(KGTV) -- Reopening guidance could be coming soon for California’s theme parks, which have been shut down since the onset of the coronavirus pandemic in March.A spokesperson for Gov. Newsom and the state’s Department of Public Health said guidelines for reopening theme parks, concerts, sporting events, and other mass gatherings could be issued this week.Some expect an announcement to be made as soon as Friday.Earlier this week, Disney announced 28,000 employees would be laid off at Disneyland and Disney World parks. Company officials placed part of the blame on Newsom for failing to issue reopening guidelines for theme parks sooner.When asked if he was giving in to pressure from Disney and other theme parks to reopen prematurely, Newsom said, “We are not putting the health and safety of people visiting the state or recreating the state at the parks at risk.”Michelle Steel, chairwoman of the Orange County Board of Supervisors, criticized the state for “dragging its feet” on issuing reopening guidelines for theme parks, specifically Disneyland in Anaheim and Knott's Berry Farm in Buena Park.“We need these parks to reopen not for our children and tourists but our businesses and communities that rely on them,” Steel said. “I am disappointed at the lack of progress California has made in this and every other area while other governments have made safe reopenings of their theme parks. California continues to delay and this has resulted in the loss of 28,000 jobs … All of this could have been avoided.”The California Attractions and Parks Association said they have seen a draft of the state reopening guidelines, but they are urging Newsom to make some changes.Downtown Disney and Universal CityWalk have reopened outside their respective theme parks with modifications.SeaWorld San Diego reopened in August on a limited basis, requiring reservations for visitors and limited access to exhibits. (SAN DIEGO) KGTV -- A Scripps Ranch woman is demanding action for a problem with her Samsung refrigerator that she says has gone on too long.Stephanie Nivinskus bought her Samsung french door refrigerator in December 2014. It cost her nearly ,000. She said she had issues roughly six months after she bought it. "It's been a headache since the beginning," Nivinskus said. The first problem was the ice maker does not function properly, according to Nivinskus. "The ice just gathers and collects up there. It makes it so it doesn't work," Nivinskus said. She also has issues with the temperature of the refrigerator. The FDA says a safe temperature inside a refrigerator is 40 degrees or below. During the interview with Team 10, the thermometer inside of Nivinskus' refrigerator read about 56 degrees. "Having spoiled food is a real problem," she said. Because of that, she doesn't keep much food in her Samsung refrigerator, opting instead to keep her food in an old refrigerator from a different company they bought from a neighbor.She said the water dispenser and the freezer works, but that is about it. She has paid for a couple repairmen to come out over the years, but Nivinskus said the second person who came would not work on the refrigerator. "He said there's been so many complaints that they've gotten and that it's not fixable," she said. When she discovered there were other customers dealing with the same problem, she contacted Samsung. They offered her a partial refund with conditions. Nivinskus said she was told by a Samsung representative she had to physically cut the refrigerator's cord, remove the stickers inside the refrigerator, and sign a waiver that said she would take no further action against Samsung. Even after that, she said the refund would be "pending approval" from Samsung. "It's not a guarantee," she said. Samsung is currently facing a class-action lawsuit regarding the broken ice makers. Attorney Jonathan Shub, a partner with Kohn Swift & Graf, said between 4 to 5,000 customers have reached out to their firm regarding the lawsuit."The number of inquiries that I have received in this case reaches levels that I have not seen previously," Shub said. There are currently more than 4,000 people in a Facebook group demanding a recall of Samsung refrigerators. In an email, a Samsung spokesperson told Team 10: "At Samsung we stand behind all of our products, including our refrigerators, and want to ensure our customers are completely satisfied. If a customer encounters any problem with their product or service, we encourage them to reach out to us directly at 1-800-SAMSUNG so we can provide assistance."Nivinskus says she has already reached out to customer service. "I want them to recall to recall the problematic refrigerator and refund everyone that owns one," she said. Team 10 asked what would it take to issue a recall, but Samsung did not answer that question. "It's more about, you owe it to the public. You're a huge brand. This is not acceptable," Nivinskus said.The lawsuit regarding the ice makers failed in mediation, according to Shub, so litigation continues. 3139

A 4-year-old girl was left alone inside a minivan overnight in a Milwaukee tow lot, Public Works Commissioner nominee Jeff Polenske said Tuesday at a news conference. Late Monday night, an impaired female driver was pulled over and arrested for an OWI when the vehicle was towed. Officers removed a 10-month-old child from the vehicle, but neglected to remove a 4-year-old girl from the backseat.Polenske said it wasn't until a tow lot employee heard the young girl crying that the girl was removed. Officials towed the car to the lot on around 12:30 a.m. The child was not discovered until around 8:30 a.m. Upon discovery, the child was checked by fire officials for immediate harm and later transported to the hospital for further review. Data from local meteorologists shows temperatures dipped as low as 19 degrees Monday night while the child was in the car.Milwaukee Public Works is reviewing more on the situation.   976

A 26-year-old tattoo artist was arrested on sexual abuse and assault charges after an incident involving an intoxicated teen last month.According to police documents, a 19-year-girl was offered a free thigh tattoo at the Dark Side Tattoo shop in Phoenix. Arturo Emmanuel Palafox and the victim were reportedly alone in the shop when he was giving the teen her tattoo on March 16, 2018. The pair reportedly left to get a bottle of Crown Royal and were both drinking during the incident. Police paperwork says Palafox engaged in unwanted sexual contact and intercourse with the intoxicated victim several times, photographed her and was seen on surveillance video stirring her drink when she left the room. The victim reportedly noticed a green powdery substance in her cup when she returned from a trip to the bathroom. A family member of the victim contacted ABC15 and said the victim could not remember portions of the incident, matching similar reports from police paperwork. Police say the victim contacted her sister during the incident and said she had been raped. Her sister showed up at the tattoo shop and was eventually able to take her from the scene. She alerted police that Palafox was leaving the shop and police were able to detain him during a traffic stop. Evidence collected included a small bag of green powder, a bottle of alcohol, unopened condoms and surveillance footage from the tattoo shop.Palafox was booked into jail on 15 counts of felony sex assault, six counts of felony sex abuse, one count of aggravated assault, two counts of unlawful recording and one count of kidnapping.  1669
