SAN DIEGO (KGTV) -- A man whose car erupted into flames after crashing on the southbound I-805 Thursday morning is recovering after two passersby helped pull him to safety. Dashcam video from a nearby driver shows the moment the small white car suddenly veers to the right, slamming into a pick-up truck at Telegraph Canyon Road. Almost instantly smoke begins to rise from the hood, and then flames."When I saw the smoke we just ran over and saw we had to get him out. We unbuckled him out of the car, carried him out," said Tyrone Crawford. Crawford, a retired Customs and Border Protection officer and the friend he was with, a U.S. Marine, said they didn't hesitate to put their training into action. The two men were able to get the victim safely to the side of the highway, where first responders jumped in to start treating him. The man was alert and talking as he was wheeled into an ambulance.The California Highway Patrol is still investigating the crash, but all lanes of the SB I-805 were reopened by early afternoon. 1037

SAN DIEGO (KGTV) - A political kingmaker is using his fortune to shake up the San Diego race for District Attorney.The first television ads are hitting airwaves now, little more than a month before the election.The element of surprise surrounds the tone of an ad paid for by billionaire George Soros. He’s known for backing progressive candidates and shaking up elections, usually with controversial ads.The ad lays out Geneviéve Jones Wright’s qualifications to be San Diego County’s next District Attorney. It does not attack her opponent Summer Stephan, which is what most politicos expected.Jones Wright told 10News she had not seen the ad.Stephan’s campaign manager said he’s surprised the ad is more of an introduction than an attack. Jason Roe also said there is no doubt in his mind the gloves will come off, based on what he called Soros’ pattern of negative and dishonest ads.Jones Wright filed a complaint with the attorney general claiming Stephan was basically campaigning on the job and using photo ops with law enforcement in her campaign materials.Stephan’s campaign manager called it a distraction. 1128

SAN DIEGO (KGTV) - A non-profit that drives sick kids and their families to the hospital is celebrating one million miles.Climbing into an Emilio Nares Foundation car, mom Latoya Johnson and her 19-year-old daughter Tay Tay started recalling the memories over the last decade. They were one of ENF's first rides. The non-profit was founded in 2003 and began giving rides in August 2005, according to ENF Vice President of Programs Luz Quiroga. The program expanded from San Diego to Orange County in 2009. Rides started in the Imperial Valley in 2015, and expanded again to San Bernardino, Riverside, and South Los Angeles in 2019.The founders lost their son, Emilio, when he was 6 years old to leukemia. During the exhausting hours of treatment, Emilio's parents realized other families didn't have enough support. When Emilio passed, they turned his loss into a legacy.Johnson said Tay Tay was first diagnosed with a tumor the size of a golf ball in her chest when she was 4-and-a-half years old."It was behind her left lung, it was growing attached to her lung," Johnson said. She found it hard to get to doctor's appointments and treatment. 'It was about three buses, two trolleys and a bus on the other side,' Johnson said. The trip took two and a half hours, then they had to walk up a hill to get to Rady Children's Hospital.In the doctor's office she saw a flier for the Emilio Nares Foundation, and they have been getting picked up ever since, shortening their trip to a half-hour door-to-door.Once they kicked the tumor in Tay Tay's chest, they found out when Tay Tay was 15 that she had a brain tumor. "She's 19 years old now, so she literally is a walking blessing, a walking miracle, and I wouldn't trade her for nothing in the world," Johnson said smiling, pinching her daughter's cheek.Johnson said without the foundation she would have been in tears and they absolutely saved her daughter's life.With the foundation celebrating one million miles, Johnson is working on understanding the impact the foundation had not only on their lives, but on 4,000 children."I wanna cry, because I know I'm crying but the tears won't come out because they're all on the inside, but it's amazing. I'm just happy and blessed for you guys," Johnson said hugging CEO Karen Terra.She hopes telling her story will get more families the help they need.ENF kicked off their "Ride with Emilio" campaign Monday and it continues through the end of the month. SAN DIEGO (KGTV) — A measure to implement ranked choice voting in the City of San Diego will be considered for the November ballot.The city's Rules Committee voted 3-2 on Wednesday to send the proposal to a full council vote, where councilmembers will decide if the measure is placed on the 2020 ballot this fall. The vote is expected to take place in July.Ranked choice voting would allow voters to list up to four candidates in order of preference, instead of casting one vote for a single candidate.RELATED: San Diego to consider major change to 'ranked choice' votingHere's how it would work:The top four candidates in each primary race would advance to the general election, instead of just the top two.In November, voters would then rank the candidates by preference.If one candidate has more than 50% of the vote on first count, that candidate would win. If no candidate reaches 50%, the last place finisher would be thrown out. That person's votes would then be reallocated according to the voters' second choice. The field would continue winnowing until a candidate tops 50%.The city would be required to also hold a voter awareness campaign to familiarize voters with the change.Councilmember Mark Kersey, who has led the effort to get the measure on the ballot, said in a release, "ranked Choice Voting increases choice for voters, competition and decreases negativity which is great for campaigns. SAN DIEGO (KGTV) -- A restaurant destroyed by a fatal fire last October reopened just in time for the holiday crowds. Kojack's Greek American fusion restaurant has been a Mission Beach staple for more than three decades. But last October, a fire started near the roof of the building and destroyed the ice cream shop and Kojack's on the bottom floor, as well as the apartment rooms on the second floor. San Diego Fire-Rescue Department said 36-year-old apartment tenant, Aaron Porter died in the fire. Since the tragedy, the building and restaurant owner, Mike Soltan says he has worked tirelessly to get back onto his feet to reopen on his favorite holiday. "I never miss the Fourth of July on this beach for 33 years. So we tried so hard to make it, and finally, we did it." Soltan said. Longtime customer, Steve Grebing said he could not miss the grand reopening. "He [Soltan] kept saying in two weeks, two weeks. He was getting there, but now he is back here, so it's great," Grebing said. While the building itself is rebuilt, the renovations for the second floor are on hold. So no apartment tenants are able to live upstairs. Soltan also owns the ice cream shop next to Kojack's. Both shops reopened on July 4. 1226
