SAN DIEGO (CNS) - The San Diego Planning Commission Thursday recommended approval of Riverwalk San Diego project, a proposed transit-oriented neighborhood development along the San Diego River in Mission Valley.International real estate firm Hines has proposed the 200-acre project, which is intended to transform the existing Riverwalk golf course into a neighborhood as well as restore the stretch of the San Diego River that runs through it.The proposal will head to the San Diego City Council on Nov. 17. According to Hines, if it is approved, the company plans to break ground during the second half of 2021.The Hines plan includes 4,300 homes -- 10% of which are planned to be affordable housing -- a Metropolitan Transit System Green Line trolley stop, 152,000-square-feet of retail space, 1 million square feet of office space, 100 acres of parks and new bike and pedestrian paths, including an extension of the San Diego River Trail."I think it could be something to set the standard for what transit- oriented development can look like," said San Diego Planning Commissioner Vicki Granowitz.The Riverwalk plan, established through a partnership between Hines and the Levi-Cushman family landowners, incorporates community input gathered over several years by the Hines team in nearly 100 stakeholder and community planning group meetings."We appreciate that the planning commissioners recognized the extensive community outreach and collaboration that helped form our plan and the care we're taking to create an environmentally responsible, transit- oriented legacy project for San Diego," said Eric Hepfer, managing director at Hines.The planning commission recommended approval by a vote of five in favor, with one abstention and one commissioner absent. 1774

SAN DIEGO (CNS) - San Diego County's unadjusted unemployment rate rose to 3.3% in June, the first increase in the rate since March, according to data released Friday by the California Economic Development Department.The county's unemployment rate rose from an adjusted 2.7% in May to 3.3% in June. The unemployment rate had steadily declined for much of the year's first half, save for a one-tenth increase from 3.5% in February to 3.6% in March.3.3% in June. The construction, government and manufacturing industries also showed month-over-month gains of more than 1,000 jobs.Despite the month-over-month increase, the county's unemployment rate remains below last year's June rate of 3.6%. Nonfarm industries added 25,700 jobs from June 2018 to last month while farm employment dipped year-over-year from 9,700 to 9,000.The professional and business services and educational and health services industries added 8,000 and 7,400 jobs, respectively, far and away the most in the county year-over-year. Construction, manufacturing, leisure and hospitality and government jobs each increased by 2,400 jobs or more as well. The San Diego Regional Chamber of Commerce suggested the data underscore the strength of the county's technology sector."The economy continues to get stronger in large part because of San Diego's continued recognition as a technology hub,'' said Sean Karafin, the chamber's vice president of policy and economic research. ``The regional leadership in tech supports other industries such as healthcare, which continues to lead the country in using advanced technologies to improve service.''The trade, transportation and utilities, information and financial industries lost a combined 4,200 jobs year-over-year, the only industries to show negative growth. The trade, transportation and utilities industry lost the most, according to the EDD, dropping 2,800 jobs from June 2018 to last month. Statewide unemployment remained at 4.2 percent in June, unchanged from the state's rate in April and May 2019 as well as May and June 2018. SAN DIEGO (CNS) - The San Diego City Council's Active Transportation and Infrastructure Committee unanimously voted today to send a set of regulations on dockless electric scooters and bicycles to the full council.Should the full council vote in favor of the regulations, scooter riders would be banned from parking scooters and bicycles in hospital and school zones, beach area boardwalks, the perimeter of Petco Park and the north and south legs of the Embarcadero. Riders and scooter company employees would also only be able to park scooters in groups of four in designated areas on the street, with at least 40 feet between groups. Scooter speeds, currently a maximum of 15 mph, would be slowed to 8 mph in high-traffic areas like Spanish Landing, Petco Park and Balboa Park, and 3 mph on the Embarcadero and the Martin Luther King Jr. Promenade. Scooter companies would use geofencing technology to limit parking abilities and speeds in specific areas, technology that Bird already uses in areas like the Santa Monica Beach Bike Path.The city would also require scooter companies to apply for a six-month operational permit with a to-be-determined fee and pay 0 per scooter or bike each year. Scooter companies could only renew permits in January or June, bike each year. "I've seen a lot of underage riders operating scooters and Idon't see any provision in this ordinance that specifically requires operators to do something to stop children from illegally riding scooters.''Representatives from scooter companies Bird, Lime, Razor and Lyft all expressed support for the regulatory package, while some residents framed the proposal as not doing enough to ensure the safety of San Diego pedestrians."As the creator of e-scooter sharing, we have seen first-hand how vital it is for our transportation solution to be integrated thoughtfully into a community,'' said Bird spokeswoman Kyndell Gaglio. ``We take the importance of protecting the safety and welfare of our riders and community very seriously and so we commend San Diego on its efforts to develop clear and impactful regulations.''Mayor Kevin Faulconer originally proposed a similar set of regulatory concepts in October, which the council's Public Safety and Livable Neighborhoods Committee approved while requesting a fleshed-out version. Faulconer's proposed the current version of the regulations last week after months of pressure from residents concerned about public safety and from transportation advocates who didn't want the scooters banned outright.The city attorney's office is also in the process of responding to a lawsuit against the city and the scooter companies for failing to stop residents from using the scooters on the city's sidewalks. 3806

  

SAN DIEGO (CNS) - The historic Hotel del Coronado is reopening Friday, ending the first closure in the hotel's 132-year history.The famous red-roofed hotel on Coronado Island's Orange Avenue closed with other hotels in late March as the COVID-19 pandemic reached San Diego.Hotels have started to reopen in June, following state and county public health guidelines. The Hotel del Coronado, a major tourist attraction, will reopen with limited amenities and reduced occupancy.Hotel del Coronado General Manager Harold Rapoza told 10News guests and hotel staff can expect to feel safe and comfortable after numerous modifications."We disinfect all the high-touch areas, including the light switches, remote control, door handles. We sanitize the entire room, and then we put a seal on the outside of the door so when guests do check in, they know that no one has accessed the room. They are the first person to access the room since it was cleaned and disinfected," Rapoza said.Rapoza added face coverings/masks will be required for all hotel staff and guests while in public areas. He also said there will be sanitation stands and cleaning wipes around the resort.Rapoza said as soon as they learned the hotel would be allowed to reopen, staff worked "fast and furious" to meet new health and safety guidelines."This is a very busy resort in the summer. There's a lot of foot traffic and we wanted to make sure we could manage through the guidelines. We want everyone to come and enjoy the Del and see the Del this summer. We're excited to show them our new amenities and our new protocols," he told 10News.The luxury villas the Beach Village at The Del will also open Friday. The hotel's main pool and Cabana guestrooms will remain closed until at least July 19 until upgrades are completed.Until the pool reopens, hotel management said guests will be able to borrow sand chairs for the beach and umbrellas for free. Guests will also get a daily dining credit and discounted self-parking.The hotel plans to premiere its Sun Deck, ENO Market & Pizzeria and Babcock & Story Bar in early August."I think people are excited. I mean, this is a great time of year for Coronado and for the town. The weather's great and our beaches are amazing, and I think people are going to enjoy it," Rapoza said.Hotel del Coronado opened in February 1888 and quickly gained a reputation as a celebrity getaway. SAN DIEGO (CNS) - The city of San Diego announced a partnership with county officials Monday to address staffing and capacity concerns for a program that assists frequent 911 callers and reduces the strain on the county's emergency response centers.The San Diego Fire-Rescue Department's Resource Access Program launched as a pilot program in 2008 and has both contracted and expanded since.The program connects frequent 911 callers, many of whom deal with homelessness, mental illness, substance abuse and other medical issues, to local health and housing services.According to the city, roughly 90% of people in the RAP who call 911 more than 30 times annually are homeless. Although the program's members make up fewer than 1% of the city's population, they generate roughly 20% of its 911 calls.``Using a data-driven approach, we are identifying those San Diegans who need specialized care and connecting them with the help they need so they don't have to call 911,'' Faulconer said. ``It's a shining example of how the city and county can work together to find solutions to our region's mental health crisis.''The program reduced its size in 2017 due to a lack of funding, according to the city. As a result, the number of patients with more than 50 911 calls per year increased from one in 2016 to 26 in 2018. Last month, the program added six new positions as the city and county aim to restore its effectiveness to a level similar to earlier in the decade.``Our region needs action tackling the challenges of providing mental health services and this city-county collaboration is critical to helping meet that need,'' Fletcher said. ``Teams of trained medical and mental health professionals from the county and city through the Resource Access Program can quickly take action to help people experiencing a behavioral health emergency. This partnership exemplifies a great spirit of cooperation and progress.'' 1926
