A federal judge ordered the Trump administration to fully restore the Deferred Action for Childhood Arrivals program Friday and accept new applicants for the first time since 2017, according to media reports.A judge with the U.S. District Court in Brooklyn told the Department of Homeland Security to post a public notice by Monday that states they will accept DACA petitions from immigrants who qualify and are not currently enrolled.The judge also instructed DHS officials to grant approved applicants work permits that last two years, and not the one year limit the Trump administration had proposed, according to CBS News."DHS is DIRECTED to post a public notice, within 3 calendar days of this Order, to be displayed prominently on its website and on the websites of all other relevant agencies, that it is accepting first-time requests for consideration of deferred action under DACA, renewal requests, and advance parole requests, based on the terms of the DACA program prior to September 5, 2017, and in accordance with this court's Memorandum & Order of November 14, 2020," the judge wrote.The Trump administration tried to end DACA in 2017, but the U.S. Supreme Court ruled against him in June 2020. Wolf issued a memo in July saying that new applications for DACA would not be accepted and renewals would be limited to one year. The memo essentially suspended the program.Friday’s order follows a ruling in November from the same judge that found acting DHS secretary Chad Wolf did not have the legal authority to close DACA to new applicants, shorten the period for work permits or change protections from deportations.The judge ruled at the time Wolf’s appointment to his position violated the Homeland Security Act of 2002. In his ruling, the judge wrote DHS failed to follow an order of succession established when then-Secretary Kirstjen Nielsen resigned in April 2019.The nonpartisan Government Accountability Office determined in August that Wolf’s appointment was invalid. 2003

A bond has been set for a man accused of chasing after and shooting at a Rochester teen seeking directions to school. Jeff Ziegler, a former lieutenant in the Detroit Fire Department, was arraigned on felony charges of being in possession of a firearm and assault with intent to murder. His bond was set at ,000.According to Assistant Prosecutor Kelly Collins, Ziegler has a previous weapons conviction from 2005.  The judge additionally ordered the Rochester man to not have direct contact with the victim or his family, and to surrender all of his weapons to the Oakland County Sheriff's Department. He must also wear a GPS tether and attend mental health counseling two days a week. Because the suspect stays within a 10 mile radius of the victim, the judge ordered that if bond is made, he will be required to find another place to live. When 14-year-old Brennan Walker missed the bus and tried to walk to school Friday morning, he got lost after he couldn't remember the route. A COVID-19 vaccine candidate being produced by biotech company Moderna has shown to be 94.5% effective in Phase 3 clinical trials, the company said Monday.The news means that the company is on track to request Emergency Use Authorization status for the drug in the coming weeks. The vaccine is already being mass-produced and thousands of doses will be ready to ship following authorization.Moderna's vaccine is closely tied with "Operation Warp Speed," a Trump administration program that provided nearly billion in government funding for research and support, and placed the vaccine on an FDA fast-track.On Aug. 11, the Department of Health and Human Services announced it was paying .5 billion ".5 billion in funds to support the large-scale manufacturing and delivery" for 100 million doses of Moderna's vaccine candidate.Moderna said Monday that 20 million doses of its vaccine will be available to ship by the end of 2020, and is on track to produce between 500 million and 1 billion doses in 2021.Health experts believe that a vaccine will be available to some people by the end of 2020, and will be widely available in spring 2021. Though it's unclear who specifically will qualify to receive the drug first, doses will need to be rationed for several months before vaccines are widely available.The release comes a week after Pfizer announced its own vaccine candidate was also on track for mass distribution after showing 90% effectiveness in Phase 3 trials.Moderna's announcement comes as welcome news to the U.S., where COVID-19 is currently spreading at a rate unseen since the pandemic first hit. A Democratic candidate in Wisconsin's gubernatorial race released a campaign ad showing her breastfeeding while detailing her efforts to ban the use of Bisphenol A in baby bottles and sippy cups in the state.In the ad, Kelda Roys talks about her effort to pass legislation that prohibited the use of the chemical, known as BPA, while she was in the state Assembly; as she describes her legislative activities, her husband hands their daughter to her and she begins to breastfeed.BPA is used in plastics for consumer product packaging and resin for can linings.Roys was a state lawmaker from 2009 to 2013 and served as Democratic caucus chair. A cougar, burned in a dangerous Southern California wildfire, is recovering from her injuries. She was found by a homeowner after walking on burned paws onto his property.The Cougar Conservancy and California wildlife officials treated the cougar at a state facility in Sacramento.The cougar is eating well and her paws are healing. The conservancy group believes she will be able to return to the wild.She was burned by the Bobcat fire, which started on September 6 and has destroyed 87 residences. It has burned more than 115,000 acres and is about 90 percent contained, and still threatening 6,000 structures. The cause of the fire is under investigation. 666
