The House of Representatives on Thursday approved a resolution to formalize the procedures of the impeachment inquiry into President Donald Trump, marking a significant step in the ongoing inquiry and setting the stage for the next phase in the investigation. The vote was 232-196 and was the first time that the full House chamber took a vote related to the inquiry. The resolution provides the procedural details for how the House will move its impeachment inquiry into its next phase as it investigates a whistleblower complaint alleging that the President attempted to pressure Ukraine to interfere in the 2020 presidential election by investigating the family of his potential political rival, former Vice President Joe Biden. The speaker usually does not preside, but for this historic vote -- House Speaker Nancy Pelosi is doing so Thursday morning. Before the vote, Pelosi said she had the votes to pass the resolution but called it a "sad day" because "nobody comes to Congress to impeach a president.""Today we move further down the path in our inquiry by putting forth our procedures, which are very transparent and open and frankly more transparent and more open giving more privileges to the President," Pelosi said.Pelosi added: "It isn't about partisanship, it's about patriotism."The House Intelligence, Foreign Affairs and Oversight Committees have been 1379

The 21-year-old shooter who killed at least 20 people and injured 26 others in an El Paso, Texas, Walmart on Saturday is believed to have authored a racist, anti-immigrant document that laid out a dark vision of America overrun by Hispanic immigrants. With the hate-filled writing, which authorities called a 'manifesto,' were the words: "I'm probably going to die today."Sources identified the suspect as Patrick Crusius, of Allen, Texas. He has been charged with capital murder and is being held without bond, El Paso Police Sgt. Robert Gomez said Sunday evening. The four-page document, titled "The Inconvenient Truth," was published on the online message board 8chan about 20 minutes before the shooting. The writing is filled with white supremacist language and racist hatred aimed at immigrants and Latinos, and the author says he opposes "race mixing" and encourages immigrants to return to their home countries. Some of the language of the manifesto reflects ideas from President Trump, Fox News and the modern Republican party. For example, the document warns of a " 1084

The first tropical system to slam the US this year is expected to make landfall as a hurricane. But days before landfall, it's already walloping New Orleans with widespread flooding. The National Hurricane Center predicts Tropical Storm Barry will form in the Gulf of Mexico by Thursday and strengthen to a hurricane by Saturday, when it's expected to make landfall in Louisiana. The tropical system has already spawned its first tornado warning and flash flood emergency, both in the New Orleans area.New Orleans resident Angela Catalano, whose house is already flooded, said she's worried about what's next."We took in about 2 feet of water in our basement/ground floor level," Catalano said. "I'm very concerned about the impending storm, with the Mississippi River near flood stage. I'm very worried about more flooding."Indeed, the worst is yet to come. Louisiana Gov. John Bel Edwards said about 10 to 15 inches of rain could fall within 24 hours between Friday and Saturday. Edwards declared a state of emergency Wednesday for all of Louisiana in preparation for the impact of the low-pressure system."That is a short time period for such an intense" rainfall, Edwards said.Even worse: The slow-moving storm is crawling at about 3 to 5 mph, the governor said. That means it could hover over the same place for long time, dumping rain relentlessly.Forecasters warned drivers to stay off flooded roads."A FLASH FLOOD EMERGENCY has been issued for Jefferson Parish! 4 to 6 inches have already fallen and 2 - 3 more is anticipated," the National Weather Service's New Orleans office tweeted. "Please do not drive in flooded roads! Seek higher ground if flooding!"New Orleans City Hall closed Wednesday as the ferocious weather kept pounding the city."As always during hurricane season, residents are reminded to review emergency plans, gather emergency supplies, and stay informed," Mayor LaToya Cantrell's office said. "Hurricane preparedness information is available at 1987

The Centers for Disease Control and Prevention expressed concern on Monday as it released figures that show a significant portion of young Americans are at a high risk of developing type 2 diabetes. According to CDC findings, 1 in 4 young adults aged 19-34 and 1 in 5 adolescents aged 12-18 suffer from prediabetes. Those with prediabetes have elevated blood sugar levels, but have not reached the threshold to be considered diabetic. The report from the CDC stated that overweight young people were significantly more likely to have prediabetes. The report found that 25.7% of overweight adolescents had elevated blood sugar levels, compared to 16.4 of adolescents of normal weight. Those figures were even pronounced among young adults. 36.6% of overweight young adults were prediabetic compared to 16.6% of young adults with a normal weight. “The prevalence of prediabetes in adolescents and young adults reinforces the critical need for effective public health strategies that promote healthy eating habits, physical activity, and stress management,” said CDC Director Robert R. Redfield, M.D. “These lifestyle behaviors can begin early in a child’s life and should continue through adolescence and adulthood to reduce onset of type 2 diabetes.”The CDC expressed concerns that young Americans with prediabetes face significantly higher cholesterol levels, systolic blood pressure, abdominal fat and lower insulin sensitivity than those with normal glucose tolerance, which increased their risk of type 2 diabetes and other cardiovascular diseases. All told, 1 in 3 American adults are prediabetic. Another 1 in 4 adult American are diabetic anddo not know it.The CDC says that type 2 diabetes can be prevented or delayed with healthy lifestyle changes, such as losing weight, eating healthy food, and being active. In the last 20 years, the number of adults in the US with diabetes have doubled, according to CDC figures.
