SAN DIEGO (CNS) - A man accused of sneaking into a Pacific Beach home in the middle of the night and sexually assaulting a sleeping woman pleaded not guilty Monday to three felony charges, including "hot prowl" residential burglary.Jeffrey Hanze, 55, was ordered held on million bail.Deputy District Attorney Jessica Coto told Judge Jay Bloom that Hanze, who was arrested in Los Angeles County last week, has a prior conviction for "hot prowl" burglary and is considered a flight risk.RELATED: Pacific Beach rape suspect arrested in Los Angeles CountyCoto told reporters that Hanze entered the woman's bedroom through an open window about 1:45 a.m. on Oct. 1. SAN DIEGO (CNS) - An uptick in DUI arrest rates and excessive speeding citations occurred around San Diego County during March and April, even as less drivers were on the roadways due to stay-at-home orders amid the COVID-19 pandemic.San Diego police, the San Diego County Sheriff's Department and the California Highway Patrol all had moderate increases in their DUI arrest rates in March and April compared to the same two months in 2019, 2018 and 2017, according to an analysis of data requested from those agencies.SDPD arrested an average of three DUI drivers for every 100 traffic infractions in those two months the previous three years, but saw that rate jump to 4.71 during March and April this year.The California Highway Patrol logged a similar rise in DUI apprehensions, with the rate increasing from about six DUI arrests for every 100 infractions the three previous years to 7.66 this year.The Sheriff's Department saw the most dramatic rise. It had a rate of about six DUI arrests for every 100 infractions during the two-month span in 2019, 2018 and 2017, rising to 11.79 DUI arrests for every 100 infractions this year.The reasons behind those increases remain unclear, but some law enforcement officials said fewer vehicles on the road might have helped officers catch intoxicated drivers."When we're out there with less motorists, it's easier to spot more of who is weaving or swerving on the roadways," said Salvador Castro, public information officer for the CHP San Diego office.Jake Sanchez, public information officer for the CHP Border Division, agreed with that assessment."If that's the only car out there on the roadway in front of me, it's going to be a lot easier to observe and make sure that person is driving appropriately," Sanchez said.SDPD Traffic Division Sgt. John Perdue said he has noticed a change in the areas where a majority of DUI drivers are apprehended."It's kind of an odd thing because ... we typically get more DUIs out of the areas that have a lot of bars." Perdue said. "However, I've noticed now some of the DUIs we get are near the fast-food restaurants."He said in his experience, the drivers have usually been drinking at home before stopping to get food, despite the availability of food delivery services such as UberEats, Postmates and Doordash.San Diego County District Attorney Summer Stephan said she has also noticed a troubling new trend involving DUIs this year. In a six-week span from May 4 to June 17, there were seven deaths from DUI-related crashes in the county, she said."I actually don't recall a time that we've had that many in a short period of time," Stephan said. "So that's of a lot of concern."From January through April, the county recorded five DUI-related deaths -- down from eight, 12 and seven, respectively, in the same time period in 2019, 2018 and 2017, according to data provided by the D.A.'s office.The deadliest DUI crash so far this year happened around 8:30 p.m. on May 5, when a driver fatally struck a 50-year-old woman, her 33-year-old boyfriend and her 10- and 11-year-old grandsons in Escondido while allegedly under the influence of an unspecified drug.Deputy District Attorney Laurie Hauf said at Ashley Rene Williams' June 10 arraignment that the 28-year-old defendant was driving on a suspended license due to a previous DUI drug conviction.Speeding tickets have also taken a jump this year compared to overall traffic infractions.CHP officers throughout the county issued 920 tickets to drivers traveling over 100 mph in March and April, compared to 505 and 390, respectively, in the same time frame in 2019 and 2018."Growing up in Southern California myself and knowing how traffic has always been since I first started driving 30 years ago, to see this light amount of traffic on our highways, it's weird. You're not used to it," Sanchez said. "(The speeding) is something we will probably have to keep dealing with as long as the freeways are as open as they are now."Perdue said he has also seen drivers speeding more frequently on roadways in the city of San Diego.While the overall number of speeding tickets issued by SDPD is down this year, speeding violations over 65 mph represent a greater percentage of overall traffic infractions.During March and April this year, SDPD issued 395 tickets for drivers going over 65 mph. That represented 7.3% of overall infractions, while the rate for those violations was 3.44% in 2019, 4.02% in 2018 and 4.38% in 2017."It's a little insane. I couldn't believe the uptick in speeding citations and the speed itself," Perdue said. "I still tell (drivers) `Be cautious. Just because it's an open roadway you still want to drive with your safety in mind."'Like many services and programs throughout the county, DUI awareness and prevention programs have had to adapt to guidelines discouraging face-to- face interactions during the COVID-19 pandemic."Some (programs) are working out and some have had to take a backseat during this COVID time," Stephan said.One of the affected programs was a live DUI sentencing with a real defendant that would have taken place at a local high school. Stephan said her office has talked about converting to a Zoom format, but no immediate plans have been finalized.The SDPD suspended DUI checkpoints in recent months, but continued saturation patrols, during which officers conduct traffic stops in targeted areas and look for signs of impaired driving, Perdue said."Since bars were closed, we just didn't want to expose officers to such a mass quantity of drivers," he said.However, the SDPD plans to hold its first DUI checkpoint in roughly two months from 11 Thursday evening to 3 a.m. Friday at an undisclosed location.The CHP has continued to post DUI awareness messages on social media and has replaced its in-person educational talks with Zoom sessions, Sanchez said."It is, in a sense, a good thing that we're kind of adapting and we'll now have better ways, or other ways, of reaching the public, as well," he said. 6014

SAN DIEGO (CNS) - Citing the potential risks of sexual and physical abuse to children, San Diego County District Attorney Summer Stephan today urged Gov. Gavin Newsom to consider allowing county school districts to make their own determinations regarding reopening in advance of a Tuesday decision that could send the county to the most restrictive tier of the state's coronavirus reopening roadmap.In a letter sent Monday to Newsom, Stephan said there has been ``a drastic increase in child predatory behavior on the internet'' with children out of school and teachers unable to ``be the eyes and ears of law enforcement'' to report suspected abuse among their students.Local reports to the Internet Crimes Against Children Task Force have tripled since schools were shuttered due to the pandemic, and that similar increases have been seen nationwide, Stephan said. Stephan also said domestic violence reports have increased since stay- at-home orders were issued, and that Rady Children's Hospital has seen an increase in ``consult cases,'' in which cases of suspected child abuse are reported by physicians.Stephan's letter was sent in advance of Newsom's Tuesday decision regarding San Diego County's COVID-19 category status, when the county could potentially slide into the ``Purple Tier,'' meaning many schools could not open for in-person learning.``When evaluating the health of our children and our community, we must consider the effects of COVID-19, but also acknowledge and weigh the other real and potentially more life-threatening threat from violence and exploitation of children,'' Stephan said.``This is the public safety lens that I sincerely hope you will consider.'' Stephan raised similar concerns near the beginning of the pandemic regarding potential increases in domestic and sexual abuse, with abuse victims being trapped indoors with their abusers as a result of self-quarantining at home.In addition to safety risks, Stephan argued distance learning is not viable for many county residents. She said a lack of reliable internet access -- particularly in rural areas of the county -- should be taken into consideration.Stephan also said schools serve as a dependable place for food insecure students to get their meals. 2254

  

SAN DIEGO (CNS) - City officials and homeless advocates announced an expansion Tuesday of the city's program to establish safe parking lots for residents who live out of their cars or recreational vehicles.Mayor Kevin Faulconer, Councilman Scott Sherman and representatives of Jewish Family Service of San Diego jointly announced that the city will make a parking lot in Mission Valley near SDCCU Stadium available to vehicles in the next 45 days.The lot, which will also have supportive services for homeless residents, like job training, financial education and housing assistance, has space for up to 80 RVs or 200 regular cars and trucks.Jewish Family Service oversees the two existing parking lots and will do the same at the third, which is located near the intersection of Friars Road and Mission Village Drive.RELATED: San Diego program to provide safe parking for homeless living in vehicles"Often when someone becomes homeless for the first time, they end up living in their car and don't know where else to turn," Faulconer said. "The Safe Parking Program helps those individuals find a stable place to stay while they access services, look for a job and, ultimately, find a permanent place to call home."The announcement comes on the eve of the City Council's Public Safety and Livable Neighborhoods Committee's scheduled discussion of a limited ban on residents sleeping in their cars to replace a 36-year-old ordinance the council repealed in February. The U.S. 9th Circuit Court of Appeals struck down a similar Los Angeles vehicle habitation law in 2014 for being too vague.Under the proposed new ordinance, residents who live in their cars would be barred from parking within 500 feet of a public school, excluding colleges and universities, or a place of residence between 6 p.m. and 6 a.m.RELATED: San Diego mayor proposes city ban on living in vehiclesThe city's three safe parking lots will be open and available to residents during that same 12-hour stretch, however. SAN DIEGO (CNS) - National University announced Wednesday its Board of Trustees approved a plan to reduce the cost of attendance through tuition cuts of up to 25% for full-time students and adding scholarships that will make enrollment nearly free for Pell Grant eligible students.The actions -- made possible through a 2019 gift to the La Jolla university's reserve fund by philanthropist T. Denny Sanford -- "reflect a heightened sense of urgency to reduce costs amid the COVID-19 pandemic and resulting, unprecedented U.S job losses," according to a university statement.The university, which was founded in 1971, said it has committed to:-- doubling the award amount of existing scholarships, enabling Pell- eligible students to earn a bachelor's degree for close to no cost-- creating "opportunity scholarships," valued at million total, for displaced workers and working adults in need of financial support to restart their college studies-- launching a "fast-track" scholarship which rewards students with a fourth tuition-free course for every three courses completed within a six-month period-- investing in additional student support services designed to remove barriers to degree completion"In a moment of enormous economic hardship, open-access universities have a responsibility to make dramatic changes to not only reduce costs, but to evolve their academic offerings to ensure tight coupling with the demands of the labor market," said David Andrews, president of National University. "Our trustees have challenged us to take immediate next steps to ensure that we substantially reduce tuition while simultaneously improving student experience and outcomes."Michael R.
