N'DJAMENA, Feb. 16 (Xinhua) -- Chadian President Idriss Deby Itno said Wednesday while meeting visiting Chinese Foreign Minister Yang Jiechi that his country is willing to expand cooperation with China in infrastructure building, agriculture, health care and other fields.During the meeting with Yang, who arrived here Tuesday for an official visit, the president said the Chadian-Chinese relations are based on equality, mutual respect and noninterference in each other's interior affairs. He said China has successfully completed a number of aid projects in Chad, which greatly facilitated the social and economic development of the African country.Deby said Chad is willing to boost cooperation with China in such areas as infrastructure construction, agriculture and health care, and hopes to strengthen coordination with China on international affairs.For his part, Yang said Chad has undertaken the path of national reconciliation, political stability and social progress under the leadership of President Deby, and has made significant achievements in economic development and improvement of the welfare of the Chadian people.He said bilateral relations are developing rapidly since the re-establishment of diplomatic ties, with cooperation and exchanges at different levels significantly increased. The two sides have improved mutual political trust, supported each other on matters regarding each other's core interests, and seen continuous progress in trade and economic cooperation, said the foreign minister.Yang said China sees Chad as an important partner in Africa, and China is willing to further boost mutual political trust with Chad, expand trade and cooperation in infrastructure building, telecommunications as well as education sectors.The visiting Chinese FM also met with his Chadian counterpart Moussa Faki Mahamat Wednesday on further improving bilateral relations and cooperation.

WASHINGTON, April 11 (Xinhua) -- Taking a statin before having major elective surgery reduces potentially serious kidney complications, according to a study appearing in an upcoming issue of the Journal of the American Society Nephrology.Each year, more than 230 million major elective surgeries are performed around the world. Unfortunately, many patients who undergo major operations develop kidney injury soon after surgery, often due to decreased blood flow to the kidneys and/or the effects of inflammation.Animal studies suggest that the cholesterol-lowering drugs called statins protect the kidneys from such damage, but whether a similar benefit occurs in humans is uncertain. To investigate, Amber Molnar, University of Western Ontario, and colleagues conducted a population-based retrospective study of all older patients who underwent major elective surgery in the province of Ontario, Canada from 1995 to 2008. Surgeries included cardiac, thoracic, vascular, intra-abdominal, and retroperitoneal procedures.A total of 213,347 patients from 211 hospitals underwent major elective surgery, and 4,020 patients (1.9 percent) developed postoperative kidney injury within two weeks of surgery. A total of 1,173 patients (0.5 percent) required dialysis within two weeks of surgery, and 5,974 patients (2.8 percent) died within a month of surgery.Prior to surgery, 67,941 patients (32 percent) were taking a statin. Patients taking a statin were 20 percent less likely to develop kidney injury, need dialysis, and die compared to patients who were not taking a statin. Also, there was evidence of a dose-effect, with patients on higher potency statins having less kidney injury. In addition, statins were beneficial whether they were started greater than 90 days or less than 30 days prior to surgery."Our study suggests that statin use in older persons results in less kidney injury following major elective surgery and reduces the risk of premature death after surgery," said Molnar, adding that the results warrant further investigation with more rigorous studies, but such trials will be difficult to carry out.

BEIJING, Feb. 18 (Xinhua) -- China needs to reform funding methods for scientific and technological research in order to boost the nation's innovation capabilities, said officials and researchers attending a conference in Beijing Friday.The management of the government-funded research projects should also be reformed, State Councilor Liu Yandong said at the national conference on science and technology work.Liu stressed that reform, innovation and cooperation should be the keys for China's science and technology work over the next five years, when the government would increase funding for research in new strategic industries, such as new energy, biomedicine and high-end manufacturing.Last year, central and local government spending on science and technology development totaled 380 billion yuan (57.8 billion U.S. dollars), Science and Technology Minister Wan Gang said at the conference.Over the past five years, central government spending on science and technology development had grown by around 20 percent annually.However, some researchers have complained problems in the funding system actually hinder innovation and progress.Inflexibility in the management of government funds allowed researchers little freedom to adapt projects to developments in their fields, said Li Zhenzhen, a researcher at the Institute of Policy and Management under the Chinese Academy of Sciences (CAS).Chen Jie, a research fellow of the CAS' Institute of Microelectronics, said some authorities which oversee the spending of research funds had been rather rigid."In some cases, they are more interested in spending most of the funds on new equipment than scientists," Chen said in an earlier interview with Xinhua. "Without decent pay, it is difficult to attract top scientists to work in China.""Having to solicit and lobby for funding to support the team's research projects leaves me no more than five hours a day for real research," Chen said.Top-level scientific brains are the key to the innovative capability of China, he added.A researcher attending Friday's conference echoed Chen's opinion."China manufactures 65 percent of the world's computers. BEIJING, May 28 (Xinhua) -- The issue of third-party online payment permits in China this week will boost the sector's development through giving it a legal status, analysts said.The People's Bank of China (PBOC), or the central bank, on Thursday announced its first batch of electronic payment licenses to 27 qualified third-party online payment platforms, including Alipay, Tenpay and 99bill.It also stipulated that all the third-party payment businesses should obtain licenses before September, or cease doing business.The move has long been awaited after the central bank said in June last year that non-financial institution payment service would be regulated, and that all businesses involved in the service must get licenses before Sept. 1, 2011.The license covers payment transactions such as Internet payment, mobile phone payment, bank card acquiring service, issuance and accept of prepaid cards and currency exchange.The move provides a legal status for the third-party payment sector so that it can develop in a more standard and healthy way, said Zhang Meng, an analyst with Analysys International, an Internet market information provider.Third-party payment enterprises refer to those non-financial operators who work as the third party between buyers and sellers to provide payment settlement through Internet, telephones or mobile phones.China has the world's highest number of Internet users, with about 457 million netizens, among whom 148 million were active online shoppers as of the end of last year.China's online payment topped 1.09 trillion yuan (167.29 billion U.S. dollars) last year. The figure was 397.3 billion yuan in the first quarter this year, almost doubled year-on-year.99bill CEO Guan Guoguang called the issue of the third-party payment licenses "a milestone" for China's e-payment sector.Requiring that enterprises must be licensed to operate e-payment businesses will help standardize the sector, improve services and boost integration of e-payment and e-commerce, said Guan.The first group of e-payment license holders include Alipay.com Co. Ltd; Tenpay.com, an e-payment platform developed by Chinese Internet giant Tencent Holdings and Shengfutong, launched by Shanda Interactive Entertainment.Five applicants, however, failed to get licenses.Businesses with licenses will attract more investment and high-end personnel, says iResearch analyst Cheng Shanbao.For those without a license, they will be merged or have to pull out of the sector, according to Yeepay CEO Tang Bin.The central bank selected enterprises that have good management and risk control systems, as well as profit prospects, Zhang Meng said.Mergers are inevitable as the cut-off date of Sept. 1 is approaching, he added.The third-party payment enterprises mainly profit from 1 to 4 percent fees, but analysts believe profits from the fees might be reduced due to fierce competition.
