SAN DIEGO (KGTV) - Officials with the California Department of Corrections and Rehabilitation say Donovan State Prison officials confiscated a cell phone Tuesday from an inmate who was allegedly using the phone to harass and threaten a woman in New York.According to Christina Neal, 37-year-old Brandon Baker, a prisoner serving 75 years to life at Donovan in South San Diego County, contacted her nearly two weeks ago.“I started getting messages from someone named Brandon Baker, but I had never heard of him before,” Neal said. Neal says Baker found her on Facebook through mutual friends and family members and then began sending her inappropriate messages through Facebook messenger.“He put ‘ma, what’s up, you looking really good. I’d like to get to know you,’” Neal said. “and he was like, ‘you're really sexy.’ And I didn't respond. So then a couple of days later, I got another message from him, and he's talking about my daughter.” “So I was just like ‘I don't know who you are. I don't know how you got pictures of me and my daughter, but please leave me alone, I'm married, and I don't want to have anything to do with you,’” Neal added.Neal says the tone of the messages escalated and Baker told her he would be getting out next month.“He said he was gonna come to my house and said he was gonna rape me,” she said. “I’m very nervous, just because hearing what (he) did, (he) doesn’t seem like (he’s) that nice of a person.”CDCR says they are investigating the case, and Baker could face more punishment depending on what they find on the phone they seized.They released the following statement:“Contraband cellphones are often used to in criminal and illicit activities, conduct drug trafficking, enable gang communication, and harass and intimidate victims and witnesses. Their presence affects safety and security in state prisons and California’s communities. The California Department of Corrections and Rehabilitation uses a multi-layered approach to detect and find contraband cellphones. Smuggling and possessing cell phones in prison is a misdemeanor, and an inmate found in possession of a cell phone can lose credits.” 2150

SAN DIEGO (KGTV) -- New data from WalletHub shows how California ranks on a list of best and worst states for military retirees.Overall, California ranked high when it comes to quality of life and health care, but much lower when it comes to the economy and homelessness.WalletHub ranked states on a number of other factors, with one being best and 25 being average.In the quality of life category, California comes in at 10th on the list of 51 states and the District of Columbia.From there, the data starts looking less attractive. When it comes to the economic environment, California ranked low coming in at 48th.California also ranked 48th for veterans per capita, yet ranked 49th for the percentage of homeless veterans.The area where California ranked best was number of VA health facilities per number of veterans where the state took the 3rd spot.The data also found that red states are more friendly towards military retirees than blue states. SAN DIEGO (KGTV) - Nurses and healthcare workers gathered Friday morning demanding Palomar Health provide more nurses and PPE to support their staff as they see a surge in patients.Nurses said they are stretched thin and maxed out caring for our community during the pandemic."Palomar claims they took a hit due to the pandemic, but it's the nurses and caregivers who are taking the hit in the from of increased patient loads, unsafe staffing levels and inadequate PPE," ICU nurse Joanne Meza said.She and a group of healthcare workers held red signs reading "Save Lives, Safe Staffing Now."Palomar Health sent ABC 10News a statement stating they received a waiver from the California Department of Public Health Wednesday that would allow Palomar to "assign one ICU nurse to care for up to three patients, depending on patient acuity. The waiver, which only applies to one 12 bed unit which has both intensive and intermediate care patients located in the same area, has not been implemented and is only in preparation for a potential patient surge or reduction in workforce due to sickness."The law states safe ratios are one ICU nurse to two patients.Meza accused the hospital of furloughing employees while they knew the impact the pandemic would have.She also accused the hospital of commingling COVID and non-COVID patients. Palomar said that is "completely false. As a healthcare system, it is irresponsible to instill fear in our community. SAN DIEGO (KGTV) -- No citations were issued at City of San Diego beaches for violation of county and state health orders over Memorial Day weekend as San Diagans headed to the beach during the holiday, according to San Diego Police. Police say they contacted thousand of people on the sand to educate them about proper use of the beaches, but no citations were issued for violation of the county and state order. "We encounter very good crowds and received little to no opposition and gained compliance," a spokesperson for the department said. Although no citations were issued for violating state and county orders at city beaches, other citations were handed out for alcohol in public, public urination, and dogs on the beach. 738
