Oceanside may convert two of its elected city positions into City Council appointed ones, leading to concerns that the city is taking key decisions away from voters. The Oceanside City Council will decide Wednesday whether it should have the authority to appoint the City Clerk and City Treasurer. The city says the positions have become “significantly more complex” due to state laws and regulations. “Both positions perform critical City functions, and they require specialized education and experience to property discharge their many duties that likely cannot be properly achieved (or guaranteed) via an elected position.” The City Treasurer position has been a controversial one in Oceanside. In 2016, incumbent Gary Ernst died just weeks before the election, leaving Oceanside resident Nadine Scott as the lone living person on the ballot. However, multiple City Council members campaigned on Ernst’s behalf because they said Scott wasn’t qualified. Ernst won, clearing the way for the council to appoint Rafe Edward Trickey Jr. Scott said Monday she was troubled by the decision before the council. Current treasurer Victor Roy defeated Tricket Jr. in the 2018 election, and currently holds the office. City Clerk Zeb Navarro was recently appointed after Zack Beck stepped down to take a position in Escondido. Oceanside Mayor Peter Weiss said the jobs are part time and pay about ,000 a year. However, that would likely be increased if it became an appointed position in order to attract a more qualified candidate. 1535

OCEANSIDE (KGTV) -- It's a 3,100-mile bike ride that starts from the Oceanside Pier Tuesday morning at 10 a.m. Buzz Ponce, 69, will be riding his bike coast to coast from Oceanside to St. Augustine, Florida.  He is doing it to raise money for the Warrior's Heart Foundation. The foundation helps active military members, veterans and first responders dealing PTSD, alcohol abuse and drug addiction. Buzz says he started planning the bike ride two years ago. At first, he says it was all about seeing if he could do it, but then realized it would be better if he could use it to help others. "It really flashed on me that I should do something other than just about me. And that’s when I came across the idea of trying to raise money for a cause," Ponce said. The organization has a treatment center in San Antonio.  Ponce says his goal is to raise ,000 to hopefully start a scholarship for people that need to travel to the center.People can donate Buzz's cause here. If all goes as scheduled, Buzz will be in St. Augustine on July 1.  1091

Nothing, not even the COVID-19 pandemic, will stop Santa from delivering toys to good boys and girls every Christmas Eve — and nothing will stop the North American Aerospace Defense Command (NORAD) from tracking the big guy's flying sleigh.This year, NORAD launched its 2020 Santa-tracker website, which will be updated regularly throughout the month season with new Holiday-themed games, music and videos.The Santa tracker is live now, and can be watched live at any time on Christmas Eve at NORADSanta.org. "Thanks to the dedicated men and women who keep a watchful eye over North American airspace 24 hours a day, 365 days a year. NORAD tracks everything that flies in and around North America. On December 24, we also have the special mission of tracking and escorting Santa,” said Major-General (Maj.-Gen.) Eric Kenny, Commander of the Canadian NORAD Region. “Utilizing the North Warning System's powerful radar and satellite systems, we are able to see into the North better than ever, allowing us to track Santa more precisely, ensuring he has a safe trip through North American airspace.”Visitors to the site will be able to track Santa's progress as he makes his rounds to homes across the globe.Last month, NORAD said that it would still be tracking Santa this holiday season despite COVID-19 staffing cutbacks. Ohio State University football coach Urban Meyer was suspended for three games without pay in the wake of an investigation into exactly what he knew about spousal abuse allegations leveled against former assistant coach Zach Smith, the university announced Wednesday night.Athletic Director Gene Smith was suspended without pay from August 31 to September 16, according to a summary of the investigative findings and university actions."Although neither Urban Meyer, nor Gene Smith condoned or covered up the alleged domestic abuse by Zach Smith, they failed to take sufficient management action relation to Zach Smith's misconduct and retained an assistant coach who was not performing as an appropriate role model for OSU student-athletes," the summary said.The announcement followed a 10-hour meeting held by the Ohio State University Board of Trustees discussing the job status of the famed football coach and three-time national championship winner.Ohio State put Meyer on paid leave August 1, saying it wanted to investigate exactly what he knew about the allegations leveled against former assistant coach Zach Smith.Ohio State fired Smith on July 23, three days after he was served with a civil protection order on behalf of his ex-wife, Courtney Smith.
