SAN DIEGO (KGTV) - When President Trump visited San Diego in September, he made a special trip down to the border to tout the wall and its technological advances. The president has made border security a major part of his term, even calling for the addition of 5,000 border patrol agents.A new study from San Diego State University says the increased emphasis on stopping illegal crossings and drug smuggling could make those very agents the targets of corruption and bribe offers. "When one door is closed, they try to find another one which is open," said David Janscisc, the public affairs professor at SDSU who authored the study. Janscisc says the harder it gets for smugglers to get people or drugs into the U.S., the more likely they are to seek help from agents at ports of entry. "You can clear a car full of drugs just by not inspecting it," he said. Janscisc isn't saying Customs and Border Protection is corrupt, but wanted to study how corruption occurs. He based his study off of 160 cases of CBP corruption over 10 years, noting the agency has 60,000 employees. Janscisc found the employees with less than five years of experience were more likely to be involved in drug-related corruption. However, those who were there longer were more likely to commit immigration-related offenses, such as falsifying paperwork to help get someone into the country. In a statement, Customs and Border Protection said applicants go through a strict hiring process that could include polygraph tests. "After the hiring process, CBP applies proactive measures in the form of training, rules geared to ensure workplace integrity and oversight and management of frontline officers and agents by CBP leadership at every level," the statement said. SAN DIEGO (KGTV) -- Uber Eats will begin testing a new service that will deliver food using drones in San Diego, the company announced Wednesday. Uber and San Diego were granted the winning bid by the Federal Aviation Administration last year to test the new delivery service, according to the company. Here’s how Uber says the system will work: After a restaurant loads the meal into the drone and the drone takes off, a system will notify a nearby Uber Eats delivery partner to meet the drone at a drop-off location. The orders will then be picked up and hand-delivered to customers. The company says the initial phase of testing in San Diego was done with McDonald’s, but that it will be expanded later this year to include more restaurants, including Juniper and Ivy. “We’ve been working closely with the FAA to ensure that we’re meeting requirements and prioritizing safety,” said Luke Fischer, Head of Flight Operations at Uber Elevate. “From there, our goal is to expand Uber Eats drone delivery so we can provide more options to more people at the tap of a button. We believe that Uber is uniquely positioned to take on this challenge as we’re able to leverage the Uber Eats network of restaurant partners and delivery partners as well as the aviation experience and technology of Uber Elevate.” 1571

SAN DIEGO (KGTV) - UC San Diego Health unveiled a drone pilot program they are a part of, testing flights containing sensitive medical samples and documents.The idea is to skip over traffic on the ground. "Unfortunately traffic seems to get worse and worse every year so what we're really trying to do is find alternatives for doing that," Matthew Jenusaitis, Chief Administrative Officer at UC San Diego Health said.San Diego is one of nine cities in the country testing the FAA's Integration Pilot Program."So the goal is to establish how the FAA is going to monitor a lot of their drone flights as we move forward," James Killeen, Emergency Medicine Physician and Professor of Emergency Medicine, said. He said this will help determine how other private delivery companies, like Amazon, will operate drones.This drone is three feet by three feet and carries a small UPS box. "The package itself is specially designed, impact resistant, temperature controlled... The container is locked, so only special people can open it," Killeen said.The drone is also equipped with a parachute.The program received FAA certification and authorization and will use low risk flight paths for the deliveries.They worked with the military on how to safely flhy their drone and established a ceiling of 300 feet.The flights themselves are completely automatic.The future, Jenusaitis said, is limitless, "we could potentially be using this to fly samples from our clinic 20 miles away from here, in Rancho Bernardo, to the hospital."Currently they are flying dummy samples. In the coming weeks they will fly medical samples from volunteer patients.There are no cameras on the drones, to ensure privacy of those on the ground. Now the beloved North Park newsstand is closing down after 70 years."For a lot of people, they're here every day. It's their mainstay," said Ken Gabbara, owner of Paras News for the last 11 years. Health concerns are just one of the reasons he's letting the iconic shop go. You can't compete with something they give away for free for the most part," said Gabbara.At one time, they sold over 4,000 types of magazines, but with less published nowadays, that number dropped to 2,500.Longtime customers are sad to see the neighborhood establishment go. "It's going to be missed, it's really going to be missed," said Sharon Maynard, a customer of 35 years.Maynard fell in love with the literary and poetry magazines. "Now they just go online, but for me, there's nothing better than having it in your hand in print," said Maynard.Also sad to see the newsstand go is manager Kent Snyder, who's worked at Paras for 33 years. SAN DIEGO (KGTV) — Two teens are dead after a car reportedly struck a freeway guardrail in Mission Valley, before flipping over into an embankment and bursting into flames.Witnesses told CHP they saw a car speeding on the ramp from westbound Interstate 8 to southbound State Route 163 just after 3 a.m. Saturday. The car hit a guardrail and flipped over the edge of the freeway and fell down onto an embankment below, CHP says.By the time authorities arrived on scene, the vehicle was on fire.Three of the four occupants, including the driver, were pulled from the wreckage and taken to a nearby hospital. Officers tried to pull the fourth person from the vehicle, but say flames overtook the car.After the Medical Examiner arrived to help retrieve the fourth person, they said a second body was found in the charred wreck. It was unclear it the fifth occupant was killed in the crash or fire.The two victims were described as being 15 years old.CHP said they suspect drugs or alcohol may have been a factor in the crash. Because of that, the driver could be charged with manslaughter, CHP says.The crash closed the onramps from southbound SR-163 to westbound I-8 and WB I-8 to SB SR-163. CHP was unsure how long the closures would be in place. 1252
