SAN DIEGO (KGTV) - A San Diego program has received a state grant to train law enforcement officers across California.The program, Game Changer, was founded in 2016 by Sean Sheppard after he saw large protests break out across the country against police brutality.His idea was simple. He would bring members of the public together with law enforcement officers over a sports game."To get some human bonding time," explains Sheppard. "Because that rarely takes place between law enforcement and the general public."Before, they would talk for a few hours about what issues they saw between police and the communities they serve. After, they would get to socialize at the game.Since 2016, Game Changer has hosted 60 events and continues to grow.The Game Changer model was just awarded a 2-year, 0,000 grant from the California Commission on Peace Officer Standards and Training.Once the program is accredited, law enforcement personnel who complete a Game Changer event can put it toward their required training credit hours.Members of the public are needed too. SAN DIEGO (KGTV) -- An exonerated marine colonel was denied release from the Camp Pendleton brig. Colonel Dan Wilson's release was denied three months after he was exonerated for sexually assaulting a 6-year-old girl. In July, an appellate court overturned his conviction. Since then, his family has been awaiting his release. His wife spoke to 10News over the phone just moments after his release was denied. "I was shocked and I burst into tears. This man has been in for two years and 10 months," said Susan Wilson. "If they cant believe their own court of appeals then there's a problem there."His family maintains the system has been unjust from the beginning. "I just feel as though he’s getting a really bad rap by the USMC after 38 years of service and 11 deployments," said Wilson. "It's astounding to me that they pride themselves on ‘Marines take care of their own’. Well, they haven’t taken care of us whatsoever."Col. Wilson was also convicted of unauthorized leave and conduct unbecoming of an officer. He'll stay behind bars while he awaits a re-sentencing for those charges. 1100

SAN DIEGO (KGTV) -- A street in San Diego’s Gaslamp Quarter is shutting down starting Thursday for bars, restaurants and other businesses to create more space for customers.From Thursday to Saturday, Fifth Avenue will be closed between G and L streets as a way to help break up potential overcrowding as downtown businesses reopen.The street closure will start at 11 a.m. on Thursday and Friday, with “Curbside Gaslamp” running from 3 p.m.-12 a.m. on both days. 469
SAN DIEGO (KGTV) -- An Escondido man who pleaded guilty to firing several rounds into the air in a crowded area when he couldn't get tickets to an Ice Cube concert was sentenced to three years behind bars Wednesday. Daniel Elizarraras, 22, pleaded guilty to discharging a gun at the Del Mar Fairgrounds in early September of 2018. Authorities say Elizarraras raised the gun before shooting into the air while he was in a large crowd near the ticket booth. Elizarraras was shot three times in the torso and once in the arm after he pointed the gun at a deputy. RELATED: Man admits he opened fire before Ice Cube concert at Del Mar FairgroundsElizarraras was facing up to 19 years behind bars, but a charge of assault on a peace officer with a semi-automatic weapon was dismissed as part of his plea. Defense Attorney Pedro Bernal said Elizarraras was severely depressed and trying to kill himself by suicide by cop. They asked for a lower sentence.However, the prosecution said he acted violently, causing chaos, and the situation could have been much worse.Judge Kathleen Lewis agreed saying, "I think it’s amazing that no one was injured or killed in this circumstance.”Before the shooting, officials said the venue was at capacity and began turning people away from the horse races and concert. Fights erupted between security guards and would-be concert-goers who were upset that they wouldn’t be allowed into the show.
