DUSHANBE, Nov. 25 (Xinhua) -- China and Tajikistan will enhance high-level contacts, expand exchanges and cooperation in various fields to fully develop their relations of good-neighborliness, friendship and cooperation, said a joint communique signed on Thursday by the two countries.Chinese Premier Wen Jiabao signed the communique with his Tajik counterpart Akil Akilov in his two-day visit to the Central Asian nation. The two nations will also speed up efforts to improve infrastructure construction in Karasu-Kulma port and customs clearance conditions to allow the all-year-round operation of the port at an early date.The two countries, meanwhile, vowed to continue promoting cooperation in culture, education, health, tourism, sports and journalism, and encourage the sponsorship of cultural days and cultural festivals by each other as well as exchanges between youths of the two countries.Both sides will further their close cooperation so as to continue improving the facilities and quality of teaching in the Confucius Institute in Tajikistan, the communique said.

SHANGHAI, Jan. 16 (Xinhua) -- The Shanghai municipal government bore unshirkable responsibility for a high-rise fire that took 58 lives two months ago, Mayor Han Zheng said Sunday at the city's parliamentary session.Though the final investigation report on the fire has not been released, the accident exposed chaos and a lack of safety supervision in the construction market, for which the government was responsible, Han said in a report to the annual session of the Shanghai Municipal People's Congress, the local legislature.Han said his government would draw lessons from the incident and strengthen management and supervision to ensure work safety.The fire on Nov. 15, 2010 engulfed a 28-story residential building in Shanghai after welding sparks set nylon netting and scaffolding on fire.Officials blamed the fire, that killed 58 people, on unlicensed welders, illegal sub-contracting and poor management.On Jan. 11, the Shanghai municipal government issued new regulations to tighten supervision of the city's construction industry.The 22-article regulations covered eight aspects, such as construction processes, risk control, contractor management and government supervision.

BEIJING, Jan. 15 (Xinhua) -- Qiushi, or "Seeking Truth," the official magazine of the Communist Party of China (CPC) Central Committee, will publish an article by senior CPC leader Zhou Yongkang on Sunday. BEIJING, Dec. 31 (Xinhua) -- Chinese Vice Premier Hui Linagyu Thursday urged efforts be made to supervise the distribution and use of the living allowance for orphans.Tighter supervision should be maintained to make sure that basic living allowances were paid to orphans in a timely and sufficient manner, said Hui in Beijing at a high-level conference discussing the work to support orphans.The central government has allocated over 2.5 billion yuan (around 379 million U.S. dollars) as dedicated funds for the allowance policy in 2010, according to a circular jointly issued by the Ministry of Civil Affairs and the Minister of Finance in late November.Chinese Vice Premier Hui Liangyu (C) speaks during a national teleconference on the orphan supporting work, held by the State Council of China in Beijing, capital of China, Dec. 30, 2010.
