OCEAN BEACH, Calif. (KGTV) — Every summer, a unique, orange ball can be seen bobbing on the ocean's horizon just off the shore of Ocean Beach.The "David Buoy" was placed off Ocean Beach pier last week, heralding in a summer tradition for the beach town.The buoy is one of several deployed by San Diego lifeguards between North Pacific Beach and Ocean Beach every year for lifeguards to utilize as a workout destination. Rick Strobel and James Murphy, a junior lifeguard program director, helped to standardize the use of buoys every summer for workout programs. In Ocean Beach, a group of Obecians asked Strobel about the buoy and started to swim out to it themselves, Strobel told 10News."It became a topic of discussion, 'did you swim the buoy today,'" Strobel said. "They were also big David Bowie fans and the named it 'David Buoy.'"Strobel says the following year, the group gave him a David Bowie sticker and asked him to place it on the buoy before it was set. "They signed the buoy, put messages of support for the lifeguards and stickers on it. It was great."Last summer, Strobel says the buoy was stolen from storage. But it didn't stop the buoy fans. Mostly lifeguards and junior lifeguards but swim teams water polo teams and triathletes as well," Strobel said. "'David Buoy' has been embraced by the OB community and we as lifeguards really appreciate the support."Strobel says swimmers should always check with a lifeguard before swimming out to any buoys and swim when lifeguards are on duty. ORANGE COUNTY, Calif. (KGTV) - When an earthquake strikes seconds of warning can save lives. That's why, for decades, the United States Geological Survey (USGS) has been working with partners to create a warning system to do just that. "Eventually we would like to have something like an Amber Alert where you would get a text message that says shaking is about to occur in your area in a few seconds," said Alex Cadiao, a USGS Field Engineer.He's part of a small team which travels to remote parts of the state to install earthquake sensors into the ground. They provided 10News exclusive access to the region's newest sensor in Orange County. RELATED: 'ShakeAlert' message buzzes San Diego County phones"Ultimately we just want a grid across the whole state," said Christopher Bruton, Research Engineer at Caltech's Seismological Laboratory. There are 45 sensors throughout San Diego County, and dozens more are planned for the rest of Southern California. "The more sensors we have, the better the data, the greater coverage we have and better the quality, and faster response time of these stations," said Cadiao. The sensors work by detecting the initial, less-destructive waves of an earthquake, alerting people shaking is coming and to take cover.Seconds of warning can be critical for surgeons in the operating room, halting trains, or shutting off gas lines. The City of Los Angeles currently has the ShakeAlert app available to people in the city; the hope is that technology will eventually work statewide. "I get a lot of gratification knowing one day this will help save a lot of lives," said Cadiao. The engineers say it will likely be a few more years until all of Southern California will get ShakeAlert warnings on their cell phones. It's being tested in small groups, but they want to make sure the technology is reliable before making it available to everyone. 1888

On Tuesday, the Justice Department awarded more than million in grants to nonprofits who help survivors of human trafficking.Attorney General William Barr, Ivanka Trump, an adviser to President Donald Trump, and other officials announced that 73 organizations in 34 states will receive the grants, which will be provided by the Office for Victims of Crime, which is a component within the Justice Department's Office of Justice Programs.“Human trafficking is a barbaric criminal enterprise that subjects its victims to unspeakable cruelty and deprives them of the most basic of human needs, none more essential than a safe place to live,” Attorney General Barr said in the statement. “Throughout this Administration, the Department of Justice has fought aggressively to bring human traffickers to justice and to deliver critical aid to trafficking survivors. These new resources, announced today, expand on our efforts to offer those who have suffered the shelter and support they need to begin a new and better life.”Victims who receive the grants will be able to use the funds to receive counseling, find transitional or short-term housing assistance, as well as permanent housing, employment, and job training.“In the midst of the COVID-19 pandemic, combating human trafficking in the U.S. and abroad is critical work. ORLANDO, Fla. – Disney Cruise Line announced Friday that it’s suspending all of its departures through Feb. 28 as the United States experiences the worst spike in COVID-19 cases and deaths since the pandemic began.Disney said in a statement that sailings are canceled onboard the Disney Magic through Feb. 2, through Feb. 26 for Disney Wonder and Disney Dream, and through Feb. 27 for Disney Fantasy.“Our team at Disney Cruise Line remains focused on the health and well-being of our Guests and team members,” wrote Disney. “We are continuing to carefully review the guidance from the U.S. Centers for Disease Control and Prevention and are working toward resuming operations.”Guests booked on affected sailings who have paid their reservation in full will be offered the choice of a cruise credit to be used for a future sailing or a full refund.
