Attorney General William Barr said Wednesday that a controversial Trump administration initiative had netted nearly 1,500 arrests with federal agents' assistance in nine U.S. cities.Speaking from Kansas City, Barr claimed that "Operation Legend" has been successful in combatting rising rates of violent crime across the country.Operation Legend — named in memory of 4-year-old LeGend Taliferrom, who was shot to death in Kansas City earlier this year — was launched in the city in early July. Officials with the Kansas City police department say the murder rate in the city has dropped in the month since federal agents arrived.Among those arrested in connection with the program was a suspect charged with LeGend's murder. The boy's mother attended Wednesday's press conference and thanked Barr for his assistance in LeGend's case.Since its launch in Kansas City, Operation Legend has spread to Chicago, Albuquerque, Cleveland, Detroit, Milwaukee, St. Louis, Memphis and Indianapolis.However, the initiative remains controversial with local leaders. In late July, the mayors of 13 large cities penned an open letter to Barr, Acting Homeland Security Sec. Chad Wolfe and other Trump administration officials, saying they did not wish for federal agents to patrol their streets.Earlier this year, the Trump administration sent federal agents to Portland, Oregon, in an attempt to quell months-long protests in the city. The arrival of federal agents caused tensions between protesters and federal agents to rise, resulting in several clashes.Last month, Barr claimed that Operation Legend had resulted in the arrests of 200 violent criminals within two weeks. As the coronavirus pandemic surges across the nation and infections and hospitalizations rise, medical administrators are scrambling to find enough nursing help — especially in rural areas and at small hospitals.Nurses are being trained to provide care in fields where they have limited experience. Hospitals are scaling back services to ensure enough staff to handle critically ill patients. And health systems are turning to short-term travel nurses to help fill the gaps.Adding to the strain, experienced nurses are “burned out with this whole (pandemic)” and some are quitting, said Kevin Fitzpatrick, an emergency room nurse at Hurley Medical Center in Flint, Michigan, where several left just in the past month to work in hospice or home care or at outpatient clinics.“And replacing them is not easy,” Fitzpatrick said.As a result, he said, the ER is operating at about five nurses short of its optimal level at any given time, and each one typically cares for four patients as COVID-19 hospitalizations surge anew. Hospital officials did not respond to requests for comment.But the departures are not surprising, according to experts, considering not only the mental toll but the fact that many nurses trained in acute care are over 50 and at increased risk of complications if they contract COVID-19, while younger nurses often have children or other family to worry about.“Who can actually work and who feels safe working are limited by family obligations to protect their own health,” said Karen Donelan, professor of U.S. health policy at Brandeis University’s Heller School for Social Policy and Management. “All of those things have been factors.”Donelan said there is little data so far on how the pandemic, which has killed more than 231,000 people in the country, is affecting nursing overall. But some hospitals had a shortage even before the virus took hold, despite a national rise in the number of nurses over the past decade.With total confirmed coronavirus cases surpassing 9 million in the U.S. and new daily infections rising in 47 states, the need is only increasing.Wausau, Wisconsin-based Aspirus Health Care is offering ,000 signing bonuses for nurses with at least a year of experience and hiring contract nurses through private staffing companies to handle a surge in hospitalizations that prompted the system to almost quadruple the number of beds dedicated to COVID-19 patients.Aspirus, which operates five hospitals in Wisconsin and four in small communities in Michigan’s Upper Peninsula, also is moving nurses around between departments and facilities as hot spots emerge, said Ruth Risley-Gray, senior vice president and chief nursing officer at Aspirus.Outside help still is needed, in part because some nurses have gotten sick from or were exposed to the cornavirus during the current wave, which “came with a vengeance” starting in August, Risley-Gray said. At one point in mid-October, 215 staffers were in isolation after showing symptoms or being exposed to someone who tested positive, and some are just starting to return to work.Aspirus recently was able to hire 18 nurses from outside agencies, and may need more if the surge continues.Because the pandemic is surging just about everywhere in the country, hospitals nationwide are competing for the same pool of nurses, offering pay ranging from ,500 a week to more than ,000, said April Hansen, executive vice president at San Diego-based Aya Healthcare, which recruits and deploys travel nurses.She said demand for their services has more than doubled since early in the pandemic when the greatest need was in hot spots like New York and New Jersey and then moved to southern states. In recent weeks the virus has been spiking across the country, with the new hot spots in places like the rural upper Midwest and southern-border communities such as El Paso, Texas.Now placing nurses where they’re needed is “like a giant game of whack-a-mole,” said Hansen, whose company has about 20,000 openings for contract nurses.In North Dakota, where infection rates are exploding, hospitals may cut back on elective surgeries and seek government aid to hire more nurses if things get worse, North Dakota Hospital Association president Tim Blasl said.In Texas, Gov. Greg Abbott recently announced he was sending 75 nurses and respiratory therapists to El Paso to help handle the city’s surge. Wisconsin Gov. Tony Evers, meanwhile, issued emergency orders making it easier for nurses from elsewhere to practice in his state and for retired nurses to come back.“This has been a challenge, and we’ve been pleading with the community members to protect themselves and others,” by wearing masks and social distancing, said Aspirus’ Risley-Gray, who said the positivity rate among community members tested by Aspirus rose from under 10% in September to 24% last week.To combat the emotional toll and fatigue that comes with caring for COVID-19 patients, including just donning and removing protective equipment all day, Aspirus has been giving nurses microbreaks and quiet places to get away and collect themselves when they feel overwhelmed.Travel nurses say the need at small hospitals tends to be greater than at larger facilities.Robert Gardner, who’s currently assigned to a hospital in a small town about 20 miles west of Atlanta, said he did search and rescue in the Coast Guard during Hurricane Katrina and the pandemic is “a lot worse.”He worked at a large New Jersey hospital when that state was swamped by the virus in the spring, and now worries that flu season could bring further chaos to hospitals. AURORA, Colo. – The Aurora City Council unanimously adopted a resolution Monday, calling for an independent investigation into Elijah McClain’s death.The resolution calls for a three-member independent investigation team that will have at least three consultants and will be led by Jonathan Smith of the Washington Lawyers Committee for Civil Rights and Urban Affairs in Washington, D.C.The team will include consultants who have expertise in independent investigations, law enforcement and public safety accountability, civil rights, use of force, police and EMT training and criminal justice.The city council’s Public Safety, Courts and Civil Service Committee had said just last week they were still working to find a medical expert who can speak to the use of ketamine on McClain and at least one other person.The team of investigators, once formed, will “commence its work immediately and shall complete its investigation as expeditiously as possible,” according to language included in the resolution.The team would then issue a written report to the city council, present its findings to the council in a public meeting, and make the report public. The report will include recommendations to the city on the McClain incident as well as future best practices the police, fire and EMT departments should implement.McClain, 23, was unarmed when he was encountered by Aurora police on Aug. 24, 2019. Police put McClain in a carotid hold, which limits blood flow to the brain, after stopping him while he was walking home. When he became unresponsive, paramedics gave him ketamine, police have said.The officers involved in McClain's death were not arrested or charged, despite continued calls for justice from McClain's family and supporters, along with calls for an independent investigation.Aurora city leaders in June said a Connecticut attorney was leading a third-party investigation into the McClain incident. But city councilmembers Alison Hiltz, Curtis Gardener, and Angela Lawson argued that the attorney, a former police officer who has worked closely with police departments, could not provide an independent review. The city cut ties with the attorney before moving forward with the current investigation.In June, as McClain's death garnered national interest, Gov. Jared Polis appointed Attorney General Phil Weiser to investigate the officers' actions. As September is NICU Awareness Month, parents of NICU babies are working to serve as a voice for families who are trying to navigate the overwhelming and often terrifying experience of watching your baby in a neonatal intensive care unit, especially during a pandemic.When Andi Petito was 21 weeks pregnant, she went in for a simple and common anatomy scan of her baby.“When she got really quiet and excused herself,” Petito said about a routine appointment. The technician who performed the ultrasound returned with the doctor who said there were some major problems, Petito was sent to the hospital where she would remain on bed rest until she went into labor. Petito gave birth to River at 24 weeks, weighing 1 pound, 7 ounces. River was transferred to the NICU.“They warn you it's a roller coaster and they try to prepare you but you’re not really prepared for the ups and downs,” Petito said.That roller coaster is how they describe the NICU.“Terrifying, stressful and, I mean, we lived on edge,” Petito said. “You almost feel paranoid because you’re so worried about her compromised immune system, comprised lungs. Kind of like we’re all living now, but no one else is joining you in it.”Neonatologist Dr. Melinda Elliott said no one expects, prepares or plans for a NICU stay.“Nobody plans to meet me, nobody plans to meet the doctor who specializes in sick babies,” Elliott said.She said parents should not focus on all of the machines and equipment that surround your newborn.“The best thing you can do is turn the other way and focus on your baby,” Elliott said. “Just look at your baby because that baby is your baby no matter how small or how sick. You’re the only parent that baby has.”Elliott said the pandemic has stripped the visitor policy. Usually, there's only one parent allowed in at a time. While that's hard for already stressed families to manage, she reminds parents to focus on the importance of nutrition and to continue to advocate for your baby.“Probably the biggest piece of advice is just ask questions, keep asking,” Elliott said. “If you don’t get an answer you like, ask again and find somebody else to ask. You deserve to understand what’s going on with your baby:”Now, after 129 days in the NICU, that once tiny little baby is 3 years old, and likes to discuss her favorite color, pink, and all things Paw Patrol. Petito said she got through the NICU by doing her own research, being her own advocate, fighting for what her baby needs and by being honest with herself.“It’s OK to fall apart sometimes,” Petito said. “Parenthood is not what you envision when your child is not able to come home with you and everything has been blown up and so it’s okay if you need to cry and fall apart and pick yourself back up and go to the NICU.”The Petitos have now given River a sibling. Fern is happy and healthy and didn't need the NICU. And while it was never an easy roller coaster ride, they say it made River the strongest little fighter they know. 2987
