SAN DIEGO (KGTV) - The preliminary hearing got underway Wednesday for a case that saw the California Highway Patrol reverse course on blame months after a deadly wrong-way crash.Lauren Freeman appeared in court almost a year to the day of the deadly wrong crash on the transition ramp between I-5 and I-8 near Old Town about 2 a.m. Justin Callahan, 35 , who was driving a Volkswagen Jetta, died at the scene, while Freeman and her passenger in a Toyota Camry suffered serious injuries in the crash.The CHP initially thought Callahan was driving the wrong way, eastbound in the westbound lanes, but family members told 10News it didn't make sense because he should have been heading to Ocean Beach from the South Bay after work, and not away from it. After a more thorough probe, investigators determined it was Freeman who was driving the wrong way and driving under the influence. Officers arrested her in November on charges including murder and vehicular manslaughter while intoxicated."We're just hoping for justice. The truth came out through the CHP and now we have the justice system to go through," said Tommy Villafranca, Callahan's brother.On the stand, one witness says he was driving on I-8 headed toward Sunset Cliffs, when he and his passenger saw a light-colored 4-door car race past him going the wrong way."I was in the car ... noticed headlights coming in my direction. SAN DIEGO (KGTV) - The son of a San Diego murder victim made a plea Friday for the public to help find his father’s killer.Salvador Hernandez, 26, was shot and killed February 16, 2008, in Oak Park.He and a woman were sitting in a parked car on Seifert St. near Holy Spirit Catholic Church at 3:30 a.m. when a pickup truck pulled alongside their car and someone inside opened fire.The woman recovered from her bullet wounds but Hernandez died, San Diego Police said.During a news conference outside police headquarters, family and friends, including Hernandez's mother, sister and 12-year-old son Angel spoke about their loss. "Please if anyone has any information, I'm begging you, I never knew him," sobbed Angel, before turning to his grandmother for comfort.  San Diego County Crime Stoppers, 888-580-8477, and the San Diego Police Homicide Unit, 619-531-2293, are requesting public tips with more information to find the killer. SAN DIEGO (KGTV) — This isn't the first time the idea of an aerial tram in San Diego has been floated around. But it is the first time the idea of one from the airport has been raised.A feasibility study, completed by engineering firm WSP USA, proposed a "skyway" to connect San Diego International Airport to the convention center could be built with current aerial cableway technology.The study suggests the aerial cableway "has the potential to enhance mobility within the study area." The transit system could include intermediate stations at Santa Fe Depot, Seaport Village, the Embarcadero, and in the Marina District.Riders would also be able to connect to MTS, Coaster, and Amtrak stations, the study says.The skyway would cost about 0 million to 0 million to construct and about million to million to operate every year, the study says.The study adds the skyway could make 1.1 million and 1.6 million trips a year, or about 3,600 to 4,900 trips a day. An aerial cableway could transport about 2,400 people per hour per direction, with cabins holding eight to 12 people, according to the study.In the study, the skyway begins at the Gaslamp Quarter trolley station near Harbor Dr. and 5th Ave., and roughly follow Harbor Dr., Kettner Blvd., Broadway, and Harbor Dr. again to the airport, ultimately ending at passenger terminals. IS IT POSSIBLE?While the study determined a skyway is feasible, it did not say whether it would be the best method for mobility to alleviate traffic between the airport and downtown.A system of this kind would also be a first in the U.S. New York and Oregon are both home to point-to-point aerial cableways: the Portland Aerial Tram and Roosevelt Island Tram. But a system with intermediate stops hasn't been implemented in the U.S.Large aerial systems already exist in South America, Europe, and Asia. SAN DIEGO (KGTV) — Tommy Bahama is known for its selection of tropical clothes and button-up shirts, but will soon add exotic drinks and dishes to its list in Mission Valley.The retail chain says it's set to open a Tommy Bahama Marlin Bar at Fashion Valley Mall in Spring 2020. SAN DIEGO (KGTV) - The San Diego City Council unanimously voted Tuesday to give final approval to place a measure on the November ballot that would change the city's police oversight structure.The current version is the Community Review Board; the ballot measure would replace it with a Committee on Police Practices."It is so desperately what the community wants and needs, so that we can build trust between the police department and the community," said Andrea St. Julian, co-chair of San Diegans for Justice, the group that wrote the ballot measure.The new committee would be appointed by the City Council, as opposed to the old board which was appointed by the mayor. The new committee would also have an independent lawyer and oversight from city staff not associated with the mayor's office or San Diego Police Department.St. Julian said these changes will help avoid conflicts of interest that the old board dealt with, especially because the CRB's lawyer was the City Attorney, who also acted as the lawyer for the police department.The new committee would also have broader power for investigations. It would be required to investigate any police shooting, as well as any time someone died while in police custody or while interacting with police.The committee could also investigate any other complaints against an officer and review all disciplinary action taken within the department."When a full investigation can be done by community members or at the direction of community members, people feel much more comfortable with the results," said St. Julian.Mayor Kevin Faulconer and County District Attorney Summer Stephan have both said they support the measure.
