(KGTV) -  A group called "Take Back Oceanside" with some 300 members strong is vowing the clean up the filth and violence they say has crept into their neighborhood along the San Luis Rey riverbed.Organizer Drew Andrioff says the crime is out of control."We believe other coastal communities are giving the transients bus and train tickets here, and the city is limited in what they can do. It's gotten so bad no one wants to take their kids out. Police don't come down here after dark because the camps have traps....trip wires and sharp bamboo," said Andrioff.Police estimate nearly 500 homeless people are living along the riverbank.  The Oceanside Police Department has made over 1,000 arrests in that area since the first of the year.Lifelong Oceanside resident Donna McGinty says the crime is seeping into the city."Every atrocity imaginable is happening down there.  Prostitution is rampant.  The transient groups have their own little government down there and it's well organized," she said.Pictures taken by the neighborhood group show used needles, hundreds of shopping carts, heaping trash, a machete, and a polluted river. The group plans to attend the Oceanside City Council meeting on October 17 to ask for help. 1283

ORLANDO, Fla. (AP) — The Census Bureau has sped up the timetable on its website for crunching 2020 census numbers. On its website Friday, the bureau listed the deadline for processing data used to apportion the districts as Dec. 31. As recently as Thursday, it had listed a time frame of Oct. 31, 2020 to April 30, 2021 — an estimate based on a request for an extension that it submitted to Congress in April.The request passed the Democratic-controlled House as part of coronavirus-relief legislation but is now stalled in the Senate. The chamber’s inaction coincides with a memorandum Trump issued last week to try to exclude people living in the U.S. illegally from being included during the process for redrawing congressional districts.Civil rights activists worry the sped-up deadline could affect the thoroughness of the count. The census determines how .5 trillion in federal spending is distributed and how many congressional districts each state gets. Census Bureau officials have said it would be impossible to meet the year-end deadline.The current response rate is roughly 60 percent of the country, leaving four out of ten households needing to be officially counted. On a typical day, police officers make more than 50,000 traffic stops.According to the Stanford Open Policing Project, which looked at nearly 100 million traffic stops, there are significant racial disparities in policing.Black drivers are stopped more frequently than white drivers, and Black and Hispanic drivers are more likely to be searched.“The public has to have confidence and trust in highway safety enforcement and law enforcement and that trust has been reduced because of recent events,” said Jonathan Adkins, Executive Director at the Governors Highway Safety Association.The association came out with its first ever recommendations on how to reduce racism in traffic enforcement. They include making sure the demographics of law enforcement officers match the communities they serve, collecting data on race in traffic enforcement, incorporating that data in grants and funding, and getting perspectives from minorities and low-income communities.The association doesn't believe widespread agency defunding or pulling officers from stops is the answer.“If someone is speeding, driving aggressively, driving drunk, you don’t want a social worker pulling them over, that needs to be a law enforcement officer with a weapon to protect him or herself,” said Adkins.The association points to more training on racism, bias and de-escalation.Another important component to building public trust is positive stops.“If someone is doing the right thing and you have an encounter with them, give them a dollar certificate for ice cream, give them an award, thanks for having your child buckled up correctly in the backseat,” said Adkins.Adkins says at the same time, you don’t want to pull back on traffic enforcement. Officials are investigating a deadly plane crash near 7th Street and Deer Valley Road on Monday morning. The FAA says the aircraft involved is a single-engine, home-built Acroduster. It reportedly crashed in the intersection around 6:50 a.m. under unknown circumstances. One person was killed and another was injured, according to Phoenix aviation officials. Phoenix Fire says they took the surviving victim, a man, to the hospital in critical condition. Video from the scene showed emergency crews working around debris in the roadway near several damaged cars. Police told media on scene the vehicles had substantial damage but no one on the ground was hurt. The area is shut down to drivers and there is no estimated time to reopen. On Friday afternoon, the US Centers for Disease Control and Prevention expanded it's warning to consumers to cover all types of romaine lettuce, now including whole heads and hearts of romaine lettuce, in addition to chopped romaine and salads and salad mixes containing romaine.Romaine lettuce has been linked to the growing number of people hospitalized due to a multistate E. coli outbreak. 53 people have been infected with the outbreak strain of E. coli in 16 states since March 13, the CDC said. Thirty-one of those ill have been hospitalized.
