SAN DIEGO (CNS) - As part of its weeklong Spooky Spokes Week, the San Diego County Bike Coalition will host a series of Halloween-themed events Thursday throughout the city.From 9:30 a.m. to 1 p.m. and again from 2 to 5:30 p.m., bike enthusiasts can arrive at the Pacific Beach Library at 4275 Cass St. location for the "Halloween Spoketacular" event featuring bike maps, spooky backgrounds for photos and children's trick-or-treat bags.The weeklong Spooky Spokes event encourages cyclists to ride all week long and to learn about bike safety, biking as a solution to climate change and bike-friendly routes in the community during multiple special events.According to the San Diego Association of Governments, San Diego County has seen a 42% increase in bike trips during the pandemic. With more riders on the road and with daylight hours shortening, the bike coalition said it recognizes the importance of bike safety education in the community."Even though riders still need to take safety precautions, including physical distancing, everyone can still get out and ride in the community," a coalition statement said.During Spooky Spokes Week, running through Sunday, San Diego bike riders will get the opportunity to win prizes by riding and participating in events like the Spooky Spokes Trivia night and the costume contest.At 4 p.m., the San Diego County Bike Coalition is partnering with the California Office of Traffic Safety to invite all bike commuters in costume to receive free front bike lights at the San Diego Central Library, 330 Park Blvd. All riders on bikes can head to the San Diego Central Library where coalition staff will encourage safe, nighttime commuting with free bike light installation, tips and important safety information about riding in the dark.The annual bike light giveaway aims to increase the visibility of riders on city streets. This year, LightMeUp Safety Lights will be available for purchase, as will wheel lights. The first 10 people in costume to arrive will get one free wheel light. Suja Juice will also be offering cold-pressed juices to those in attendance.Finally, at 6:30 p.m., the coalition will host a panelist webinar about "Biking as a Solution to the Climate Crisis." Rolling Hills Elementary School, on Pe?asquitos Drive west of Interstate 15, was placed on lockdown around 9 a.m. as police searched for the suspect along Avenida Montuosa, a street off Del Diablo Way just south of the school, according to San Diego police. Around 10 a.m., police called off the search and the lockdown was lifted, SDPD public-affairs officer Billy Hernandez said. Police did not specify the type of felony warrant or release a description of the suspect. 669

SAN DIEGO (CNS) - A San Diego-based group of environmental activists launched a 100-day campaign today calling on the region's congressional representatives to support the so-called Green New Deal to mitigate the effects and exacerbation of climate change.San Diego 350 hopes to convince Reps. Susan Davis and Scott Peters, D- San Diego, and Duncan Hunter, R-Alpine, to support the resolution by inundating their offices with calls and postcards from constituents between now and the August congressional recess.Reps. Mike Levin, D-Dana Point, and Juan Vargas, D-San Diego, are already co-sponsors of House Resolution 109, which supports the drafting and adoption of a Green New Deal. The proposal would reduce greenhouse gas emissions to a net-zero level, invest in infrastructure and shepherd the country's economic and energy sectors away from fossil fuels and coal by 2030.Rep. Alexandria Ocasio-Cortez, D-New York, first proposed the concept and introduced the resolution in February."Over 80 years ago, (Franklin Delano Roosevelt) and the Democratic Party created a bold plan to address the biggest economic crisis our nation hadever faced,'' said Masada Disenhouse, San Diego 350's executive director. "Thestakes are even higher now.''San Diego 350 organized demonstrations at Peters' and Hunter's offices in February to call on them to support he proposal. The organization has also held sit-ins and delivered petitions to members of the county's delegation asking them to co-sponsor the resolution.To date, Davis, Peters and Hunter have not done so. Last month, Peters proposed a divergent plan to stem the tide of climate change, which he called a climate playbook. Peters' proposal includes more than 50 bills introduced by both Democrats and Republicans since 2017.San Diego 350 representatives said the organization plans to hold a series of town hall discussions through Aug. 20, when Congress will go on its summer recess, to discuss constituent concerns regarding climate change.The town halls will be held in Davis, Peters and Hunter's respective districts."(Eighty) years from now, will our great grandchildren know that we did everything we could to fight climate change?'' SAN DIEGO (CNS) - Former San Diego City Councilman and Reform California Chairman Carl DeMaio announced his intent Monday to enter the race for the only Republican-held congressional seat in San Diego County. In a statement announcing his candidacy for the 50th Congressional District seat, DeMaio framed the decision to run as one of ``fight or flight.'' He also lambasted the state's Democratic dominance, arguing the state has shifted to the left in an untenable way. ``Too many Californians are fleeing our state because of the extreme socialist agenda being imposed on us by Democrat politicians, but I refuse to flee: I choose to stand and fight,'' DeMaio said. ``In California, voters have mostly only been given two choices: socialists or ineffective cowards.'' The 50th District seat is currently represented by Rep. Duncan Hunter, R-Alpine, who was indicted last August, along with his wife, on five dozen criminal charges, including conspiracy, wire fraud and record falsification, for allegedly misusing campaign funds. Margaret Hunter has since pleaded guilty to conspiracy and is cooperating with prosecutors. Her husband maintains his innocence. Hunter won a sixth term last November, defeating Democratic candidate Ammar Campa-Najjar with 51.7% of the vote. The path to a seventh term appears more fraught for Hunter, whose trial is slated to begin Sept. 10 in federal court. With rumors of a possible resignation swirling, a cluster of Republican politicians have announced plans to run for the seat in the event Hunter foregoes a run or cannot legally run in 2020. El Cajon Mayor Bill Wells, Temecula Mayor Matt Rahn, former Escondido Mayor Sam Abed and former U.S. Navy SEAL Larry Wilske have all joined the race as Republicans. Former Rep. Darrell Issa, who declined a re-election run in the 49th District in 2018, could also join the race. Campa-Najjar, meanwhile, essentially never stopped campaigning after losing last year and is likely to have a war chest prepared for another attempt to flip the seat. ``More than half a dozen Republicans are now eyeing a challenge against me for CA-50,'' the Campa-Najjar campaign said in a statement last Friday. ``This is an internal battle that party elites will have to figure out amongst themselves.'' In previous challenges for major office, DeMaio lost to Rep. Scott Peters, D-San Diego, in 2014 and to Bob Filner in the 2012 race for San Diego mayor. SAN DIEGO (CNS) - Military and civilian emergency crews spent a third day battling a stubborn, hot blaze aboard the USS Bonhomme Richard at Naval Base San Diego Tuesday, laboring to subdue a perilous conflagration that has injured scores of firefighters and caused extensive damage to the warship.Despite the destructiveness of the fire, however, Navy officials reported late Tuesday morning that the vessel appeared to have escaped irreparable harm, though all-out efforts to quell the flames were ongoing within the ship and from outside it."The ship is stable, and (its) structure is safe," Rear Adm. Philip Sobeck told reporters during a briefing at the naval base south of downtown San Diego.The fire was posing no active threat to the vessel's fuel tanks, which were "well below any active fire or heat sources," Sobeck said.RELATED: Dozens hurt in fire on USS Bonhomme RichardThe blaze broke out shortly before 9 a.m. Sunday in a part of the vessel where cardboard and drywall supplies are kept, sending thick columns of acrid smoke above the bay, according to the Navy and the San Diego Fire-Rescue Department.Because the vessel was undergoing maintenance work when the fire erupted, its built-in flame-suppression system was inoperative, according to base officials.After about 90 minutes, authorities decided to remove all firefighters from the vessel for safety reasons and battle the blaze by remote means, including water dropped from helicopters and sprayed onto the ship via firefighting boats surrounding it on the bay.About two hours after the fire began, a blast of unknown origin shook the vessel."None of the (SDFRD) firefighters were on board the ship when the explosion happened, but the blast threw several firefighters off their feet," the city department reported.The conflagration sent temperatures as high as 1,000 degrees in parts of the vessel and left it listing in the water, officials said.Adding to the dangers posed by the inferno, the flames were burning several decks away from a section in the ship where a million gallons of oil is housed, the admiral acknowledged Monday, though he expressed confidence that firefighters could keep the blaze away from that storage area.A total of 61 crew members -- 38 sailors and 23 civilian firefighters -- battling the blaze have suffered various minor injuries, mostly heat exhaustion and smoke inhalation, according to Navy officials.There were 160 sailors and officers aboard the ship when the fire broke out, Navy spokesman Brian O'Rourke said.About four hours after the ship began burning, the Navy moved the USS Fitzgerald and USS Russell to berths farther away from the fire, according to Mike Raney, deputy public affairs officer with the Naval Surface Force.What sparked the blaze remains unknown, Sobeck said.PHOTOS: Fire erupts aboard ship at Naval Base San Diego"Going forward, the Navy will do a thorough investigation of the incident, to assess the cause of the fire (and) damage to the ship," the admiral said. "But right now ... my focus and our focus remain putting the fire out and keeping our ship base safe."Among the precautions in the area of the blaze instituted by the U.S. Coast Guard were a one-nautical-mile safety zone on the waters around the ship and up to 3,000 feet in the air.USCG personnel also were assessing "environmental sensitivities and has contracted an oil-spill response organization to preemptively deploy protective boom to guard against any potential environmental concerns," according to a statement from the federal maritime agency.Users of neighboring marinas were being advised to "utilize protective safety measures" as well, according to the agency.Despite the severity of the fire, Sobeck told news crews he was "absolutely hopeful" that the personnel were doing everything possible to make sure the Bonhomme Richard can sail again."I cannot tell you how extremely proud I am of the work that our sailors have shown -- the toughness, the resiliency and the teamwork with their fellow firefighters (from outside fire) departments," Sobeck said Tuesday morning.On Sunday, Mayor Kevin Faulconer pledged that city officials were "here for the sailors and civilians affected by the ship fire at Naval Base San Diego.""All of the crew is off the USS Bonhomme Richard and accounted for," Faulconer noted. "Thank you to our brave sailors and rescue crews."Officials in National City asked residents to remain in their homes as much as possible to avoid health hazards from the smoke billowing off the burning ship. Likewise, the San Diego County Air Pollution Control District Office noted that if residents can smell acrid smoke, they should limit physical activity and stay indoors if possible."Right now, we're not seeing anything rise to a level of health concerns for the public," county Public Health Officer Dr. Wilma Wooten said Monday. "However, where smoke is present, San Diegans should limit physical activity and stay indoors, if possible, to limit exposure to particulate matter. The situation could change, as the fire is expected to be burning for a few days."The Bonhomme Richard is the third warship in U.S. naval history to bear the name, which means "Good Man Richard" in French and honors Benjamin Franklin's Poor Richard's Almanac.The vessel has been homeported at Naval Base San Diego since the spring of 2018, when it returned from a six-year port switch to Sasebo, Japan, while becoming the command ship for Navy Expeditionary Strike Group Seven. 5500
