can assume that during the pandemic, people had more time to work on outdoor landscaping, gardens, and other home beautification projects. Plant seed companies also saw increases-- nearly four times their average sales."Consumer spending among online retailers like Amazon increased 35% as well.SANDAG's report estimates that consumer spending will continue to be down through August, though slightly less each month. 1306

SAN DIEGO (KGTV) - City leaders say the canyon near the 163 that caught fire Tuesday afternoon was overdue for tree trimming and a homeless flushing.The fire only burned 10 trees but it has many neighbors frustrated that the fire even started in the first place.“That was a pretty big one,” said Councilman Chris Ward on the fire, “we’re pretty scared here in the mid city neighborhoods with the urban canyons which catch fire from time to time.”Ward says he has been trying for over a year to get CalTrans and the City of San Diego to clear out the canyons.Officials have not announced the cause of the fire but it is believe to have been from a cooking fire started by homeless illegally camping.RELATED: Brush fire breaks out near 163“About a generation ago we lost 75 homes in Normal Heights to a canyon fire so this is a real, real danger.” said Ward, “We gotta take this seriously.” 896

SAN DIEGO (KGTV) — City council leaders unanimously approved a reform to allow local churches to build affordable housing in parking lots.The plan will allow churches and other religious institutions to choose to build affordable housing units in their parking lots to utilize large areas of the property that may go typically unused during the majority of the week.Previously, the institutions were required to offer a certain amount of parking spaces based on the location's capacity.The approval is part of a series of housing reforms the city hopes spark new affordable housing opportunities. The group UPLIFT San Diego led the effort dubbed YIGBY, or "Yes in God's Back Yard.""There are 1,100 churches in San Diego County with over 3,000 acres of property," UPLIFT leader Tom Theisen told 10News in June. SAN DIEGO (KGTV) — As the Timken Museum of Art remains shuttered due to coronavirus-related restrictions, museum officials say they're preparing for whatever a post-pandemic reopening will require.The museum said this week that it plans to install military-grade anti-viral technologies, which will reportedly clean the air of harmful pathogens at a level higher than that of hospital operating rooms."The Timken and Putnam families, innovators themselves, created our free museum in 1965 as a result of their successes in technology and engineering," says museum Chairman of the Board Jessie Knight, Jr. "We are honored to carry on that tradition by being the first museum in the world to bring cutting edge, military grade technology into practical, everyday use."RELATED: In-Depth: Balboa Park's future unfolds during COVID-19 pandemicThe Balboa Park museum had originally planned to incorporate an ultraviolet technology into its existing HVAC system that would eliminate 10% to 20% of airborne pathogens. The new system will "capture and kill" up to 99.7% of pathogens, the museum says."We take our mission of making fine art accessible to everyone very seriously, particularly on the heels of a pandemic when arts and culture are needed more than ever," the museum's Executive Director Megan Pogue said. SAN DIEGO (KGTV) – Authorities are searching for a person suspected of starting a trash can fire that scorched the side of a Normal Heights home early Thursday morning.At around 2 a.m., San Diego Fire-Rescue crews were called to the 3300 block of Meade Avenue in response to a trash can on fire next to a house.Some residents told ABC 10News they heard noises at the trash cans and the saw a fire begin to ignite.Screams from residents apparently scared off a person believed to have sparked the blaze.As fire crews arrived, flames from the trash can burned the side of one house. The fire was quickly knocked down before it could engulf the entire home.ABC 10News learned one person was displaced due to the fire; no injuries were reported.A description of the person suspected of starting the fire was not immediately available.Arson investigators are involved in the fire probe. 889
