YICHANG, July 28 (Xinhua) -- China's Three Gorges Dam was tested for the second time this month when the swiftest water flow of the year hurtled down the swollen Yangtze River on Wednesday morning.Flow rates as high as 56,000 cubic meters per second were recorded at the dam at 8 a.m. Wednesday, dam engineers said.The dam withstood the flow with a water discharge rate of 40,000 cubic meters per second, meaning 16,000 cubic meters of water per second accumulated in the reservoir behind the dam.The safety monitoring results of the dam during the second flood peak have met engineers' predictions to prove its ability to contain flood waters, said Cao Guangjing, chairman of the China Three Gorges Corporation.The water level in the reservoir had risen to 158 meters at 8 a.m.Wednesday, about 17 meters below its maximum capacity of 175 meters.Officials expect the water level to rise to 161.5 meters Friday, a spokesman with the Yangtze River hydrology bureau said Wednesday.Continuous downpours in recent weeks have raised water levels in the upper reaches of the Yangtze.Water flows on the river's upper reaches reached 70,000 cubic meters per second on July 20 -- the highest level since the dam was completed last year and 20,000 cubic meters more than the flow during the 1998 floods that killed 4,150 people.Ship traffic through the dam resumed last Thursday after the first peak flow passed. But shipping was halted again at 10 p.m. Tuesday as the second round of floodwaters approached.After shipping service was suspended, a road near the dam was opened for vehicles to transport goods and people across the dam.

Microblogs, for example, have become a quick and popular source of news and information for increasingly more Chinese citizens.Fu Zhenghua, head of the bureau, said last month that law enforcement activities could easily be hot topics in the media and among the public in this highly open and transparent Internet era."With the aid of modern technology, we hope to communicate with residents and vulnerable groups with frankness and sincerity, as well as promote social justice," said Fu.In the first microblog post, the bureau pledged to offer the latest police affairs news, anti-fraud tips and stories of model community police.The bureau has posted dozens of practical anti-fraud and anti-theft tips and police affairs news, including training programs for special police and stories about model police officers serving their first day on the police force.More than 17,600 people logged onto the microblog service on Sunday and some posts received hundreds of comments.Most welcomed the services, saying it can bridge the gap between police and average citizens and change the traditionally mysterious and superior image of police officers."This is really a good thing. BEIJING, June 23 (Xinhua) -- Chinese banks should set up an independent risk management system in line with its strategic expansion plan as part of efforts to ward off financial risks, China's banking regulator said Wednesday.The breakout of the global financial crisis highlighted the necessity of increasing management of differentiated sovereign risks, the China Banking Regulatory Commission said in a guideline published on its website.Just as Chinese banks were expanding throughout the world, the overseas risks they were facing were on the rise, the guideline noted.Sovereign risks refer to ones that banks are exposed to when overseas borrowers or debtors are unable to repay debt because of their countries' economic, political and social changes.Chinese lenders were required to differentiate risks according to the countries involved and make policies on the minimum potential loan loss provisions ranging from 0.5 percent to 50 percent, according to the guideline.The banks must meet the requirements under the guideline by June 1, 2011.

BEIJING, July 5 (Xinhua) -- Donations to the Yushu quake zone in northwest China's Qinghai Province have exceeded 8.7 billion yuan (about 1.28 billion U.S. dollars) as of Monday noon, with about 7.9 billion yuan in cash and the remaining in relief materials, according to the Ministry of Civil Affairs.In a statement, the ministry said it had received 2.417 billion yuan and the Qinghai provincial government received over 2 billion yuan in donations, while the Red Cross Society of China and the China Charity Federation had each raised about 2 billion yuan.Nearly 2,700 people died after the 7.1-magnitude earthquake hit Qinghai's Yushu prefecture on April 14.
