SAN ONOFRE, Calif. (KGTV) - On Tuesday, two Southern California congressmen toured the shuttered San Onofre Nuclear Generating Station, or SONGS. There was an announcement made to the press about new legislation, amid environmental and safety concerns at the facility.Representative Harley Rouda (D-CA-48) told reporters, “We both recognize that we have an issue here.” He and Representative Mike Levin (D-CA-49) got a firsthand look at the controversial conditions inside SONGS. The two representatives serve districts that cover north coastal San Diego into Orange County, where SONGS is located. “Today, I’m pleased to announce that when I return to Washington, I’ll be introducing new legislation to ensure the spent fuel here at SONGS receives top priority from the federal government for disposal,” said Rep. Levin. His newest effort will be called the Spent Fuel Prioritization bill. To decommission the power plant, crews have been transferring spent nuclear fuel into square vaults on the beach until the government figures out what to do with them, next, which will likely involve transferring them to a remote, out-of-state location. The congressmen are calling for more federal oversight after safety concerns were raised about the integrity of the fuel storage canisters. Additionally, last summer a loaded canister was nearly dropped several feet. “I think there's dispute and well-intentioned dispute about what the outcome would have been had that 18-foot drop occurred,” adds Rep. Levin.SONGS’ operator, Southern California Edison, sent 10News the following statement: “Southern California Edison welcomes the congressmen’s efforts to develop solutions to the issues of transportation and long-term storage of spent nuclear fuel. SCE has been safely storing spent nuclear fuel on site at SONGS for nearly 50 years. We will continue to store spent nuclear fuel here safely until it is moved off site to a federally licensed facility.”“It should be important to you and certainly to your children and grandchildren,” said Rep. (AP) -- A surfer was found dead face down in the water at Upper Trestles at San Onofre State Beach in San Diego County.The Orange County Register reports South Sector Superintendent for State Parks Rich Haydon says the man, described as middle age, was seen struggling Saturday as he paddled out into the surf at the break just south of San Clemente's border.It's unclear if the man was struggling because of the surf conditions or because of health issues.Nearby surfers then noticed the man face down in the water.Camp Pendleton Fire Department responded and continued attempting CPR before declaring the man dead at the scene.The San Diego County Medical Examiner had not released the man's name as of Monday morning. 746

SAN JOSE, Calif. – A woman was caught on video intentionally coughing on a baby at a California yogurt shop after getting into an argument with the child’s mother.The San Jose Police Department is asking for the public’s help in identifying the woman, who they call an “assault suspect.”Police say the adult female suspect was standing in line inside a Yogurtland in front of the mother and her 1-year-old child, who was in a stroller.A preliminary investigation revealed the suspect was upset the mother was not maintaining proper social distancing, so she removed her face mask, got close to the baby’s face, and coughed two to three times, according to police.Video then shows the suspect leaving the business. SAN YSIDRO (CNS) - A pedestrian was struck and killed by a van early Monday morning while he was attempting to cross a San Ysidro street, police said.It happened shortly before 1:10 a.m. in the 400 block of East San Ysidro Boulevard, San Diego police Officer John Buttle said.The unidentified man, believed to be in his 40s, stepped off the east curb of East San Ysidro Boulevard and was struck by a 64-year-old man driving a 1999 Chevrolet Astro van in the northbound lanes, Buttle said.The victim was pronounced dead at the scene, Buttle said.The driver remained at the scene and cooperated with officers, Buttle said.Alcohol or drugs were not believed to be factors in the collision, Buttle said. SAN MARCOS (KGTV) - A report of a man shooting his wife at their North San Diego County home Tuesday may have been a swatting call, San Diego County Sheriff’s Deputies said.Deputies got a call indicating a man had opened fire on his wife at a home in the 1400 block of Clearview Way near San Elijo Park in San Marcos about 2:30 p.m.Investigators surrounded the home, breaking down the door with guns drawn. They found the man unarmed on the balcony. No victim was in the home. Several schools were temporarily placed on lockdown. The man’s wife later arrived at the scene, unaware of the situation. The woman, who did not want to be identified,  told 10News she and her husband are gamers with millions of followers. "People always have an opinion and they may not like what you do or say and sometimes it’s taken to an extreme when they call the cops on you," said the man's wife. The wife said her husband had no idea deputies had entered the home until he heard shouting. He usually wears a headset while he's playing. "He heard 'this is the police'. I think he heard it, 'this is the police' and he took his headset off and he came downstairs and he saw guns being pointed at him and he wanted to show his hands because he was afraid to get shot," she said. The call made to deputies was traced back to a doctor’s office in Michigan, according to the San Diego County Sheriff’s Department. Deputies confirmed the call was a hoax.Swatting is the practice of making a hoax call about a crime to draw law enforcement officers to a specific location.The San Marcos man said he had been playing an online game when the incident happened.This story has been updated from the initial Sheriff's Department report that a woman had been shot at the home. 1801
