SAN DIEGO (KGTV) - The County of San Diego released a 200-page report on Thursday that examines its handling of the recent Hepatitis A outbreak that infected almost 600 people and caused 20 deaths.The report details the county’s successes and what recommendations it has for the future. County officials have been criticized by some people who believe there was not enough action taken at the time.“The county seems to be more interested in its [own image] rather than solving problems,” prominent homeless advocate Michael McConnell told 10News by phone Thursday. SAN DIEGO (KGTV) -- Students have been released from school following reports of shots fired in the area around Kearny Senior High School Wednesday afternoon. According to San Diego Police, officers were alerted to the reports around 2:20 p.m. So far, no one has been taken into custody and police are still searching for a scene. Mesa College Drive is also closed from Ashford to Armory while police search the area. Kearny Senior High School is located on the 1900 block of Komet Way near San Diego Mesa College. 523

SAN DIEGO (KGTV) - The city is running behind on a project to restore an iconic bridge that borders Hillcrest and North Park.Now, people in the area are growing frustrated at the construction on the Georgia St. bridge that's causing traffic delays and drivers to use surrounding neighborhoods as shortcuts."Traffic is very very bad because of te bridge, and I have to go around to buy stuff for my shop, and it's taking me longer to get where I want to go," said Milan Misic, who lives in the area and owns the Balboa Perk coffee and antique shop. The city is restoring the 103-year-old bridge so it can withstand an earthquake. The city broke ground on the million project in July 2016, saying it would take a year. But now it won't be finished until next spring.A city spokesman says the delays are because of weather, and unanticipated cobbles and deposits crews discovered in the bridge walls, making drilling more difficult.He added that there is no threat to public safety and it will not raise the cost.You can track the project on the city's website.   1092

SAN DIEGO (KGTV) -- The convention center expansion initiative will not make the November ballot even though San Diego Mayor Kevin Faulconer gave it his best shot.Faulconer's ballot measure proposal to fund the convention center expansion, get homeless people off the streets and fix roads needed five votes to pass.  It only got 4.The vote came after Faulconer asked council to convene a special meeting with just 24 hours' notice.  The mayor requested it after learning there weren't enough valid signatures collected to place the measure on the November ballot. 602

SAN DIEGO (KGTV) - The California Highway Patrol has ruled out street racing and DUI as causes of a crash on Interstate 805 in Sorrento Valley that left a man with serious injuries. Traffic came to a standstill in the northbound lanes of the freeway about 2 p.m. when a silver Mercedes SUV hit the driver of a blue Nissan. Witnesses told the CHP the Nissan suddenly stopped in a lane and the driver got out of the car. CHP says the Nissan became disabled and the driver got out of the car after pulling off to the side of the road. The Nissan’s driver was struck and thrown 135 feet before landing on the pavement. The CHP said the man had severe head injuries. A total of four cars were involved in the resulting pileup. Three people were taken to the hospital, San Diego Fire-Rescue reported, but no one aside from the Nissan's driver was seriously hurt. The other drivers stopped and cooperated with the investigation. The affected lanes of the freeway reopened about four hours after the crash.The Nissan was recently purchased, according to the CHP. Investigators said the driver might be a member of the military. 1127
