SAN DIEGO (KGTV) — San Diego's Board of Supervisors Wednesday approved a new initiative to encourage homeowners in the county's unincorporated areas to develop "granny flats" to help ease the region's housing shortage.The initiative will waive county permit and development impact fees over the next five years for property owners who want to build granny flats or other small dwellings on lots with existing homes. SAN DIEGO (KGTV) - San Diego State Students created public service announcements, as part of a competition, to encourage their peers to take precautions and stop the spread of the coronavirus. Thursday the university announced two more students tested positive for the virus, making the total four since move in.The County of San Diego and SDSU will use the PSAs online as part of a new ad campaign, according to the county.The university came to the county amid a spike in cases among young people age 20-29. San Diego County reported 25% of positive cases belong to that age group."We're asking people of your generation of your age group to do the right thing," Dr. Hala Madanat, Director of the School of Public Health at SDSU, said. She led the charge to create the competition."I really was hoping that we would hear from the age group where we were struggling to get adherence to the guidelines and be the ones to encourage their peers," to follow the guidelines she said.One of the three winners, Senior JakeBryan Bonifacio, said he felt an obligation to use his skills to help. "It [the pandemic] is very concerning so that’s why I felt compelled to share this opportunity, share my video."Bonifacio is a Marketing major and already had the tools to create a video. He said he used his own camera and editing software.He said it was most important to create an impact using levity and positivity. He used his pup to demonstrate social distancing, "He’s the star of the show... animals bring that lovability."While he is optimistic, he hopes to be a leader for change, to protect his peers and those more vulnerable, like his grandmothers.The winners were announced August 10th and received Apple AirPods, according to Bonifacio.SDSU has 29 confirmed coronavirus cases since March, encompassing students, staff and visitors. 1840

SAN DIEGO (KGTV) – San Diego State University resumed some in-person classes Monday, allowing several thousand students to come back to campus.Monday was the first time students were allowed at school since in-person classes were suspended in September due to the rising number of reported positive COVID-19 cases, both on and off campus.SDSU fine arts graduate student Naomi Chicoine has been taking classes almost entirely online this semester because of the outbreaks on and off campus.She said, "The hardest part is not knowing what's going to happen next. Are we going to be able to stay on campus or not?”The school has nearly 1,200 cases since school started in late August. At one point, the case numbers were high enough to put San Diego County at risk of being knocked out of the state of California’s red tier and into the stricter purple tier.Students are now being asked to do self-assessments and stay home if they're feeling sick.Before they go into a class, students get their temperature checked at one of two kiosks on campus. A device scans their temperature, then displays green or red, indicating if they are fever-free.Students get a wristband if they're cleared, which is date-stamped, and it allows them to go to class. The process takes less than a minute and saves professors from having to scan students themselves.Everyone coming onto campus for class -- students and staff -- is also required to get tested at least every 14 days.The school is also promising to strictly enforce mask and social distancing compliance. Classes are limited to mostly those required by students for graduation, around 3,000 students per week who will come to campus.The California State University system has also expanded SDSU's ability to enforce policies. They say they're issuing citations to students and staff who don't comply with the rules.Students could also face additional consequences, such as suspension or expulsion, according to a letter from the university president. 2000

SAN DIEGO (KGTV) — San Diego's Chicano Park is already a local icon. But soon, the mural-clad location could be listed within the National Park System.The Chicano Park Preservation Act (H.R. 486), introduced in January by Rep. Juan Vargas of the 51st Congressional District, would require the Department of the Interior to conduct a special resource study of Chicano Park and its murals and evaluate the site's national significance. Depending on those results, the agency would determine the feasibility of adding the park to the National Park System (NPS).Tuesday, the bill was the subject of hearings by the House Natural Resources' subcommittee on National Parks, Forests, and Public Lands.RELATED: Celebrating Community: Chicano Park approaches 50th anniversaryShould Chicano Park be granted NPS status, it would continue to be managed outside of the system but qualify for National Historic Site federal protections and aid.In January, Rep.
