BEIJING, Nov. 24 (Xinhua) -- In response to public suspicion stoked by recent dumpling contamination scandals, China's Ministry of Health on Thursday said the new food safety standard for flash-frozen dumplings did not show signs of leniency.The Ministry introduced the new food safety standard on flash-frozen dough or rice products on Thursday.The Ministry has been accused of loosening scrutiny over a disease-generating bacteria in such foods, staphylococcus aureus, or golden staph, which can cause various diseases, including pneumonia and sepsis, and is sometimes life-threatening.The controversy became particularly relevant after several major brands of frozen dumplings have been successively recalled in recent months.In October, a Henan-based company, Zhengzhou Sinian Food Co., Ltd, confirmed the contamination of golden staph in its flash-frozen seafood- and pork-stuffed dumplings.Frozen dumplings made by Hong Kong-based manufacturer Wanchai Ferry were found to contain golden staph in November, and some of its products have been pulled from shelves.The previous standard provided that no golden staph should be tested in such food, while the new one gives a quantitative restriction that the volume of the bacteria should be no more than ten to the fourth degree.Liu Xiumei, a food safety expert with the Chinese Center for Disease Control and Prevention, said at the press conference held by the health ministry that such bacteria becomes inactivate after the food is boiled for a few seconds, and it takes a volume of ten to the fifth degree to generate toxicity.The previous standard could only serve as a general provision due to the lack of quantitative microbiological testing back when it was introduced, Liu said, stressing that the new standard is not a sign that the Ministry has gone soft on bacterial contamination of relevant foods.The new standard will come into effect starting Dec. 21, 2011.

SAN FRANCISCO, Nov. 11 (Xinhua) -- Logitech, a provider of personal peripherals for computers and other digital platforms, said its production of Google TV was a "big mistake," giving a major blow to Google's aspiration to change the traditional TV experience, U.S. media reported on Friday.According to technology news site The Verge, at a recent analyst and investor meeting, Logitech chief executive officer Guerrino De Luca said the launch of Logitech Revue (with Google TV set-top box) last year was "a mistake of implementation of a gigantic nature."The project cost the company more than 100 million U.S. dollars in operating profit.He said the company had "brought closure to the Logitech Revue saga" and has "no plans to introduce another box to replace Revue" after the inventory runs out this quarter.The CEO also predicted that Google TV will have a chance sometime in the future, but it would be a "grandchild of Google TV " that would do it. Logitech has no plans to help make that happen.Launched during the holiday shopping season last year, the Logitech Revue with Google TV system was criticized for being pricey and unpolished although it gives consumers a streamlined experience of traditional TV content and online media. SAN FRANCISCO, Dec. 9 (Xinhua) -- Hewlett-Packard (HP) on Friday announced that it is keeping the webOS software alive by contributing it to the open source community.The company said it will make the underlying code of webOS available under an open source license and will engage the open source community to help define the charter of the open source project."WebOS is the only platform designed from the ground up to be mobile, cloud-connected and scalable," Meg Whitman, HP's chief executive officer, said in a statement."By contributing this innovation, HP unleashes the creativity of the open source community to advance a new generation of applications and devices," she added.HP said it will remain active in the development and support of webOS, while the source code will be available for use and improvement by anyone choosing to download it, which means other hardware manufacturers can also use the software.With the help of the open source community, HP can save development and other costs and the new announcement is expected to result in more layoffs from its webOS team, some analysts noted.The webOS is a mobile operating system initially developed by Palm which was acquired by HP last April for 1.2 billion U.S. dollars.In February this year, HP released TouchPad, its first tablet computer which runs the webOS operating system. WASHINGTON, Oct. 18 (Xinhua) -- Heart failure (HF) hospitalizations dropped 29.5 percent nationally over the past decade, according to a study by Yale physicians to be published Wednesday in the Journal of the American Medical Association.The risk-adjusted rate of heart failure hospitalization fell from 2,845 to 2,007 per 100,000 person-years from 1998 to 2008 in a fee-for-service Medicare claims analysis by Dr. Jersey Chen of Yale University and colleagues.The team also found that the rate of hospitalization for black men dropped at a lower rate, and that one-year mortality rates declined slightly during that period, but remained high.HF imposes one of the highest disease burdens of any medical condition in the United States and the risk increases with age. As a result, HF ranks as the most frequent cause of hospitalization and re-hospitalization among senior Americans. HF is also one of the most resource-intensive conditions, with direct and indirect costs in the United States estimated at 39.2 billion U.S. dollars in 2010.The study showed that the HF hospitalization rates varied significantly from state to state. The decline in the hospitalization rate from 1998 to 2008 was significantly higher than the national average in 16 states and significantly lower in three states (Wyoming, Rhode Island and Connecticut).Chen and his team also found that risk-adjusted one-year mortality decreased from 31.7 percent to 29.6 percent between 1999 and 2008, a relative decline of 6.6 percent, with substantial variation in different states."Because of the substantial decline in HF hospitalizations, compared to the rate of 1998, there were an estimated 229,000 fewer HF hospitalizations in 2008," said Chen in a statement, adding that with a mean HF hospitalization cost of 18,000 dollars in 2008, this decline represents a savings of 4.1 billion dollars in fee-for-service Medicare."The overall decline in the heart failure hospitalization rate was mainly due to fewer individual patients being hospitalized with heart failure rather than a reduction in the frequency of repeat hospitalizations," said Chen.
