BEIJING, Feb. 8 (Xinhua) -- China plans to sell 600 billion yuan (91 billion U.S. dollars) worth of welfare lotteries from 2011 to 2015, up 73.6 percent from the past five years, an official from the Welfare Lottery Distribution and Management Center (WLDMC) has said.The sales of welfare lotteries posted an annual increase of 18.7 percent over the past five years, from 41.2 billion yuan in 2006 to 96.8 billion in 2010, the official said.The sales totalled 345.53 billion yuan from 2006 to 2010.The center believed that there would be broad prospect for welfare lottery sales with the increase of people's income and the development of philanthropy.According to China's Regulations on Lottery Management, money raised through lotteries is divided into three parts: the jackpot, lottery management fees, and lottery public funds.The government-run lottery raised a total of 30 billion yuan for public welfare funds in 2010, according to the WLDMC statistics.The WLDMC is administered by the Ministry of Civil Affairs, which was authorized by the State Council, or China's Cabinet, to raise welfare funds through lottery sales in 1987.

BEIJING, May 28 (Xinhua) -- The issue of third-party online payment permits in China this week will boost the sector's development through giving it a legal status, analysts said.The People's Bank of China (PBOC), or the central bank, on Thursday announced its first batch of electronic payment licenses to 27 qualified third-party online payment platforms, including Alipay, Tenpay and 99bill.It also stipulated that all the third-party payment businesses should obtain licenses before September, or cease doing business.The move has long been awaited after the central bank said in June last year that non-financial institution payment service would be regulated, and that all businesses involved in the service must get licenses before Sept. 1, 2011.The license covers payment transactions such as Internet payment, mobile phone payment, bank card acquiring service, issuance and accept of prepaid cards and currency exchange.The move provides a legal status for the third-party payment sector so that it can develop in a more standard and healthy way, said Zhang Meng, an analyst with Analysys International, an Internet market information provider.Third-party payment enterprises refer to those non-financial operators who work as the third party between buyers and sellers to provide payment settlement through Internet, telephones or mobile phones.China has the world's highest number of Internet users, with about 457 million netizens, among whom 148 million were active online shoppers as of the end of last year.China's online payment topped 1.09 trillion yuan (167.29 billion U.S. dollars) last year. LOS ANGELES, May 23 (Xinhua) -- NASA's Gravity Recovery And Interior Laboratory spacecraft (Grail) will begin final preparations for a launch on a Moon mission in late summer, the Jet Propulsion Laboratory (JPL) said on Monday.The dynamic duo will orbit the moon to determine the structure of the lunar interior from crust to core and to advance understanding of the thermal evolution of the moon, according to JPL in Pasadena, Los Angeles.After arriving at the Astrotech payload processing facility in Titusville, Florida last week, the Grail twins, known as Grail-A and Grail-B, were removed from their shipping containers Monday. Later this week, they will begin functional testing to verify their state of health, said JPL.The twins were shipped from Lockheed Martin Space Systems, Denver.Over the next four months at the Astrotech facility, the spacecraft will undergo final testing, fueling and packaging in the shroud that will protect them as the Delta II launch vehicle lifts them into space. The spacecraft will then be transported to the Cape Canaveral Air Force Station for installation atop the rocket that will carry them toward the moon, JPL said."We're only a few full moons away from a mission that will reveal clues not only into the history of the moon and Earth, but will provide important data for future lunar exploration," said Maria Zuber, Grail's principal investigator, based at the Massachusetts Institute of Technology.Grail will be carried into space aboard a United Launch Alliance Delta II Heavy rocket lifting off from Launch Complex-19 at the Cape Canaveral Air Force Station in Florida. The launch period opens Sept. 8, 2011, and extends through Oct. 19. LOS ANGELES, April 3 (Xinhua) -- People with lower levels of vitamin D are more likely to have stiffer arteries and an inability of blood vessels to relax, U.S. researchers have found.This finding also applies to people who are in general good health, according to researchers from the Emory University School of Medicine.The researchers presented their findings on Sunday at the annual American College of Cardiology meeting in New Orleans.Impaired vascular health in correlation with lower vitamin D levels contributes to high blood pressure and the risk of cardiovascular disease, the researchers say.The study involved 554 participants, with the average age of 47 and generally healthy.The average level of 25-hydroxyvitamin D (a stable form of the vitamin reflecting diet as well as production in the skin) in participants' blood was 31.8 nanograms per milliliter. In this group, 14 percent had 25-hydroxyvitamin D levels considered deficient, or less than 20 nanograms per milliliter, and 33 percent had levels considered insufficient, less than 30 nanograms per milliliter.The researchers monitored the ability of participants' blood vessels to relax by inflating and then removing a blood pressure cuff on their arms. To allow blood to flow back into the arm, blood vessels must relax and enlarge -- a change that can be measured by ultrasound. The researchers also made other measurements of smaller blood vessels and examined the resistance to blood flow imposed by the arteries.
