Consumers will soon be able to rent tools at Lowe's.On Wednesday, the home improvement company announced that customers would be able to borrow tools at Lowe's stores nationwide, with the first rental department rolling out Thursday in Charlotte, N.C."For all of our customers, having the right tool is key to every project, but they may not always want to purchase a new tool or piece of equipment. Lowe's Tool Rental helps customers save on the cost of owning, maintaining, and storing the tools they need," said Fred Stokes, senior vice president of Pro Sales and Services for Lowe's in a news release. "As the new home for Pros, offering tool rental is just another way we are committed to keeping them working. CINCINNATI (WCPO) -- Police officers who investigated an apartment building in Cincinnati, Ohio Sunday left "deeply disturbed" by what they saw there: Duct tape, shoelaces and socks that had been used to bind and gag a pair of 4-year-old twin boys in an abusive form of discipline, according to Det. Janette Vaughn."(The officers) just felt so emotionally disturbed by what they saw," Fraternal Order of Police president Sgt. Dan Hils said Monday. "It's so unique and remarkable that it took very veteran, very seasoned, inner-city police officers to say, 'Wow, this is unbelievable.'"The boys' father, 26-year-old James Howell and his 30-year-old girlfriend, Jamie Carver, both stand charged with multiple counts of child endangering and kidnapping. A third adult, 30-year-old Rowdy Warren, was charged with obstructing official business after police discovered he had also been present in the apartment where the abuse took place.The boys were moved to a foster family while their guardians stand trial, Vaughn said."It just makes you wonder what frame of mind they were in," Phil Harris, who works near the scene, said. CINCINNATI, Ohio — Customs officials in Cincinnati discovered thousands of live crabs that they said someone was trying to smuggle into the country.Agriculture specialists with U.S. Customs and Border Protection discovered the invasive Chinese mitten crabs on Oct. 16 while conducting routine inspections, the agency said in a news release.The crabs are considered a seasonal delicacy in Asia, according to Customs officials. But they have had a "disastrous impact" on habitats where they've been introduced.The crabs were hidden in packages labeled as various types of clothing. They were being sent to various residences in New York. The shipments were refused entry into the U.S. Across the country, Customs agriculture specialists intercepted more than 352 pests and 4,638 quarantine materials on any given day in the fiscal year 2017, according to the agency. 877

Councilmember Georgette Gomez is calling for the San Diego City Council to officially oppose construction of President Trump's "Border Wall." But, she says her opposition has nothing to do with her feelings about the President, or about the need for immigration reform.Gomez told 10News she thinks a wall would hurt San Diego's economy and environment."As leaders of the 8th largest city in the nation, to be silent on the wall is a disgrace," she says.Gomez will host a protest and rally in front of City Hall Tuesday, to bring community advocates together. It starts at 1 pm in the Civic Center Plaza.After that, she will ask the full City Council to vote on a resolution opposing the wall."It's important for the city of San Diego to stand up and protect our back yard," she says. "We need to tell Washington DC that this is not what we want or believe."Gomez says money spent on the wall would be better served to improve infrastructure to make crossing easier, improving the flow of traffic and helping San Diego become an even bigger hub for international commerce. Cottonwood, Arizona police have arrested a 32-year-old woman in what they call, "One of the worst cases of neglect some of the officers involved have ever seen."Sarah Easterday-Shortridge faces several charges in connection with the crime. On the morning of March 10, the Verde Valley Regional SWAT team served a search warrant at a home.Officers were made aware of the residence after a person received medical treatment from being pistol-whipped by a man staying at the home the night before. Police say officers found Easterday-Shortridge's three children, all under the age of five, living in "deplorable conditions." The abandoned home reportedly had feces, trash, debris, broken glass, and rotting food throughout. Officers described the residence as a "flop-house" for drug users.The children were transported to a medical center where they received treatment and hygiene. Police say the kids were suffering from lice, open sores, scabies, bumps, and were covered in feces. The Department of Child Safety was called to the scene and the children were removed from Easterday-Shortridge’s custody, police said. She has been charged with several felonies including child abuse, endangerment, neglect or abuse of a minor and possession of drug paraphernalia.   1326
