SAN DIEGO (KGTV) — County health officials say a dead Cooper's hawk found in Ramona has tested positive for West Nile Virus.The hawk is the second bird to test positive for the virus in San Diego County in 2019. Two county residents have also tested positive for the virus this year, but officials say both were bitten and contracted the virus in other counties. Across the state, 184 people have tested positive for the virus and five people have died this year.County health officials are now reminding the public to protect themselves from mosquitoes that may be carrying the potentially deadly virus.West Nile virus is mainly a bird disease but can be transmitted to humans via mosquitoes who feed off an infected animal. Symptoms include headache, fever, nausea, fatigue, skin rash or swollen glands.Locals can prevent mosquitoes from breeding by removing any water that is sitting outside of homes or by using mosquito fish to control the bugs in stagnant water sources, like pools, ponds, or fountains. SAN DIEGO (KGTV) — As counties across the state are able to reopen, some are seeing COVID-19 case numbers bounce back up.There's concern from business owners that the state's current approach to restrictions could put them in a constant state opening and closing. Forty miles east of San Diego is the small community of Descanso."I was born and raised in Descanso," said Melanie Schlumpberger.Staying true to her roots, Descanso is where Schlumpberger opened her small business, Americutz Salon."It was going great," Schlumpberger said. "I was super busy getting new clients all the time."Then came COVID-19 and the stay at home order."It was very hard not knowing how long we were going to be closed down for," she said.Schlumpberger said savings got her through until she could reopen, but that ended up being short-lived. Cases in San Diego County spiked, and a few weeks later, her doors closed again.She said after being closed for another six weeks, she could reopen under the new state's guidelines."It was really exciting when we got to open back up," said Schlumpberger.Then college started, some county metrics spiked, and business could once again be impacted."I don't want to close down again cause it's so hard," she said. "I don't want to lose all the stuff that I've worked for."Schlumpberger said her operation is safe, and there have been very few cases of COVID-19 in Descanso and the surrounding areas.According to the County of San Diego's COVID-19 dashboard cases by residence, San Diego has more than 19,000 confirmed cases. The county's data show Descanso has 12."If the county numbers go up, unfortunately, the businesses countywide have to adjust," said San Diego County Supervisor Jim Desmond.He says you can look at any county across the state and find a similar issue. Desmond says instead of ping-ponging people's lives, some decisions should be made at the local level."If a business is able to operate safely and follow all the safety protocols and we can enforce those safety protocols, then they should be able to open," he said.Reporter Adam Racusin asked California's Health and Human Services Agency Secretary Dr. Mark Ghaly if there should be a different approach for areas in counties not as impacted by COVID-19."Something we've long considered," Ghaly said. "You know we work very closely at the countywide level. We have throughout this entire response had many counties step forward and highlight exactly what your statement highlighted that we have differential levels of transmission throughout the different parts of the county. We continue to work with the county to figure out where those trends, especially those upward trends, where we might intervene, but certainly our approach has been county by county, countywide. We look forward to continuing to work with the San Diego leadership both on the health and the elected side to make sure that we do make the right decisions for that county broadly speaking, and we'll be looking forward to the upcoming week and those conversations."Ghaly said the state does empathize with the concern of the business owners and the idea of opening up just a few weeks ago to close back down.Schlumpberger is worried if her businesses is impacted again, it might not survive."I've put so much money and time into building my business and to just lose it because they keep closing us down again is not fair," she said.San Diego officials formally asked the governor to not include SDSU case numbers in the county’s overall total, however during a press conference Wednesday, Gov. SAN DIEGO (KGTV) -- Councilman David Alvarez says he's tired of driving by vacant storefronts in urban communities like East Village and Barrio Logan. He believes city rules requiring some high-rises to put retail space on ground floors are too rigid. Alvarez has put forth a proposal that would allow for more flexibility and creativity, giving buildings the option to put housing and live-work spaces on ground floors. "We need to think outside the box when it comes to housing. We have placed so many rules on the books it makes it hard to do things differently," said Alvarez. If passed by the council, Alvarez says the permits to convert spaces would be temporary. After a period of time, potentially 10 years, the owner would reevaluate whether a retail store could then succeed. If not, they could apply for another permit. East Village alone has seen multiple businesses shut its doors in recent months, including Smashburger, Bottega Americano, SOL CAL Cafe, The Market Hall and Tilted Kilt Pub and Eatery.  1054

SAN DIEGO (KGTV) — California public health officials say the Southern California region has run out of ICU bed capacity.The region, which includes San Diego and 10 other counties, hit 0% capacity, as the state reported 52,200 more coronavirus cases on Thursday. California officials say regional ICU capacity is calculated based on the total number of adult ICU beds minus neonatal and pediatric ICU beds. Adult ICU capacity includes staffed ICU beds and ICU surge beds.San Diego County said Thursday that it was currently at 16% ICU capacity after adding 2,604 new virus cases. There are 295 ICU cases in the county out of 1,186 hospitalizations. SAN DIEGO (KGTV) — County public health officials are urging locals who attended indoor services and events at a Kearny Mesa church to quarantine for two weeks after a COVID-19 outbreak linked to the location.The county says anyone who attended Awaken Church at 7620 Balboa Avenue between Nov. 15 and 22 should quarantine for 14 days after their last date of visiting the church and watch for coronavirus symptoms.Officials added that anyone who was at the church within that time frame should get tested for the virus.Generally, the county does not reveal the locations of community outbreaks and has long advocated against the practice. In this instance, public health officials say it's necessary to, "prevent the spread and occurrence of additional cases," and that, "in this case, public health has been unable to identify and notify all of those exposed."In a letter to the church, the county said while the community outbreak linked to the church doesn't mean that anyone contracted COVID-19 at the location, everyone who has attended events at the location should quarantine for 14 days.A community outbreak is three or more COVID-19 cases from different households within two weeks at one location."You should review your current plans to prevent COVID-19 at your location and determine if there are actions that you can take to reduce the likelihood that your staff, customers, or visitors could contract this infection," the letter said.The county added that anyone who has attended the church, as well as the public in general, should continue to wear face coverings, practice social distancing, and avoid large gatherings.With the exception of two days, San Diego County has seen new COVID-19 cases spike to more than 1,000 cases a day over the last week. Saturday's update set another daily record with 1,859 new COVID-19 cases reported — a 14% positivity rate out of 12,932 tests.According to the county's data on Saturday, there were 86 active community outbreaks. 1988
