Both China and Japan are APEC members.All-round Sino-Japanese ties currently maintain a sound momentum of improvement and development, which are widely welcomed by both peoples and the international community, Hu said."Sino-Japanese ties are now at a crucial juncture," Hu said, "we should maintain such a sound trend, and push forward the healthy and steady development of bilateral ties."This year marks the 35th anniversary of the normalization of Sino-Japanese ties. SHENZHEN: Efforts to explain and publicize the new Labor Contract Law have thwarted many attempts to dodge the provisions included in it, but violations still occur, an official of a worker's union said Wednesday."We have been keeping an eye out for any abnormal redundancies and it appears the situation is improving," Xie Liangmin, sub-chief of the legal affairs department of the All China Federation of Trade Unions, said during a visit to this southern city. However, a company in Guangdong Province was recently found to have fired a group of contract workers and then rehired them through a manpower services company, Xie said."All attempts by companies to evade their responsibility to take care of their employees will be punished after the detailed regulations of the Labor Contract Law are issued," he said. The federation is working closely with the authorities to draw up detailed regulations, the release of which is likely to be postponed until the first quarter of next year, Xie said.Although the federation has publicly criticized two companies - IT equipment manufacturer Huawei Technology and retail giant Wal-Mart - for attempting to dodge some parts of the law before it takes effect on January 1, no punishments have been handed down.Dong Ping, an official with the Ministry of Labor and Social Security, called on companies to come to terms with the legislation."The law provides an opportunity for companies to develop harmonious and stable working relationships with their employees within a more competitive environment. A successful company always respects its employees and abides by the law," Dong told a forum on promoting the new law.Terry Guo, CEO of Foxconn Technology, a leading IT manufacturer with operations in Shenzhen, said it would give its full support to the Labor Contract Law."The new law will prod companies into becoming more efficient and upgrading their technology. It should help them accelerate their strategic repositioning and restructuring," Guo said.He said Foxconn will work to improve the quality of its staff, save energy and encourage innovation to offset expected rises in its operational costs. The company has also revised its human resources policy and internal regulations to bring them in line with the Labor Contract Law.

KUNMING - Altogether 248 students fell sick after eating a school lunch including kidney beans in Southwest China's Yunnan Province on Thursday, local authorities confirmed early on Friday.Investigators suspected the beans were undercooked. The students, from Zhuyuanzhen Township High School in Fuyuan County, complained of vomiting and nausea late Thursday afternoon and were put under medical observation at night, a spokesman with the Fuyuan County government said.By 8:00 am on Friday, about 170 students were still under observation at four local hospitals.Hospital sources said none of the cases was critical.Kidney beans contain lectin, a toxic agent that can cause diarrhea if the beans aren't heated thoroughly, according to health officials.

US Treasury Secretary Henry Paulson arrived in Xining in northwest China last night, kicking off a four-day visit to China. US Treasury Secretary Henry Paulson, pictured June 2007, arrived in China on Sunday. [AFP]He is due to visit local environmental protection programs in Qinghai Province, home to Qinghai Lake, the largest salt water lake in China. He will also visit rural households in the remote province on the Qinghai-Tibet Plateau, dubbed the "roof of the world." Paulson, who heads to Beijing on Monday, will meet with government officials to discuss the US-China Strategic Economic Dialogue (SED) launched last year. The forum covers a range of economic and environmental issues, but the issue at the forefront is China's yuan, which is seen by lawmakers in the United States as grossly undervalued. Last week the Senate Finance Committee overwhelmingly approved a bill requiring the Treasury to identify nations with "fundamentally misaligned" currencies, potentially opening the door to economic sanctions against Beijing. But Paulson said Friday that lawmakers were sending the wrong message by threatening to punish Beijing."We would like to see the Chinese move and show more flexibility," he said.Paulson will also hold talks with President Hu over tensions arising from China's swollen trade surplus and other issues. The secretary also is to meet Vice Premier Wu Yi, who leads the Chinese side of the dialogue. The last formal meeting of the economic dialogue in May ended with no progress. Since then, China has announced measures to rein in surging export growth. It repealed rebates of value-added taxes on more than 2,000 types of goods ranging from cement to plastic products in June. Last week, the government said it would limit the growth of its "processing trade," a big but low-profit segment of the economy that imports components and exports finished goods.Paulson was due to leave China on Wednesday.

China has launched a campaign to persuade more women to breast feed, worried that Chinese babies' development lags developed countries because they are not fed properly in their first months of life. The government is also worried about the growing use of powdered baby milk formula -- which many Chinese believe is more "modern" and better for the baby -- especially after 13 babies died of malnutrition in 2004 from being fed fake formula. "Breast milk is a necessary and ideal food for a baby, and the nutrients it contains are the most suitable for the baby's digestion and nourishment," the Health Ministry said on Wednesday in a statement on its Web site (www.moh.gov.cn). "For mothers, breast feeding is beneficial to post-partum recuperation," it added, without saying what the breast-feeding rate was in China. Chinese babies put on less weight in their first six months than babies in developed countries, the ministry said. "The main reason is parents lack scientific knowledge about feeding," it said, adding that problems caused by poor baby nutrition might include mental retardation. There was a particular problem in the countryside, where parents did not know when or how to best start introducing solid food to babies or how to balance their nutritional requirements, the ministry said. The government would spend more time promoting breast feeding and providing information as well as enforcing a ban on baby milk formula being sold or advertised in hospitals, it said. Studies around the world have shown that breast-feeding has many advantages for children including reducing infections, respiratory illnesses and diarrhea. Other studies have shown that babies who are breast-fed for the first six months of life grow better without getting too fat.
