CHULA VISTA, Calif (KGTV) -- As Chula Vista continues to grow, so does the need for police officers in the city. Last June, voters approved a half cent sales tax increase, giving Chula Vista the highest sales tax in San Diego County. The money goes into the general fund, but os designated for hiring more police and firefighters. Despite the new sales tax, some business owners say they are still having issues with the department's response times. A bakery owner on Third Avenue tells 10News she sometimes has to call police multiple times a week to report a crime, but that sometimes police don't show up or shows up hours after the crime. Captain Phil Collum says the department has hired nine of the 12 officers currently allowed by Measure A. According to SANDAG, crime in Chula Vista is actually down 3 percent in 2019, including property and violent crimes. "Sometimes the perception that crime is on the rise or perception that things feel less safe than they were, in fact all of the data suggests otherwise," said Collum. In a recent survey, 91 percent of Chula Vistans said they are "very satisfied" with the department, despite not meeting response times for priority one and priority two calls. Collum said those response times are slowly improving. The police department says additional positions will be filled through the Measure A sales tax, meaning 31 additional officers by 2023. (KGTV) - Extra security officers are in place at Eastlake High School in Chula Vista Friday due to confusion over a school threat at a similarly named school near Tampa, Florida.Pinellas County, Fla. deputies found an unspecific threat written on a wall of a girl’s bathroom at East Lake High School in Tarpon Springs Thursday, according to TampaBay.com. The threat, which was also posted on Snapchat, warned students not to come to school Friday.Word of the Florida threat spread on San Diego County social media pages Thursday night, according to Sweetwater Union High School District spokesperson Manuel Rubio.There is no credible threat to Eastlake High School, Rubio said.As a precaution, the local school added extra security officers on campus Friday.  Families also received an automated phone call Friday morning to reassure them the campus was safe, according to Rubio.The written threat to Florida's East Lake High School has also been deemed not credible, said Pinellas County Sgt. (KGTV) - There were heated moments Wednesday while a group was defending the Christopher Columbus statue at discovery park in Chula Vista.Chula Vista City Councilman John McCann, with members of the Knights of Columbus standing by his side, called for the statue to be left alone."You can't change history," he said. "We should be able to accept all groups, you can't lift one group by destroying another group.""We're here to oppose the removal of the statue," said Rene Trevino, a member of the Knights of Columbus.The statue, which has been in place for nearly three decades, has stirred up controversy in the past.Thursday the city's Human Relations Commission will vote on a resolution to not only remove the statue and change the name of discovery park, but to change Columbus Day to Indigenous People's Day in Chula Vista.Last Columbus Day someone splashed red paint all over the statue, and before that someone plaque set in front of the statue was stolen."It's been a community family park and we've had opponents of Christopher Columbus use violence to vandalize and destroy the park multiple times, costing tax payers," said McCann.Many people have called the meaning behind the statue and the name of the park both painful and offensive.A woman in a car driving by the park Wednesday began shouting, "This is indigenous land, take that statue down!"She went on to say Christopher Columbus was just the beginning of an attempted assassination of Indigenous peoples.The topic caused people to clash at the park."You have these people trying to advocate for an idea that we're sick and tired of living under," said Rafael Bautista, who wants the statue removed.He was then confronted by a man who opposes the removal."What are you living under?" the man asked him. "What are you living under?"At one point Chula Vista Police officers arrived at the park, but things had settled down."Instead of trying to argue over things that happened over 500 years ago, we should be tackling today's issues," said McCann.Raeanne Herrera, a resident of Eastlake and part of the Jicarilla Apache Nation stopped by the park to offer her take."We can right the wrongs that have been done," she said. "That statue is the constant reminder of a beginning of a genocide. They tried, but they didn't."She went on to say change needs to start with education."Native American issues were never taught in school, what was I taught? Oh, that the pilgrims and Indians got together and shared a meal. That's an absolute lie, it was a celebration for a massacre that occurred," she explained.Both groups say they will continue effort to get their way, no matter what City of Chula Vista officials ultimately decide.If Thursday's resolution passes, it will head to the full city council for the final decision. 2818

  

CHULA VISTA (KGTV) - A Martina McBride song titled, "I'm gonna love you through it," is the inspiration for our 10News Leadership Award Winner. Part of the lyrics includes, "When you're weak, I'll be strong. And when you let go, I'll hold on." If you're familiar with the song, then you know it's about the battle against breast cancer, and it's the mantra for a small business in Chula Vista. On the surface, it may appear to be an ordinary beauty salon. But there is nothing ordinary about what's happening at Rico's on 3rd. Anna Maria "Snooky" Rico is the owner, stylist, and angelic spirit of Rico's. "Everything that happens in this room is free of charge," says a smiling Rico. Rico is showing off a private room in her Third Avenue salon. It's home to the Loving You Through It Foundation, where over 800 women have transformed from cancer patients to cancer fighters. "Giving and serving others is good medicine," adds Rico. "It's good medicine to help others."Rico's medicine is pure love and compassion. When the women are ready, faced with the loss of their hair because of chemotherapy, she offers to either cut their hair or shave their heads and then helps them pick out head covers, scarves, or custom wigs provided by the American Cancer Society. "We try to meet them at their point of need," says Rico. "What is it that you would like for us to do for you today?"And there are so many grateful clients that Rico has served. "She's uh, she's like a sister to me," says Delia Calara. Calara was diagnosed with breast cancer in 2015. She was given a pamphlet about Rico's services at the hospital. It was just what she needed during a desperate, dark time in her life. "You know when people come through here, we're apprehensive, we're fearful," says Calara through tears. "And then, when we leave, we're just overwhelmed, and I tell her I love her, and thank you."Kathleen Kubik, another client, was just diagnosed with breast cancer in April. In an attempt to explain the battle she was about to undergo, Rico reminded Kubik how soldiers shave their heads before entering the military. "They shave their heads, their hair because it's a hindrance for battle. That's what sold me," says Kubik. "We see them at their crisis moment. I know what it's like to be in that type of crisis," adds Rico. Snooky Rico knows the battle well because she too has been in those very same trenches, battling breast cancer. Rico herself is a cancer survivor. "One thing I always encourage the ladies is to never look at yourself through other people's eyes, to remember who you are," adds Rico. "You have to remember that you're a mother, you're a daughter, you're a sister, you're an aunt. All that you are to those people remember who you are." 2752

  

CHULA VISTA, Calif. (KGTV) -- Emergency crews responded Monday night to an oil spill in Chula Vista.According to Chula Vista Police, hundreds of gallons of oil spilled onto the 200 block of Broadway and F Street just after 5 p.m.Hazmat crews told 10News that roughly 50 drums of used motor oil from a nearby business spilled, sending oil gushing into nearby storm drains. RELATED: Team at SeaWorld trains for potential oil spill in Southern CaliforniaThe greatest concern is how much oil spilled into the storm drains due to the proximity to the bay, authorities say. Hazmat and public works responded while police are conducting traffic control in the area. At this time, it’s unclear what exactly caused the spill.RELATED: Navy cleans up oil spill from USS Dewey near South Bay 817
