SAN DIEGO (KGTV) - In light of the governor's directive on limiting large gatherings out of coronavirus concerns, the San Diego Half Marathon announced on Thursday that this Sunday's event will be "virtual" only. While many runners support the decision to cancel the San Diego Half Marathon, they're upset that it doesn't appear there will be any refunds.Organizers sent 10News a statement that reads in part, "By their very nature, the cost of events like ours are front loaded and [non-recoupable], which is why we do not have a refund or deferral policy. This policy is clearly stated in our registration process and is agreed to by runners when they sign up for the event."RELATED: What's been canceled, postponed in San Diego, nationally due to coronavirusMajor changes are also happening to other local events. This weekend’s 5K Leprechaun run in Pacific Beach is canceled. The upcoming Pearl Jam concert at Viejas Arena is now postponed. WonderCon Anaheim is also being postponed.Fears continue to loom over July’s Comic-Com convention but organizers report that it’s still scheduled to take place. “Rip” Rippetoe is the President of the San Diego Convention Center. He tells 10News, “I think it's too soon to speculate on any events that would happen in May, June or July.”“Events of a certain size have been canceled and we're seeing that's to prevent the spread of illness,” says Skylar Crowley with the Better Business Bureau in San Diego. She says consumers need to be reading the fine print on all tickets sale transactions, adding, “If there are cancellations and the tickets were purchased through an original seller- an official site- they should automatically issue a refund to that consumer.”RELATED: Disneyland, California Adventure to close through March due to coronavirusHowever, Crowley says that if the event is postponed and the consumer can't go, he or she might have to submit a formal request through the purchasing platform. A spokesperson for StubHub writes to 10News, "Our policy is to provide a full refund with fees if an event is canceled. In addition, given the current environment, if an event is canceled, customers can opt to receive a StubHub coupon valued at 120 percent of the original purchase." “We do advise that consumers ensure that they are submitting payment with a credit card so in the event that something is indisputable, they can take that to the credit card company and see about getting a refund that way,” adds Crowley.RELATED: San Diego County announces five new coronavirus cases, bans large gatheringsShe says that if consumers are struggling to get access to any refunds that they’re entitled to, they can file a formal complaint with the Better Business Bureau or the Federal Trade Commission. 2763

SAN DIEGO (KGTV) -- Looking around Barrio Logan, you can't miss the shopping carts, tents and camps belonging to the homeless. Residents of the San Diego neighborhood say the city is turning their community into a "homeless ghetto" - and it's time for it to stop. Tuesday night a group gathered outside the Our Lady of Guadalupe Church, calling on the city to provide "fair distribution of homeless services across San Diego.""It's unbelievable what the mayor and the City Council are doing to this area," said Father John Auther. The priest pointed to a map, asking why a nearly 370 square mile city is putting most of the homeless services in a one-quarter square mile. Father Auther says the concentration of services goes beyond the residents of Barrio Logan. It's bad for the homeless community, too. The area was hit hard by the hepatitis A outbreak.RELATED: Health officials reminding San Diegans about hepatitis A shot "Many of the homeless as we know suffer from addiction problems, alcoholism, mental illness, and what the city has decided to do is put all of them together," Father Auther said. "How will anyone get well?"Right now, city crews are working on a transitional homeless facility in the neighborhood. The facility is going up just 15 feet away from a school playground. A playground closed because of the homeless issue. "We can no longer feel comfortable, feel safe with our students down here on this playground," said Noel Bishop, principal of Our Lady's School San Diego.10News asked a few people in the homeless community two questions: 1. Will the new facility help you? All said yes. 1651

SAN DIEGO (KGTV) - Inside a mobile machinist shop, the Marine Corps can now print polymer and metal parts on the go.Operated by the 1st Marine Logistics Group, the Expeditionary Manufacturing Shelter is currently at Camp Pendleton. It houses several 3D printers which each serve a specific purpose."Digital manufacturing can be extremely useful in a combat situation or a disaster zone because we can take this shelter and deploy it to anywhere it's needed. We're able to provide parts that are not readily available, and we're able to get our equipment operational faster," said Staff Sgt. Samuel Margarini.Rather than ordering a part and waiting up to a week, the Marines can re-create a part within 24 hours, improving readiness and operational momentum.3D printing new parts is also cheaper and saves resources. "Since implementation we've had a huge impact on different platforms, we've made parts for trucks, humvees, tanks, and some drones," said Margarini. While only being used in training, for now, shelters like this will eventually be deployed where needed by the Marine Corps. 1098

SAN DIEGO (KGTV) – Many restaurants around San Diego are making preparations to reopen Thursday nearly 24 hours after a judge ruled the state of California, and San Diego County, can’t enforce a stay-at-home order regarding restaurants and strip clubs.San Diego Superior Court Judge Joel R. Wohlfeil on Wednesday ruled strip clubs and "San Diego County businesses with restaurant service” cannot get a cease-and-desist order. At a Thursday hearing, the judge reinforced that his ruling encompasses all restaurants, not just strip clubs. The ruling had local restaurant owners such as Rudford’s owner Jeff Kasha clamoring to open their doors again."As soon as we’re asked to close in five minutes, we’ll open in five minutes,” Kasha told ABC 10News.Kasha said his eatery on El Cajon Boulevard in North Park went from 45 to 17 employees due to the constantly changing rules. He said that means families are having trouble making rent and feeding their kids.RELATED COVERAGE:County suspending COVID-19 restaurant closure enforcement following court rulingCounty suspends shutdown enforcement against restaurants, strip clubsCOVID-19 stay-at-home order takes effect in San Diego CountyWhile he's cautiously optimistic about the future, Kasha said, "We're hoping we can continue like we were before ... I'm sure this is not going to go, you know, I'm sure something else is going to happen."Meantime, Kasha is happy to be open for indoor and outdoor dining to make a profit. The same hope is shared across town in Clairemont, at Shannon and Tina's Place Bar N Grill, also known as STP Bar-N-Grill."We'd be very, very, very happy to break even after all this," co-owner Tina Romano said.Romano said they haven't let any of their 11 employees go, saying they're family. Unfortunately, that means she and co-owner/chef Shannon Beckwith haven't been paid since March.Thursday could mean they make a small profit for once, with Romano adding, "You know, it's exciting and frustrating at the same time."The frustration due to the thousands of dollars spent each time they comply with new regulations, funding an outdoor dining space and cleaning supplies.Everyone is waiting to see what the county says in response.Coronavirus cases are sky high and hospitalizations are breaking records, bringing capacity down to 0.5% in Southern California.County officials said they're worried reopening right now will undermine the efforts of the state to bend the curve until this point."It's scary, but if you are vulnerable, stay home. If you are at risk, stay home. If you feel comfortable dining in a restaurant, by all means dine in a restaurant and understand that we are being safe," Romano said. 2688
