SAN DIEGO (KGTV) — It looks like just another small apartment. Living room. Bedroom. Kitchen.But the apartment complex 10News toured is unlike any other. It's a solution for homelessness."People go into treatment, they get out, they relapse and the go back in and they get stuck in this thing we call the churn of in and out, and in and out of services."So Chris and Tammy Megison came up with a solution: Solutions for Change. The idea is to get families with children off the streets and into a program that would change their lives forever."We get them jobs right away, put them to work so they can learn the soft skills of working," Chris Megison said. "They're up at 5:30. Kids are fed and off to school. And now they're going to classes, they're going to work."Solutions for change works because of its motto, driven by accountability. It's a 1000 day program. Every client must have a job, and most work in the solutions aguaponic farm. They grow their own organic food, and what they don't eat they sell, and the proceeds go back into the program. "They're not looking to be a band-aid fix, they're looking to be a 'hand up' organization. They're not lowering the bar for people who find themselves in a pretty dark tragic place, they're trying to raise the bar and set people up for future success," San Diego County Supervisor Kristin Gaspar said.And since 1999, Solutions for Change has helped 900 families escape homelessness. People like Melissa Martinez and her children who not long ago were separated without a place to call home."It's put us all back under one roof. It's actually be a lot easier than I could have ever imagined, getting everybody to and from school, to and from work, we're really united and working as a team. SAN DIEGO (KGTV) - Interstate 15 Express Lane signs are being changed from white to green, with other improvements, at a cost of .5 million, the San Diego County Association of Governments said Thursday.A research effort determined that the existing signs could be difficult for drivers to read, and that information about toll rates and permission to use the lanes was unclear, according to SANDAG."There's quite a bit of confusion on the motorists part, trying to understand, can I actually get in there as a carpool or not?" said Ray Traynor, SANDAG's director of operations. "Having a system that's clear to the end users is vitally important so that the lanes operate effectively."A spokesman for Caltrans says research showed a green sign with white text was more difficult to read, with the amount of information on the sign. The I-15 Express Lanes stretch for 20 miles between SR-78 in Escondido and SR-163 in Kearny Mesa. SAN DIEGO (KGTV) - It sounds like a deal of a lifetime - guarantee a weeklong vacation at a coastal resort every year - for a one-time payment of 0.The county of San Diego is auctioning off nearly 900 timeshares, some in areas like Del Mar, Solana Beach, Carlsbad and downtown for as little as 0. Timeshares can also be transferred to out-of-town hotels, one year at a time. The county expects many to go at the initial offering price. A timeshare is when a person shares in the ownership of a property with others, so that each gets a week of vacation per year. Many of the timeshares were repossessed after the Great Recession, when owners failed to pay at least five years of property tax. "For one week of family bliss in a vacation once a year, this may be the opportunity for as little as 0," said Dan McAllister, the county treasurer-tax collector. "But it is a buyer beware sale."San Diego attorney Dan Eaton said there are many risks to buying a timeshare, and getting out of one can be very difficult."If you think you're just buying a 0 timeshare and you've got access to the timeshare for life without any further cost, that's a huge mistake," Eaton said. Timeshares include annual fees - including maintenance - that can get very expensive."If you stop paying those fees, they can foreclose," Eaton said.
