JERUSALEM, Oct. 13 (Xinhua) -- Visiting Chinese Middle East envoy Wu Sike on Wednesday met with Israeli Deputy Prime Minister Dan Meridor in Jerusalem. They discussed Sino-Israeli relations and the current status of the Middle East peace process.China has consistently advocated that all concerned parties settle their differences through negotiations, and achieve comprehensive peace in this region, said Wu. The direct talks between Israel and the Palestinians, which started early September, is an important opportunity in the peace process, and has firm support from China, he added.Wu said that China is deeply concerned about the present stalemate in the talks. Chinese government calls for efforts from all parties to show flexibility and compromise on various issues, including settlement construction, so as to put the negotiation back on track, reach a final-status agreement, and realize peaceful coexistence between Israel and the Palestinians, he said.Meridor speaks highly of the active role China has played in promoting the Middle East peace process. Israel is now working to achieve the two-state solution, he said, adding that his government is willing to coordinate with other parties and find a solution to break the deadlock in direct talks.Israel is the second leg of Wu's Middle East tour, which will take him also to Palestinian territories, Egypt and Turkey.Israel and the Palestinians resumed direct negotiations on September 2 in the United States. However, the talks were halted when Israeli settlers restarted building in the West Bank after Sept. 26, when a 10-month settlement freeze ended. The Palestinian National Authority has made clear that it will enter the parley only if Israeli government extends the moratorium.

TIANJIN, Oct. 4 (Xinhua) -- China on Monday said developing countries' right to development must be guaranteed in order to achieve a positive progress in tackling with climate change problems.As a developing country which is experiencing rapid growth, China will continue to fulfill its due responsibilities in reducing greenhouse gases emissions, said Chinese State Councilor Dai Bingguo.While addressing a new round of UN climate talks which opened Monday in north China's Tianjin Municipality, Dai said the principle of sustainable development must be followed."Economic development, poverty alleviation and climate protection should be considered in a coordinated way in order to achieve a win-win result between achieving development and dealing with climate change," Dai said.He suggested the negotiations should stick to the basic framework of the United Nations Framework Convention on Climate Change (UNFCCC) and Kyoto Protocol and the mandate of the Bali Roadmap and follow the principle of "common but differentiated responsibilities."The developed countries should set the targets to take the lead in reducing greenhouse gas emissions and arrangements should be made to provide adequate financial and technological support to developing countries, he said."All countries should consolidate and enlarge the common ground (on climate change issues) so as to actively push forward the talks and reach a legally binding agreement at an early date," Dai told some 3,000 delegates from party and observer countries under the UNFCCC and the Kyoto Protocol.He said the UN climate talks had entered a critical stage and the Tianjin meeting should make positive progress in order to pave the way for the year-end Cancun summit in Mexico.As a responsible developing country, China will continue to play an active and constructive role in the climate talks, Dai said.He stressed China, as a country of 1.3 billion people with per capita GDP ranking about 100th in the world, faces the serious task of growing the economy and improving people's livelihood."At a stage of accelerated industrialization and urbanization, China's energy demand will see further reasonable growth. BEIJING, Nov. 1 (Xinhua) -- China launched an association on Monday to evaluate the quality of the nation's higher education."The association, as a non-government organization, is designed to evaluate and supervise the quality of higher education," said Lin Huiqing, an official with the Ministry of Education, at the launching ceremony held in Beijing.The association is composed of over 200 educational institutions as members, including the Higher Education Evaluation Center of the Ministry of Education, Shanghai Educational Evaluation Institute, Peking University, Beijing Normal University, and others.China's higher education has been blamed for a decline in quality since 1999 when the government started to expand college enrollment."Therefore, we should establish a nation-wide network to evaluate the teaching methods, development of each discipline and curriculum designs of each school," Lin said.According to Ji Ping, a senior official in charge of the evaluation of educational quality with the Ministry of Education, China started to implement higher education quality evaluations in the 1980s, and decided to carry out evaluation once every five years since 2003."It is time for us to start a new round of higher education evaluations," Ji said, noting that the priority of China's higher education is to improve its quality."We have required the local schools to make regular evaluations themselves, and invite experts to carry out independent assessments," Ji said.
