SAN DIEGO (KGTV) -- The family of the man killed in a wrong-way crash on Interstate 5 Monday morning says the California Highway Patrol got it wrong. According to them, their brother - Justin Callahan - was a driver, but not the driver who caused the crash. RELATED: Driver killed, 2 hurt in wrong-way crash on I-5On Monday CHP told 10News the following: Just before 2 a.m. Monday, a Volkswagon Jetta was traveling eastbound in the westbound lanes of Inerstate 8 from Sunset Cliffs Boulevard. As CHP officers responded, the Jetta entered the northbound Interstate 5 transition ramp to the westbound I-8 in the wrong direction and collided head-on with a Toyota Camry.An SUV then crashed into the back of the Camry, the CHP said.The driver of the Jetta was 35-year-old Justin Callahan, who was declared dead at the scene. Justin's family says he usually drives home from work at the time and would have been traveling in the opposite direction - from Chula Vista to his home in Ocean Beach. Based on that information, they tell 10News the CHP's report just doesn't add up. "It doesn't make any sense," his brother, Tommy Villafranca, said.  "Why would he get back on the freeway and get back the opposite direction?"And if Callahan did turn around and got back on the freeway, the timing doesn't add up,  his brother said.  He says his work caught on security video leaving at 1:38 a.m. and the crash happened less than 20 minutes later."It takes 21 minutes just to get from his work to Sunset Cliffs Boulevard," Villafranca said.   "He’s still got to turn around go back, and that would take even more time, so the timeline is not working at all."The family has created a GoFundMe to help them pay for arrangements necessary to get Callahan back to Wheatland, California and arrange a funeral. "Justin was an artist and an inspiration to the people around him," James O'Callahan wrote on the GoFundMe page. "At this point I am too broken up inside to write anything worth reading. Please share a story you have about him in the comments."In the comments, Stevie Workman wrote: "Justin, was my neighboor down stairs while I was in college. We had great times!! Dressing up in suits to go to fancy dinners, Super Bowl parties and talking to him about aviation. He was an amazing guy! The DMV is also recommending that state law enforcement be flexible when reviewing driver license or identification and vehicle registration. SAN DIEGO (KGTV) -- The man suspected of driving into and setting fire to a Raytheon building in San Diego last month appeared in court Wednesday. Daniel Hector Mackinnon, 36, pleaded not guilty at his Wednesday arraignment. Mackinnon was charged with two counts of malicious destruction of a building by means of fire in late April. According to authorities, on April 24, an explosion occurred at the Raytheon building on the 8600 block of Balboa Avenue. RELATED: Man accused of slamming into Raytheon building federally chargedA complaint filed in federal court says surveillance video shows a Toyota Prius drive into the side of the building before a man can be seen in the back of the car. Authorities say the man then opened the back hatch when a fireball shot from the side of the vehicle and the man fled. According to the complaint, two empty magazine cartridges and remnants of a melted gas container were found inside the car. The Prius also had two different stolen California license plates. SAN DIEGO (KGTV) -- The cost of housing is a huge issue in California, as the issue of rent control heads to the November ballot.Proposition 21 would allow local governments to establish rent control on residential properties over 15 years old. It allows rent increases on rent-controlled properties of up to 15 percent over three years from previous tenant’s rent above any increase allowed by local ordinance.The proposition would exempt individuals who own no more than two homes from new rent control policies.Mark Doering is a landlord who rents out two homes. While Prop. 21 would not apply to him, he said he is against rent control. "I think the government has put enough burden on landlords like myself," he said. During the pandemic, numerous local governments issued bans on evictions for those facing hardships due to COVID-19. While Doering understands this difficult time, he said he and other landlords depend on the rent money."If they relied on that rent, they're in a bad enough situation as it is right now," Doering said. The No on 21 ad airing on television is sponsored by the California Apartment Association, with major funding from Essex Property Trust and Affiliated Entities, Equity Residential, and AvalonBay Communities. Pt. Loma Nazarene University's Chief Economist Lynn Reaser said the No and Yes on 21 ads do not actually explain what will happen if the measure passes. “It allows local governments to set their own rent control measures that would be different from what the state now has, which basically caps rent increases at 5 percent plus rate of inflation,” Reaser said.The ad claims that voters rejected a similar measure two years ago, which is true. There are a few differences with Prop. 21 than Prop. 10, which failed in 2018. This measure would apply to housing more than 15 years old. Owners with one or two properties would be exempt. Reaser analyzed Census statistics and said roughly one out of 10 rental units would be affected by Prop. 21. About 45 percent of Californians are renters. In San Diego County, about 450,000 rental units would be affected, or about 85 percent of all rental housing.The ad also claims that Prop. 21 would reduce home values by up to 20 percent. Reaser said it is likely property values will decrease over time, but not immediately."That will spill over into lower property taxes, which funds primarily our schools," Reaser said. The Legislative Analyst's Office said even as owners sell off their properties, "revenue losses from lower property values would be larger than revenue gains from increased sales." SAN DIEGO (KGTV) - The census count impacts everyone living in the United States, from determining how much federal money cities and counties receive to how many representatives states get in Congress. Everyone living in the country regardless of age, race, and citizenship status is asked to fill the survey out. But San Diego and Imperial Counties are notoriously difficult to get an accurate count, the second most challenging region in the entire country. For the 2020 census, over 100 community organizations and civic groups in San Diego are working together to reach "hard to count" populations.“Some of the ethnic groups are the ones that are hard to count, such as the African Americans, the Hispanic, Asian Pacific Islanders, as well as immigrant and refugee populations are really hard to count," said Nancy Sasaki, President & CEO of United Way of San Diego County.United Way of San Diego County is leading the Count Me 2020 campaign. Sasaki went on to say veterans, homeless people, and children are often left out too. The county was awarded two major contracts, totaling .22 million, to coordinate Census 2020 outreach for hard to count populations in San Diego and Imperial Counties.The Supreme Court will rule whether the controversial citizenship question will be added to the census, a decision is expected by June. 1349
