SEOUL, Aug. 25 (Xinhua) -- China and the Republic of Korea (ROK) issued a joint communique here Monday, vowing to cement bilateral relations.     The two countries pledged to broaden and enhance cooperation, and intensify coordination on regional and international issues so as to achieve long-term common development while contributing to world peace and prosperity, according to the joint communique issued during President Hu Jintao's state visit to the ROK.     The two sides agreed to promote the strategic cooperative partnership between the two countries in a comprehensive way.     The two heads of state expressed their satisfaction over the development of bilateral ties in various fields including politics, economy and culture since China and the ROK established diplomatic relations in 1992. Hu Jintao arrived in Seoul on Monday for a two-day state visit to ROKOn the Taiwan issue, the ROK reiterated its adherence to the one-China policy.     The ROK pledged to further develop ties with the Democratic People's Republic of Korea (DPRK) through reconciliation and cooperation, while the Chinese side reaffirmed its support for the reconciliation process between the ROK and the DPRK and their final peaceful reunification.     China and the ROK will maintain frequent exchange of high-level visits and contacts, the communique said.     Diplomatic bodies of the two countries will hold advanced strategic dialogues this year, as the start-up of a strategic dialogue mechanism of exchanging views on important issues concerning bilateral common interests.     Besides, foreign ministries of the two countries will establish a mechanism of coordination in a bid to further exchanges on foreign policy and international situation, the communique said.     Experts from the two countries will launch joint research on promoting all-round bilateral exchanges and cooperation, and hand in their reports to the two governments.     In addition, senior officials from the defense bodies of the two countries will also increase contact and strengthen exchanges and cooperation on multiple levels.     On economic and trade cooperation, the two countries vow to intensify cooperation in trade and investment, inspection and quarantine, trade relief and intellectual property rights, in an effort to bring forward the target of annual bilateral trade worth200 billion U.S. dollars to 2010.     Meanwhile, the two countries will facilitate the adjustment and supplementation of the Medium and Long Term Development Vision for China-ROK Economic and Trade Cooperation.     The two nations are willing to work together to further expand bilateral economic and trade cooperation, the communique said.     In addition, cooperation in fields such as environment, information and communication, logistics and energy will also be pushed forward. Hu Jintao arrived in Seoul on Monday for a two-day state visit to ROKGovernment bodies of the two countries will spare no efforts to establish a favorable investment environment to aid mutual economic development.     On the principle of mutual benefits, China and the ROK will accelerate studies on the possibility of a free trade zone in order to quickly implement the same.     In order to successfully host the 2010 Shanghai World Expo and the 2012 Yeosu World Expo, the two countries also inked a series of agreements on cooperation and sharing of experience in this regard.     On cultural exchanges, the two countries will study measures on providing convenient services to visa applicants as part of efforts to expand people-to-people communication.     To further people-related exchanges, the two nations have designated 2010 as Visit China Year and 2012 as Visit Korea Year.     On regional and international affairs, the two countries will reinforce communication and cooperation in the framework of the six-party talks, and implement the second phase action of the talks in constructive efforts.     Both sides will maintain coordination and cooperation in mechanisms like ASEAN and China, Japan and South Korea, the East Asia Summit, ASEAN Regional Forum and Asia-Pacific Economic Cooperation.     Diplomatic bodies of the two countries will also set up a mechanism of coordination on UN affairs to enhance understanding and cooperation in this aspect, the communique noted.     President Hu Jintao arrived in Seoul earlier Monday for a two-day state visit, only months after his ROK counterpart Lee Myung-bak's official visit to China in May.     This is President Hu's second state visit to the ROK. He last visited the country in November 2005.

BEIJING, Oct. 5 (Xinhua) -- China's National Bureau of Statistics (NBS) under new chief Ma Jiantang is likely to reform its statistical system to ensure the authenticity and timeliness of data and help the government to better cope with the uncertainties of outside economic influences, the minutes of an NBS meeting show.     After his inauguration as the NBS director, Ma has said he felt pressure, but was confident of taking over "the baton of statistical reform and development."     "The changing world economy, especially the financial turmoil triggered by the U.S. sub-prime mortgage crisis, had increased the uncertainties of China's macro-economic development and stability and set new tasks for statisticians," said Ma.     "I would like to work with all NBS staff together to advance reforms and innovations in statistical systems, indices and methods to make sure statistical work could better serve the pursuit of scientific development to shift the target of economic expansion from quantity to quality, and building a moderately prosperous society."     According to the minute, Ma gave no details of his reform plans. But his predecessor, Xie Fuzhan, who was transferred to head the Research Office of the State Council, admitted in his leaving speech that the foundation for China's statistical work remained feeble, with a lot to be done in optimizing statistical methods and management.     "Both the status of statistical departments and the capability of statisticians needs to improve to meet their obligations and fulfill their tasks," Xie said. He took up the post two years ago after his predecessor Qiu Xiaohua fell over fund scandal.     Authorized by the State Council to examine and calculate the economic output nationwide and to collect and compile economic figures for almost all industries and sectors, the NBS offers basic statistical information and policy advice for higher authorities and government departments.     Ma, a doctor of economics who graduated from the Chinese Academy of Social Sciences, viewed authenticity and timeliness as "the lifeblood of statistics work" and "the way for statisticians to conduct themselves".     He said the essence and core of statistics was to reflect facts, analyze real situations and seek truth, according to the minute.     Ma also urged NBS staff to resist all fabrications of data, secure the quality of figures and work with professionalism.     Under the current management system, local statistical departments serve two bosses, with the NBS giving them statistical assignments but local governments in charge of their personnel and finance. The NBS was only authorized to assist governors, municipal mayors and autonomous region chiefs in managing the heads of NBS branches.     Prestige-minded local officials looking for advancement have often tested the integrity of statisticians within their jurisdiction.     To remedy the situation, China's legislature revised the implementation rules of Statistics Law in 2006, which authorized NBS investigation teams to undertake independent statistical surveys and reports in all provinces, municipalities and autonomous regions.     Under the Statistics Law, leading members of local authorities who alter statistical data without authorization, fabricate statistical data, compel or prompt statisticians to tamper with figures will be subject to administrative sanctions. Officials who retaliate against statisticians who refuse to fabricate data face criminal penalties.     After more than two decades of sizzling growth at the cost of depleted resources, increased energy consumption and environmental damage, the Chinese economy is undergoing a tough rebalancing that puts more emphasis on quality than quantity.     As global economic slowdown could dampen exports -- a major growth engine -- more than expected, the government has become increasingly careful with monetary tools like interest rates, deposit reserve ratios as well as industrial and fiscal policies so as not to plunge the expanding economy into recession.     Senior decision-makers have been demanding precise and more timely statistics for earlier warnings in the event of slowdown or other ailments.     Ma was appointed vice governor of Qinghai in December 2004 and used to work with the State Economic and Trade Commission and the Assets Supervision and Administration Commission of the State Council.

  

XIAMEN, Sept. 8 (Xinhua) -- China will further open up to the world and step up its international investment cooperation, Vice Premier Wang Qishan promised here Monday.     Addressing the 12th Xiamen International Trade and Investment Fair in the east Fujian Province, Wang said the country would continue to stick to the national policy of opening up, constantly improve its policies on utilizing foreign investment and investing in foreign countries, and create more space for foreign companies to develop their business in China.     China's reform and opening up policy had significantly transformed the country in the past 30 years, and its accession to the World Trade Organization had further integrated it with the global economy, he said.     Although the country met with severe natural disasters and an unfavorable international economic environment, its coping measures made its national economy stay healthy on the whole, he said, noting it was confident in and capable of overcoming the current difficulties and challenges.     Expounding on improving its policies on utilizing foreign investment and investing in foreign countries, Wang vowed to further improve the country's investment environment including building a service-oriented government, a market of fair competition, a transparent legal environment and stable policy environment.     He also stressed lifting the quality and diversifying the means of utilizing foreign investment, and encouraging domestic enterprises to invest in foreign countries.     The Chinese government had always supported trade and investment liberalization and opposed protectionism in any form, he said, vowing to work with the world to eliminate trade and investment barriers and cope with various difficulties and challenges for global economic prosperity and stability.     Attendants of the forum are from 120 countries and regions and seven international organizations
