DEL MAR, Calif. (KGTV) - The Flower Hill Promenade in Del Mar is helping restaurants in its parking spaces by creating extra outdoor dining space.Milton's, a restaurant and deli in the shopping center, opened up a new outdoor area by covering up parking spaces with turf and tents and setting tables and chairs. That area opened up this week after new health orders forced restaurants to close their indoor dining areas due to rising coronavirus case numbers.Owner Barry Robbins says that they are also working on building a lounge area with a big-screen TV. With fans not allowed at the Del Mar horse track this season due to the pandemic, Robbins is hopeful their proximity to the race track will attract horse racing fans."We want to create a lounge, and put up a tv, and show the races there," he said. "Then you'll have more a night time venue with music, which we've never done before."Rose Javin, the General Manager at Flower Hill Shopping Center, says the outdoor dining spaces are an investment in their clients. Another restaurant in the Flower Hill Promenade, Cucina Enoteca, also recently rolled out turf and put up tents to create a comfortable outdoor setting for their customers. They are currently working with a third client to see if they can help them."The shopping center has put up the money to do all this and create this area for the tenant," Javin said. "We're a family here, and we want our tenants to thrive and survive."Robbins says they were hard-hit by the pandemic. When restaurants were allowed to reopen, Robbins says they invested thousands of dollars in putting up glass dividers inside the restaurant. Still, they were only open for two weeks before they had to shut their indoor area again.Robbins says having the outdoor space is a relief."It means sleeping at night. I was so scared," he said. "I think we really have a chance, and it could be better than ever." 1910

(KGTV) -  Race horse Irish Spring died after falling during the last race at the Del Mar Racetrack Saturday evening.Jockey Corey Nakatani was riding him while Geovanni Franco was riding Bitter Ring Home, who tripped over Irish Spring.The jockeys were both alert and talking but were taken off the track in neck braces as a precaution, said Mac McBride with the Del Mar Thoroughbred Club.McBride said Irish Spring fell after clipping heels with a horse that cut in front of him during the final stretch of the race. Bitter Ring Home then tripped over Irish Spring but did not appear to be injured.After the accident, the jockeys were lying on the grass near the inner rail. A horse ambulance and a regular ambulance were immediately brought onto the track.  825

DES MOINES, Iowa (AP) — Iowa Gov. Kim Reynolds has signed an executive order granting convicted felons the right to vote, ending Iowa’s place as the only remaining state to broadly deny voting rights to felons.The Republican governor signed the order Wednesday after promising in June that she would take such action.Reynolds says she’ll continue to press the Legislature to pass a constitutional amendment restoring felon voting rights, which couldn't be reversed by a future governor. She proposed that last year but couldn’t get Republican state senators to support it.The executive order restores the right to vote for Iowans who have already completed their felony sentences. It requires residents to complete any prison, probation, parole, or special sentence.The order excludes automatic restoration for more serious crimes, such as murder, requiring those people to seek individual restoration but does not require repayment of victim restitution before they could vote."Today we take a significant step forward in acknowledging the importance of redemption, second chances and the need to address inequalities in our justice system,” said Reynolds. “The right to vote is the cornerstone of society and the free republic in which we live. When someone serves their sentence, they should have their right to vote restored automatically. We’re going to continue to advocate for a constitutional amendment and make this major milestone permanent. DENVER —An Aurora, Colorado high school athlete was turned away from a Texas university recently after the school’s head baseball coach told him the school no longer recruits Colorado athletes because of past issues with drug testing. The Cherokee Trail High School student expressed interest in attending Texas Wesleyan University in the Dallas-Fort Worth area on a baseball scholarship but was rejected in an email sent to the student by Head Baseball Coach Mike Jeffcoat.Jeffcoat writes, “Thanks for the interest in our program. Unfortunately, we are not recruiting players from the state of Colorado. In the past, players have had trouble passing our drug test. We have made a decision to not take a chance on Student-athletes from your state. You can thank your liberal politicians. Best of Luck wherever you decide to play.”Although not explicitly mentioned in the email, Jeffcoat is likely referring to Colorado's recreational marijuana laws. The university said it is aware of the email and is investigating the matter. DENVER, Colo. – A grand jury has indicted a former Idaho gubernatorial candidate on murder and kidnapping charges in connection with the 1984 death and disappearance of 12-year-old Jonelle Matthews in Greeley, Colorado.Steven Dana Pankey, 69, has been indicted on counts of first-degree murder after deliberation, felony murder, and second-degree kidnapping with a weapon. He also faces two sentence enhancers for using a weapon in commission of a violent crime if he is convicted, according to court records and the indictment, which was obtained by KMGH.Matthews’ remains were discovered at an oil and gas site in Greeley in July 2019. She went missing from her Greeley home on the night of Dec. 20, 1984 after she was dropped off at her home following a choir practice.
