SAN DIEGO (KGTV) — Smugglers from Mexico have reportedly been able to breach recently constructed sections of the border wall, according to a report from The Washington Post. Smugglers breached the wall's bollard steel and concrete sections using reciprocating saws, allowing drugs and people to pass through from Mexico, the Post reported, citing U.S. agents and officials. The exact locations of the damaged wall were not indicated.10News reached out to U.S. Customs and Border Protection Saturday. The President went on to say at the time, "if you think you're going to cut it with a blow torch, that doesn't work because you hit concrete. And then if you think you're going to go through the concrete that doesn't work because we have very powerful rebar inside."The new 14-mile stretch of bollard fencing was completed in August, running from Otay Mountain to San Diego's coastline. SAN DIEGO (KGTV) - San Diego State University released its plan Monday relating to holiday travel during the pandemic. It comes as students are getting ready to travel home for the holidays in a few weeks.The policies apply to students living on campus and those with in-person classes.Roughly 2,100 students live on-campus, and about 2,200 students are enrolled in an in-person class or participating in on-campus research, according to SDSU. There is a crossover between the groups.Students living on campus can choose to stay on campus over Thanksgiving. Meal plans and other student services will be available during the break.Students who choose to go home and see family have an option. The plan says they “may choose to remain at home for the rest of the fall semester and complete the last two weeks of the term remotely.”Those that travel and return to on-campus housing will be tested for COVID-19 immediately upon returning and then tested again, five to seven days later.Those taking in-person classes will be asked to test weekly upon returning; they are currently required to test every 14-days. Those taking in-person classes are being encouraged to avoid holiday travel.The notice to students goes on to say:"Each of us must continue to be very thoughtful and careful, even if the effects of COVID-19 seem invisible or have not touched some of us personally. Several religious and spiritual observations are before us in the months ahead, and it is disappointing that we will not be able to celebrate in person many of our traditions with our loved ones in ways we have in the past. But soon, the mural-clad location could be listed within the National Park System.The Chicano Park Preservation Act (H.R. 486), introduced in January by Rep. Juan Vargas of the 51st Congressional District, would require the Department of the Interior to conduct a special resource study of Chicano Park and its murals and evaluate the site's national significance. SAN DIEGO (KGTV) — San Diego's Arts Park @ Chollas Creek has been helping young people for almost 20 years now."The reason this place was started was there was a lot of vandalism in the community. I was part of the problem then, I consider myself part of the solution," said Jose Venegas, a co-founder, and Program Coordinator at Writerz Blok. During his teenage years, Venegas turned to graffiti. "It was that or gang bang really, to be honest, I grew up in a neighborhood where there was a lot of gang activity, a lot of drugs."A twist of fate led his friends to tag a vacant property in Southeast San Diego owned by the Jacobs Center. Rather than make the teens someone else's problem, the Jacobs Center for Neighborhood Innovation embraced them, donating the space and funding materials. "We encounter a lot of youth who show artistic expression but have never had a mentor or seen professional artists doing murals, graffiti," said Bennett Peji, Vice President of Impact and Partnership for the Jacobs Center for Neighborhood Innovation. Their mission is to foster a thriving community envisioned and realized by its residents.“The identify of a place should really reflect the the community that lives there but that’s not often the case," said Peji. Jacobs Center donated the property and funded materials to make the Arts Park a reality. Writerz Blok artists have able to help hundreds of teens and they now do workshops in high schools as well as the East Mesa Juvenile Detention Center."It's a very soothing feeling, it's like therapy," said Venegas.
