SAN DIEGO (CNS) - Traffic volume in the San Diego region was at its lowest point this year in April, and volume remains relatively low and speeds higher compared to 2019, according to an interactive map released Tuesday by the San Diego Association of Governments.The SANDAG Highway Hot Spots & Volumes Tracker measures weekday month-by-month vehicle miles traveled on local highways, including traffic speeds and average daily traffic volumes -- which, this year, reflect fewer cars on the road due to the pandemic. The data available on the tracker includes March through October 2020, and users can also compare current data to the same time in 2019. The SANDAG tracker is updated monthly."This new tool is intended to be a resource to assist community members and local leaders with current traffic data to make regional decisions," said Cynthia Burke, SANDAG director of research and program management. "The Highway Hot Spots & Volume Tracker Highway Hot Spots & Volumes Tracker has shown us that the greatest drop in traffic volumes this year were seen in April when we were down 44%, compared to the same time last year."The SANDAG tracker also shows that between June and October, traffic volumes hovered between 15% and 16% lower than compared to 2019.The number of vehicle miles traveled on eight local highways reflected that same trend. Data shows that in October, traffic remained lowest on State Route 163, which was down 29% compared to October 2019, and that State Route 78 and Interstate 805 were the closest to last year's figures at this time -- down 11% and 13%, respectively.The tracker offers multiple ways to interact with and explore the data, such as filtering to focus on points of interest and selecting data points in the chart to make simultaneous comparisons.SANDAG picked several San Diego region hotspots of particular interest, including Southbound Interstate 15 at Deer Springs Road, Southbound Interstate 5 at Manchester Avenue, Northbound I-805 at Governor Drive and Westbound State Route 52 at Mast Boulevard.Speed data at each of the hot spots during morning peak periods revealed that in October, speeds were up an average of about 6 mph compared to March.The largest increases were seen at Northbound I-805 at I-15 -- 13.7 mph faster in October -- and Westbound Interstate 8 at Waring Road -- 10.5 mph faster. SAN DIEGO (KGTV) - 10News was there as an emotional burglary victim was reunited with her stolen Pekachu puppy.Ashley Morales was overcome with emotion as young Lorenz Lugg placed her 4-month-old puppy back in her arms. "I can't believe it. I never thought I would get him back," said Morales.On Monday, a distraught Morales sat down with 10news after a Sunday morning burglary at her Spring Valley condo on Madrid Way. As her children slept inside, a neighbor's surveillance cameras captured several suspects as they walked in and out of the condo. Missing from the home: a television, jewelry, and Snuffles the Pekachu."I just want my dog back," said Morales, as she pleaded for her puppy's return. What she didn't know was that her puppy was at Payd 2 Fade barber shop in the College Area. Shop owner Roc Lugg says early Monday afternoon, a man resembling the suspect in the video came in with a story."He had the dog, but was homeless and living out of his vehicle. Couldn't afford to take care of the dog anymore," said Lugg. When Lugg saw how well the dog was interacting with his own dog, he decided to purchase the puppy to give him a better home. He paid 0. Later that day, his wife got a big shock as she was watching 10news. She realized their new puppy was actually someone else's. Their young son led the charge to reunite puppy and owner."I was desperate to find them and give it back to them. He needed to be home," said Lorenz Lugg.The family called 10news and we called Morales. ="I'm glad humanity is still thriving ... I'm over the moon. I got my baby back. I can't believe it," said Morales.Morales did give the family a reward to help cover the money they spent on the purchase. No arrests have been made in the burglary investigation. 1769

SAN DIEGO (KGTV) — A Camp Pendleton Marine was taken into custody this week after border officials say the Marine was trying to smuggle immigrants through a port of entry.The junior-enlisted Marine was taken into custody early Monday morning by U.S. Customs and Border Protection personnel at the San Ysidro Port of Entry, according to the 1st Marine Division at Camp Pendleton. The Marine was reportedly bringing undocumented immigrants into the port.The Marine is being held in civilian custody and CBP and the Naval Criminal Investigative Service were investigating. The lead authority in the case has not been determined.RELATED: Attorneys for Marines accused of human smuggling call public arrests illegalThe Marine was not part of military personnel currently serving at the border to assist CBP and Border Patrol agents, Camp Pendleton said.The Camp Pendleton Marine is the latest military member from the base to be charged in an immigration scandal. In July, 23 Marines were detained over human trafficking, drug distribution, and weapons charges, according to the base.Of those 1st Marine Division Marines, six have pleaded guilty at court martial appearances. Thirteen Marines have approved pre-trial agreements requesting separation from the Marines instead of court martials or waiving separation board processes. SAN DIEGO (KGTV) - A 21-year-old North County man was stabbed early Saturday morning during an argument with three males over loud music, San Diego Police Department officials said.The stabbing was reported at 12:23 a.m. in the 14200 block of Cuca Street in Rancho Penasquitos, about a block away from Los Penasquitos Elementary School.Police said the man was stabbed in the right forearm during the argument. The victim's relatives transported him to a nearby hospital.The three suspects jumped into a dark vehicle and fled in an unknown direction, according to police.There is no further suspect information. 621

SAN DIEGO (CNS) - Two major projects at hotel sites in Mission Valley are scheduled to go before the San Diego City Council for possible approval today.The council members will consider a series of actions that would clear the way for the Legacy International Center, a long-planned religious conference center on the 18-acre site of the former Mission Valley Resort.The facility proposed by televangelist Morris Cerullo would encompass five buildings, including a new 127-room hotel and restaurant. It would also have a replica of Jerusalem's wailing wall and a domed theater featuring biblical films.Before the council are the project's environmental impact report and development permit, along with amendments to zoning plans.Opposition to the project could come from members of San Diego's LGBT community, who, in a Facebook event post, cite an alleged lack of transparency during the planning process, conflicts of interest and potential violations of the state open meeting law, among other things.Separately, the council will consider a major renovation project for the oldest hotel in Mission Valley. Plans call for dividing nearly 40 acres of the 64-year-old Town & Country Resort and Convention Center into three sections -- one for the hotel, another for an 840-unit residential development and the third for a 3.3-acre public park along the San Diego River.As part of the million project, the hotel would be downsized from 954 to 700 guest rooms and conference facilities would be reduced from almost 213,000 square feet to just over 177,000 square feet, according to an environmental impact report.The report said 27 structures and a parking lot would be demolished and four six- and seven-story buildings constructed, along with associated parking structures.The park section would include not only park land but also the restoration and enhancement of 8 acres of river habitat and the creation of a 14-foot-wide pathway, the EIR said.The Town & Country started in 1953 as a motor inn when Mission Valley was mostly farm land.
