SAN DIEGO (CNS) - San Diego City Councilman Chris Cate urged prosecutors Friday to take a zero-tolerance stance on predatory scams involving fraudulent checks, particularly amid the COVID-19 pandemic when people may be especially susceptible to fraud.In a letter sent Friday to California Attorney General Xavier Becerra, the councilman suggested removing the possibility of prosecuting Penal Code 476 -- which makes creating or passing a fake check a crime -- as a misdemeanor, increasing the fine amount and maximum jail sentence for those found guilty, and assigning additional Department of Justice resources to investigate check fraud complaints.The councilman wrote that scams in the form of fake check deposits "are becoming widespread in Southern California and are causing our most vulnerable to lost thousands of dollars they cannot afford."Cate said one such fraudulent check was recently received by one of his staff members, which appeared authentic and bore the name of a "legitimate financial institution."He said he worried that with high unemployment rates amid the pandemic, people would be more likely to fall prey to scams of this sort."Taken as a whole, these measures will send a clear message to those who would attempt to prey on the most vulnerable and susceptible in our society that California stands with consumers and will not tolerate this fraudulent conduct," Cate wrote.A copy of Cate's letter, which features examples of a fraudulent check and typical accompanying letter from a supposedly legitimate company, can be viewed at https://www.sandiego.gov/sites/default/files/predatory_check_scam_enforcement.pdf. 1650

SAN DIEGO (CNS) - The San Diego Association of Governments and Caltrans will begin three nights of overnight closures of northbound Interstate 5 Tuesday night after completing overnight work along southbound I-5 ahead of schedule. Work crews will close northbound I-5 from state Route 52 to Genesee Avenue from 9:30 p.m. to 5 a.m. each night though Thursday, according to SANDAG. The closures are necessary to remove wooden structures that supported the recently completed construction of a trolley overpass at Voigt Drive Neither agency expected to begin closures of northbound I-5 until later this month or early July due to similar work on a trolley overpass spanning southbound I-5 at Nobel Drive, which began June 9. Those closures were expected to last until June 28 but concluded early last Tuesday morning. SANDAG expects to conduct additional closures of northbound I-5 June 23-27. The closures are part of the .17 billion Mid-Coast Trolley Blue Line Extension, which includes a planned 11-mile extension of trolley service by San Diego's Metropolitan Transit System from Santa Fe Depot in downtown San Diego to University City. The extension will add trolley stops in Mission Bay Park, UC San Diego and Westfield UTC. SANDAG is receiving .04 billion in funding from the Federal Transit Administration to complete the project. The extension and related projects are intended to reduce traffic congestion as the county's population increases. SAN DIEGO (CNS) - Police arrested a domestic violence suspect Friday morning after a standoff in La Mesa that temporarily blocked access to parts of Grossmont Center. The La Mesa and San Diego police departments responded to the situation at Grossmont Center Drive and Center Drive just before 8 a.m. Both streets were closed as officers worked to detain the suspect, La Mesa Police reported in a tweet.The situation started Thursday night when police received a call from the victim, saying she was choked by her ex-boyfriend at a residence on the 6800 block of Hyde Park Drive, San Diego police said.Police responded about 7:20 p.m. but the suspect already had fled in the girlfriend's car. Officers took a crime report and the victim was taken to Sharp Memorial Hospital in Kearny Mesa as a precautionary measure.The suspect returned to the residence this morning and the victim called the police again, according to SDPD. The suspect then drove to Grossmont Center, where police found him around 7:30 a.m. The suspect was arrested at 8:19 a.m. and taken into custody.The streets in the area were reopened around 8:30 a.m., SDPD said. 1145

  

SAN DIEGO (CNS) - Police Tuesday were searching for two men who carjacked a 43-year-old man at knifepoint near San Diego Mesa College in the Clairemont area.It happened shortly before 10:50 p.m. Monday in the 7200 block of Mesa College Drive, off Linda Vista Road west of state Route 163, San Diego police Officer John Buttle said.A 43-year-old man had just parked his car, a blue 2019 Mazda3 sedan with California license plate 7YGF888, when two men walked up to him, Buttle said. One of the men was armed with a knife and placed the knife to the victim's stomach while demanding the car keys.The victim complied and both suspects drove off in the car, which was last seen heading eastbound on Mesa College Drive, Buttle said. No injuries were reported.No detailed suspect descriptions were immediately available. 822

  

SAN DIEGO (CNS) - The San Diego City Council today unanimously approved a 20-year lease that will pave the way for a museum and community center at a city-owned property adjacent to Chicano Park.The Chicano Park Museum and Cultural Center has for several decades sought to move into the 9,890-square-feet building at 1960 National Ave., which formerly housed an adult education campus.The vacant property will allow the 48-year-old nonprofit to expand services, programs and exhibitions related to the art, history and sciences of the Americas, with an emphasis on U.S.-Mexico border region cultures.Chicano Park has gotten new playground equipment and bathrooms in recent years, "but there was always something missing. And this is the piece that was missing," City Councilman David Alvarez said."I want to thank you for saying 'yes' to the community this time because this community has heard 'no' a lot more than it has heard 'yes' over the years," he told his colleagues.
