CANARSIE, Brooklyn — This past weekend has been excruciating for a Brooklyn woman who was the victim of a heartless robbery.Anaika Forbes' 13-year-old shih tzu pekingese was swiped from her parked car. The brazen theft happened Saturday at about 3:45 p.m. on Avenue N near Canarsie Road in Canarsie, where the vehicle was parked.Forbes, who lives in a basement apartment on Avenue N, was overwhelmed that day dealing with flooding in her unit due to afternoon showers.“I was just going back and forth to the car bringing my stuff out, it was raining and just so much was happening,” she told PIX11.Her dog, Taffy, was placed in the unlocked car during the shuffle.When Forbes stepped back into her home to grab a few more things, an unknown woman snatched Taffy, Forbes said.In surveillance footage obtained by Forbes taken from across the street, a woman is seen opening the passenger car door of Forbes' dark-colored car, grabbing the dog and nonchalantly walking away with her by the leash.“She’s not a barking dog. She’s super sweet; she would go with anyone,” a tearful Forbes said. “I just want her back.”Forbes, who canvassed the neighborhood all day and night on Saturday and for a good part of Sunday, has launched an online campaign to get Taffy back, even offering a 0 reward for her return.“Please return Taffy, no questions asked,” she said in a plea to the unidentified woman. “She is my everything, I’ve had her since she was 3 months old.” 1466

CARLSBAD, Calif. (CNS) - The city of Carlsbad announced Thursday it was temporarily suspending its collection fees for sidewalk cafes, outdoor displays and curbside cafe permits to help businesses during the COVID-19 pandemic.This suspension of permit fees also means reimbursement of around ,000 to businesses that paid for these types of permits since March 1 of this year. Fee reimbursement and the revenue offset from the suspension of fee collection will be funded from the Economic Recovery and Revitalization Initiative funds. Of those funds, 5,000 remains for contingency or future city council actions.When the pandemic's public health orders required the closure of indoor operations, Carlsbad relaxed development standards to allow businesses to use these permits to quickly activate outdoor spaces on public sidewalks. Some businesses were also granted no-cost permits allowing them to use private property such as their parking lots, to add to their existing outdoor areas.On July 28, the City Council also relaxed standards for curbside cafes, allowing restaurants to use up to four street parking stalls to expand outdoor dining.The permits normally cost a one-time payment of 1 and ,200 per parking stall per year. These fees are now temporarily suspended until February 28, 2021, or for the duration of the local COVID-19 pandemic emergency, whichever is later.More than 70 businesses have been permitted, including restaurants, fitness classes, hair and nail salons, spas and churches, allowing them to temporarily move their operations outdoors onto private property, public sidewalks and on-street public parking spaces so that they can comply with public health guidelines.According to a statement from the city, even with the county now allowing indoor dining, retail shopping or fitness classes, capacity has been reduced by 50% to 90%, depending on the type of business. CARLSBAD, Calif., (KGTV) -- This afternoon,  friends and family said their final good-byes to Justin Meek, the Coronado native who died in the Borderline Bar shooting on November 8, 2018. On the same day, students at Sage Creek High School read letters of appreciation to their loved ones. One student wrote his message to his older sister who survived the shooting in Thousand Oaks. Teenagers are not known to pour out their feelings. But for Sage Creek High School students, it is a requirement for their English class. As part of a senior assignment called "Project Gratitude," students expressed their thanks to those who helped shape their lives. They were to write a letter, call the recipient, and reflect. “I know I don’t show it often, but I’m so proud to have you as my mom,” Izabella Razmi said. CARLSBAD (CNS) - A report of domestic violence triggered an hours-long standoff in a Carlsbad neighborhood Friday night into Saturday morning, police said.Around 10 p.m. Friday, a woman called police and said her husband had assaulted her, cut her hand with a knife and threatened to kill her before she could escape, according to Carlsbad Police Lt. Kevin Lehan. The woman also told police her husband was heavily intoxicated.Police headed to the couple's residence, on Juniper Avenue between Interstate 5 and Garfield Street, and found the man had barricaded himself inside, Lehan said.The man wouldn't cooperate with officers and after a few hours, a SWAT team forced entry into the home through the front door and a window, according to Lehan.Officers searched the home and ultimately found the man hiding under a bed. He was taken into custody without further incident.It was determined the man was unarmed when police arrested him, Lehan said. 957

CARLSBAD, Calif. (KGTV) -- As a way to deal with San Diego’s growing roadway congestion, more communities are installing mini-roundabouts to slow speeding drivers. Yet some neighbors in North County are calling them death traps.If you take a drive down Cassia Road in Carlsbad, you’ll see mini-roundabouts, also known as mini-circles, that are causing a big fuss. Fire Captain Nick Valenzuela lives in the neighboring community. “I've come down [to the road] because I’ve heard traffic accidents from my house and come down and helped people,” he tells us.“I've seen the aftermath of at least two accidents,” adds neighbor Mark Bua, who is also a police officer. Bua says the mini-circles are so small that drivers blow right past them without yielding for oncoming traffic. He shared photos of debris from some of the collisions.The mini-circles on Cassia Road were installed at the end of 2016 as a way to slow traffic in bustling North County.Mini-circles have had great success in other booming cities like Seattle, which now has more than 1,000 of them with a 90% reduction in collisions.Dan Burden is a renowned traffic expert. He was once named one of the most important civic innovators in the world, according to TIME Magazine. We asked Burden to review photos of the Carlsbad mini-circles. “[They’ve] got some design issues,” he told us. “In this case the circle is so small and there's no consequence in getting close to it. They're designed in a way that a motorist could go much too fast,” he adds.Burden is a fan of mini-circles, if they're done right. He says they're easier on cars than speed bumps and create better flow than stop signs. "They slow traffic down to 15 to 20 miles per hour upon entry,” he adds.However, Carlsbad neighbors claim they’re playing chicken with speeding drivers and lives are at risk.10News submitted a request with the City of Carlsbad to review the number of recent collisions Cassia Road. According to reported incidents, collisions actually appear to have dropped since the mini-circles were installed.Nearby Leucadia is hoping to soon install mini-circles along the congested North Coast Highway 101. A few years ago, the mini-circles were installed in the Bird Rock community of La Jolla, where motorists are now driving half as fast as they used to. On Harbinson Avenue in La Mesa, the circles were removed a few years after neighbors complained about safety concerns.The City of Carlsbad is reportedly monitoring and making refinements to the mini-circles on Cassia Road, but is aware of residents’ concerns and will consider making more changes in the upcoming months.“This is Carlsbad.
