SAN DIEGO (KGTV) — San Diego County has issued eight cease-and-desist orders to College Area homes, including six affiliated with Greek life organizations, ahead of reported Halloween gatherings.The orders say the eight residences, "intends to hold large gatherings on October 30, 2020 - November 1, 2020 in blatant violation of the Order of the State Health Officer, the County Order of the Health Officer and Emergency Regulations, and CDPH's October 9, 2020 gathering guidance."If the residences hold large gatherings, the cease-and-desist letters say they may face, "actions necessary to enforce the orders and the gathering guidance," which can include criminal misdemeanor citations and a ,000 fine for each violation.RELATED: Stay-at-home advisory issued for San Diego State students over HalloweenGatherings in the state's Oct. 9 health order must include no more than three households.In a statement, County Public Health Officer Dr. Wilma Wooten said the county's livelihood is directly tied to the actions of all residents."We were compelled to take this action because there is a great deal at stake. Know that our place on one tier or another is not based on the state’s assessment, it is intrinsically tied to our personal and common efforts. SAN DIEGO (KGTV) -- San Diegans welcomed spring Tuesday as a storm raced towards Southern California. It's expected to be a pleasant and warm day with a mix of sun and clouds for San Diego County, but this is merely the calm before the storm. The latest predictions from the National Weather Service show that the storm could dump anywhere between a quarter of an inch to as much as three inches of rain in parts of the county. SAN DIEGO (KGTV) San Diego Police are investigating the discovery of three bodies found in the trunk of a parked car in Bay Terraces. Police found the bodies in a car parked on Jaime Avenue at Doti Point Drive after a neighbor reported a suspicious vehicle just before five pm Sunday. According to police, the bodies are that of two women and a man, possibly in their late teens or early twenties. They say the bodies were in such poor condition. They were unable to determine race. The medical examiner is working to determine the cause of death and their identities. Neighbors say the car was parked on the street for three days, but that's not uncommon.“A lot of people will park and they will walk to those apartments behind here or they park and they go to someone’s house over here, so it’s not really that suspicious," said Kevin Totten. Totten grew up in the neighborhood. He said it's usually quiet and is home to mainly families."It seems like someone did what they did, to these three innocent people and drove around and was looking for a spot to dump a car with three bodies in it," said Totten. After neighbors started noticing an odor, one of them called police Sunday evening."Once the wind would kind of blow, you can smell like, it’s hard to explain. I’ve never smelled that before. I thought well maybe it was like trash, but then a more pungent odor than that," said one mom who didn't want to be identified.The woman said once police arrived she noticed fluids coming from the car. "Once the police were here and they were kind of looking to see what was going on you could see the car and what looked like blood dripping from it. I’m like do I need counseling? Do my kids need counseling? It’s a lot to take in,” said the woman. Police aren't releasing any information about the investigation. Neighbors say the car was an older model BMW either silver or gray in color. They also said it had out of state plates. SAN DIEGO (KGTV) -- San Diego Police Chief David Nisleit has ordered an internal investigation into a controversial arrest that is making the rounds on social media. The video shows a protester being taken away in an unmarked van as one officer warns her family around her not to follow them or he will shoot. Thursday at around 9:30 pm, a young woman is handcuffed on Park Avenue. Moments later, she is snatched off the street and taken away in the unmarked police vehicle. "She said somebody took Shayla; like somebody came and took her," the woman's mother, Breann Piccini, told ABC 10News exclusively. (WATCH VIDEO IN PLAYER ABOVE STORY)The woman detained in the video is a 20-year-old biracial San Diego State University student, Shayla Piccini. Piccini's mother said Shayla and her cousins spent the day at a massive protest in Downtown San Diego. SDG&E suggests customers turn off air conditioners and significantly reduce or avoid using other appliances and electric equipment. Refrigerator and freezer doors should also be kept closed and all unnecessary lighting should be turned off, health and safety permitting.The company suggested customers also reduce their water use due to the need for electricity to pump and process water. For electric vehicle owners, charging should be delayed if possible until after the emergency shutoffs, SDG&E said. 8939
