SAN DIEGO (KGTV) -- A judge is expected to decide whether to release a sexually violent predator into the Jacumba Hot Springs area.Joseph Bocklett, a convicted repeat sex offender, had a placement hearing Monday morning. Because of COVID-19 restrictions, it was held virtually. ABC 10News wasn’t given permission to record it, but we did monitor what happened inside of the courtroom.The Department of State Hospitals wants to put the 75-year-old Bocklett in a home in Jacumba -- after a Judge denied a proposal to move him into a home in Pauma Valley.Bocklett was convicted of three sexual offenses over a 19-year period involving victims between the ages of 4 and 9, according to the San Diego County District Attorney's Office. He was last sentenced in 2000 to a 17-year prison term and later civilly committed to Coalinga State Hospital to undergo treatment.Though the public wasn’t allowed to physically be inside of he courtroom, they’ve been working to make sure their voices are heard, protesting this recommendation.They have got pages of signatures from residents in the East County. A few of them gathered near the courthouse holding signs expressing their concerns about the possibility of another sex offender being placed in their community.Among that group Melissa Woodall and her daughter. Woodall said rural East County shouldn’t always be the first choice when it comes to placing sexually violent predators.Woodall said, "It’s awful, it really is. There are so many people who have been put into our community who are predators.”The judge says he’ll take a few days to review the letter that were submitted and the testimony that was given before he makes his decision. 1696

SAN DIEGO (KGTV) -- A Marine killed in a motorcycle crash on I-15 Friday has been identified as 21-year-old Logan Parkhurst.The crash happened in the southbound lanes of Interstate 15 near Miramar Way just after 6:30 a.m.According to the California Highway Patrol, Parkhurst hit the back of a Toyota while attempting to exit onto Miramar Way, causing him to be ejected. SAN DIEGO (KGTV) - A growing mountain of rideshare bikes at a San Diego metal recycling plant is raising eyebrows.Hundreds of Ofo bikes have been stacking up over the last few days at Ekco Metals in Logan Heights.Ofo says they are simply recycling their own bikes and bike parts that are beyond repair.The bikes were sold as scrap metal at each, according to staff.Ofo says this is a part of a bikes life cycle and they have been doing this in other markets. RELATED: San Diegans report cut brake cables on dockless bikesOfo appears to be winding down its operations in North America. SAN DIEGO (KGTV) — A new food hall and beer garden is planned for National City with hopes of reinvigorating the neighborhood.Market on 8th is currently under construction at 41 E 8th Street. The 9,000-square-foot location will include at least eight eateries and retail locations, according to founding partner Joel Tubao."My family has been in the community here since 1968," Tubao said, who owns other properties in the area. "There’s a huge need for it."RELATED: Hot chicken to bao: Six new flavors move into Liberty Public MarketTubao confirmed a number of eateries are already planned for the food hall: Moe Coffee: Cafe and roaster that brews up a variety of coffee drinks using micro-roasted, organic beans. La Central Urban Grill: Taqueria and grill serving steaks and tacos, as well as sides like carne asada fries, nachos, and ceviche.Wicked Maine Lobster: Food hall favorite serving lobster rolls, lobster mac n' cheese, New England Clam Chowder, lobster tacos, and more.Smitty's Taste of the Bayou: Another notable food hall stop packing Cajun-creole favorites, BBQ ribs, chicken wings, and their famous Louisiana Dog.Pacific Poke Co: Poway poke bowl eatery featuring a variety of delicious sauces, fresh vegetables, and fish.Serbesa: A new Filipino cuisine concept featuring traditional dishes.Ping Yang: A new Thai cuisine concept.Yeti's: A new dessert cafe concept.Novo Brazil Brewing, which Tubao co-founded, will also have a spot at the location offering craft beer on tap. Tubao says he hopes the project helps create more opportunities for National City residents to dine and meet close to home. The hall's location sits steps from Southwestern Community College, Kimball Park, several mom-and-pop shops, and future residential development. Next door, neighborhood favorite Niederfrank's Ice Cream will continue to scoop up soft serve without interruption, Tubao added.RELATED: Craft beer scene brewing in Chula Vista"There’s a lot of people living in the South Bay that have to go somewhere else for food and craft beer," Tubao said. "We want walkability in National City. We want to add to what’s currently and hopefully a stepping stone for more of that."The food hall is tentatively scheduled to debut in the first quarter of 2020, according to Tubao."We believe it’s going to transform the area," Tubao added. SAN DIEGO (KGTV) -- A new report from the Auto Club ranks San Diego as the top travel destination for Southern Californians this Labor Day weekend.According to the report, Las Vegas, San Francisco, Grand Canyon and Santa Barbara also rank among top travel destinations for Southern Californians. The Auto Club is also warning San Diegans not to drink and drive. According to AAA, 31 people were injured in DUI-related crashes last year over Labor Day weekend.Statewide, eight people were killed in DUI crashes last year. “While alcohol-related crash fatalities have dropped in the last three years over this holiday, injuries have risen,” said Auto Club Traffic Safety Manager Anita Lorz Villagrana.“We want to remind everyone to make a plan before celebrating – use a rideshare service, stay at a hotel or someone’s home, or designate a sober driver.
